INTRODUCTION AND BACKGROUND
Currently, the 52-1 District Court has 2,054 hours broken up into 5 part-time Magistrate positions. It
has become increasingly difficult to cover all seven days utilizing 5 Magistrates at the 52-1 District
Court, so an additional Magistrate position is needed to properly cover the workload. The 52-1
District Court will relocate the hours assigned to the current 5 positions to allow for an additional
sixth position to be created.
This is a request to reallocate 5 part-time Magistrate positions' hours as shown in Schedule B and
create a 1 part-time 154 hours per year Magistrate position in the 52-1 District Court, Administration
Division.
BUDGET AMENDMENT REQUIRED: Yes

52-1 District Court (Novi) - Staffing Modification Magistrate Hour Allocation and Position
Creation
Chairperson and Members of the Board:
WHEREAS the District Court currently has 2,054 hours broken up into five (5) Part-Time Non-Eligible
(PTNE) Magistrate positions; and
WHEREAS it has become increasingly difficult to cover all seven days utilizing five (5) Magistrates at
the 52-1 District Court, so an additional Magistrate position is needed to properly cover the workload;
and
WHEREAS creating one (1) GF/GP PTNE 154 hours per year Magistrate position (#3020201) in the
District Court I Admin Unit, prorated for 10 months (December thru September) in FY 2023 totals
$8,063; $9,992 in FY 2024; and $10,192 in FY 2025; and
WHEREAS increasing the hours of one (1) GF/GP PTNE Magistrate position (#3020201-12258) from
111 hours per year to 550 hours per year in the District Court I Admin Unit, prorated for 10 months
(December thru September) in FY 2023 totals $26,822; $33,227 in FY 2024; and $33,892 in FY 2025;
and
WHEREAS increasing the hours of one (1) GF/GP PTNE Magistrate position (#3020101-6162) from
208 hours per year to 550 hours per year in the District Court Administration Unit, prorated for 10
months (December thru September) in FY 2023 totals $20,943; $25,885 in FY 2024; and $26,403 in
FY 2025; and
WHEREAS reallocating the hours of three (3) GF/GP PTNE Magistrate positions (#3020201-12259,
12260, 12261) in the District Court I Admin Unit, will offset the costs identified above.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves
the reallocation of position hours as shown in Schedule B.
BE IT FURTHER RESOLVED to create one (1) GF/GP PTNE 154 hours per year Magistrate position
in the 52-1 District Court, Administration Division (#3020201).
BE IT FURTHER RESOLVED the FY 2023 – FY 2025 budget is amended as detailed in the attached
Schedule A.

REQUEST:
1.That the Oakland County Board of Commissioners approves the reallocation of position hours as
shown in Schedule B.
2.Create one (1) GF/GP PTNE 154 hours per year Magistrate position in the 52-1 District Court,
Administration Division (#3020201).
PROPOSED FUNDING:
The reallocation of position hours will cover the cost of the position creation.
OVERVIEW:

positions. It has become increasing difficult to cover all seven days utilizing five (5) Magistrates at the 52-1
District Court, so an additional Magistrate position is needed to properly cover the workload. The 52-1 District

It is requested that the five (5) PTNE Magistrate position hours be reallocated as shown in Schedule B and
one (1) GF/GP PTNE 154 hours per year Magistrate position be created in the 52-1 District Court,
Administration Division (#3020201).
COUNTY EXECUTIVE RECOMMENDATION:Recommended as Requested.
