This millage would be levied at a maximum rate of .95 mills (95 cents per $1,000 in taxable value) for a period of 10 years beginning in 2022 and ending in 2031. The transit program will improve access to transit for all Oakland County communities with new routes, expand paratransit, and microtransit services. The Economic Development Department is requesting the following to support the development and administration of the transit program: To create a new Division: Oakland County Transit Division (#1090801) To create two new Units: Transit Administration Unit (#1090801) Transit Services Unit (#1090802) To create a new Merit, FLSA Exempt classification titled Manager Transit at salary plan UNI/130 To create the following FTE, Proprietary/Enterprise (PR) position in the Economic Development, Oakland County Transit Division, Administration Unit: One (1) Manager Transit To create the following FTE, PR positions at salary plan UNI/122, FSLA Exempt in the Economic Development, Oakland County Transit Division, Oakland County Transit Services Unit: Two (2) Planner Principals The fiscal impact of the addition of one (1) PR Fund, FTE Manager Transit and two (2) PR Fund, FTE Planner Principal positions along with operating expenses will result in cost of $553,008 prorated for FY 2023 and $636,968 for FY 2024 and FY 2025. A separate fund will be established titled Oakland County Transit (Proprietary/Enterprise Fund #58800) to capture the funding from the Oakland County public transportation millage as the funds will be used to improve, maintain, and expand public transit services for the residents of Oakland County. ED Transit Position Write Up.12.7.22 December 8, 2022 RESOLUTION #2022-2343 _ 22-426 Sponsored By: William Miller III Economic Development - Resolution Creation of the Oakland County Transit Division Chairperson and Members of the Board: WHEREAS the County Executive Administration is requesting to create a division within the Economic Development Department, titled Oakland County Transit Division, to support the County administered transit millage and program, which is a shared resource to improve public transit services throughout the county; and WHEREAS it is requested to create one (1) Proprietary/Enterprise Fund (PR) FTE Manager Transit position (#1090801) and two (2) Proprietary/Enterprise Fund (PR) FTE Planner Principal positions (1090802) to support the development of the transit program; and WHEREAS the fiscal impact on the addition of one (1) PR Fund FTE Manager Transit and two (2) PR Fund FTE Planner Principal positions along with operating expenses will result in cost of $553,008 prorated for FY 2023 and $636,968 for FY 2024 and FY 2025; and WHEREAS a separate fund titled Oakland County Transit (Proprietary/Enterprise Fund #58800) will be established to capture the funding from the Oakland County public transportation millage as the funds will be used to improve, maintain, and expand public transit services for the residents of Oakland County; and WHEREAS the Board of Commissioners will work collaboratively with the County Administration to develop plans and policy to improve transit across Oakland County. BE IT FURTHER RESOLVED to create the following new units within the Economic Development Department, Oakland County Transit Division: Transit Administration (#1090801) Transit Services (#1090802) BE IT FURTHER RESOLVED to create a one (1) merit, FLSA Exempt classification of Manager Transit at salary plan UNI/130. Develops a county wide strategy for improving all forms of transit services throughout the county. Ensures accountability of all millage proceeds and seeks to leverage those resources with state and federal resources. Serves as a top-level interface with Transit providers. Interfaces with the Oakland County Executive’s Office and Board of Commissioners in the development of transit priorities and policy. Prepares reports, summaries, and lists of accomplishments for the Oakland County Transit program. Advocates with local, regional, state, and federal agencies and staff for their support and participation in County transit programs and projects. Works cooperatively with other County departments and divisions to address the community, economic and workforce development aspects of transit. Utilizes current Countywide and/or department specific software to complete assignments. SUPERVISION EXERCISED Working through subordinate supervisors, plans, directs, makes staffing decisions, and exercises control over the Oakland County Transit Division. Exercises managerial authority over professional, administrative, technical, and clerical employees. ESSENTIAL JOB FUNCTIONS Directs assigned professional staff in various Oakland County Transit programs and projects. Leads effort to create a county-wide transit system through interface with local providers. Develops familiarity with matching funding sources, including state and federal programs. Establishes contracts, reporting and oversight of county-funded efforts. Works with County Administration to oversee expenditures and operations of local transit providers. Reports data on the expenditures and operations of local transit providers to the Oakland County Board of Commissioners. CLASS TITLE: MANAGER TRANSIT 2 Explains funding flows and millage complexities to key stakeholders and notifies transit providers of any changes to funding policies. Initiates collaborative efforts with transit providers addressing areas of mutual concern including but not limited to vehicles, training, and technology. Remains current on conditions affecting each transit provider. Seeks way to leverage county millage proceeds with federal transportation grants. Manages staff in the preparation of grant applications and works with other departments to move applications through the approval process of the County Board of Commissioners. Manages staff in the preparation of requests for proposals for professional services, negotiates contracts, budgets, and contract deliverables with private consultants. Manages staff in the development of GIS data for the purpose of producing maps, conducting analysis, and developing GIS/data related products in relation to Oakland County Transit initiatives. Leads public discussions to gather resident and business input on the preparation and implementation of various Oakland County transit studies that guide development decisions. Represents the County and make presentations to local government elected boards, councils, and commissions and where applicable secures resolutions of participation in the Oakland County Transit program. Represents the County on regional boards and committees and keeps abreast of State and Federal laws, new or existing, that effect county transit initiatives. Establishes and maintains contacts with personnel at the state, regional, county, and local levels of government to remain informed of plans and policies affecting Oakland County. Makes presentations on County transit planning development programs at local, state, and national conferences. Hires new employees, approves time off, conducts performance reviews, recommends employees for grade increases, takes disciplinary actions and prepares justification for new budgeted positions. Possess a Bachelor’s Degree from an accredited college or university with a major in City, Urban or Regional Planning, Transportation Planning, Civil Engineering, Architecture, Economics, Public Administration, or a closely related field. NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services (http://naces.org/members.html). The degree evaluation will be required for application processing. 2. Have had at least seven (7) years of full-time professional work experience in the public or private sector in transit planning, urban or regional planning, development, or a closely related area of which at least three (3) years were in an administrative capacity involving supervisory, budgetary, and related administrative functions. 3. Possess a professional license, registration, or certification from a recognized licensing agency as an engineer, accountant, architect, landscape architect, planner, or related profession. NOTE: A Master’s Degree in one of the education programs listed above may be substitute for one (1) year of experience. 5. In cooperation with local jurisdictions and transit providers, identifies transit needs and priorities. Informed by demographic data, economic development efforts and operational availability, charts mid-range transit priorities for Oakland County. Documents mobility challenges and promotes transit solutions. This includes a full range of modes, such as advance reservation, microtransit, ADA paratransit, fixed route, and rapid transit. Acts as the technical lead on one or multiple County transit resource including software, fare management, vehicles, maintenance, and other things to support operations, and optimizing coordination between providers. Interfaces extensively with providers, other transportation agencies and other County departments. May be required to work an adjusted schedule involving evening hours and/or weekends to attend municipal Boards and related project meetings or activities. Utilizes current Countywide and/or department specific software to complete assignments. SUPERVISION EXERCISED Functions as a lead worker over other professional, technical, and clerical employees. Is responsible for administering a significant planning program or ongoing program area or special project. Have had at least four (4) years of full-time, progressively responsible work experience in transit planning, city, county or regional planning, private consulting planning, or other closely related professional planning experience. 3. Possess a professional license, registration, or certification from a recognized licensing agency as an engineer, architect, landscape architect, planner, GIS professional or closely related profession. NOTE: A Master’s Degree in one of the fields listed in section 1 above may be substituted for one (1) year of the required work experience in section 2. NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services (http://naces.org/members.html).
