INTRODUCTION AND BACKGROUND
On June 29, 2021, a memorandum of understanding between the Oakland County Sheriff’s Office
and the Oakland County Deputy Sheriff’s Association (“Union”) created a Therapy Canine Program
within the Sheriff’s Office. The Training Unit is responsible for ensuring each Handler is up to date
on training including, but not limited to, obedience, certification, and service/therapy training with
certification from a nationally recognized therapy training association. The Therapy Canine Handlers
are sworn personnel and the Therapy Canine Program will be supervised by the Training Unit.
This is a request to accept a donation of two support canine dogs named Hope and Zotter from
Mission Oakland, which is a 501(c)3 (non-profit), established in 2019, with a mission to support the
Oakland County Sheriff’s Office, community organizations within Oakland County, and to lend
financial assistance to those who are battling hardship and illness within the law enforcement
community.

Sheriff’s Office - of Two Support Canine Dogs (Hope and Zotter)
Chair and Members of the Board:
WHEREAS the Sheriff’s Office has received a donation of two (2) support canine dogs from Mission
Oakland with an estimated value of $6,000; and
WHEREAS Hope will be assigned to the School Resource Officer at the Rochester Hills substation in
the Rochester Hills School District; and
WHEREAS Zotter will be assigned to a dispatcher in the Emergency Communications and
Operations division.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
the acceptance of the donation of two (2) support canine dogs from Mission Oakland with an
estimated value of $6,000.
BE IT FURTHER RESOLVED the cost of food, veterinary care, grooming, boarding where necessary,
equipment, and other related items for the canines will be paid for by the County.
BE IT FURTHER RESOLVED if the Handler or Support Canine are retired, the Handler has the
option to purchase the Support Canine for $1.00.
BE IT FURTHER RESOLVED the FY2023-2025 budget will be amended as reflected in the attached
Schedule A – Budget Amendment.

Dear County of Oakland,
It is with great pleasure that Mission Oakland, a 501(c)(3) non-profit organization, announces the
donation of two Therapy Canines to the Oakland County Sheriff’s Office to use throughout their
organization to serve the community. Mission Oakland is proud to donate Therapy Canines
Zotter and Hope to the Sheriff’s Office and relinquishes all ownership, responsibility, and rights
for these Therapy Canines. The total value of the Therapy Canines is $6,000. Further, all
financial obligations and care of the canines will no longer be the responsibility of Mission
Oakland.
Mission Oakland is honored to be able to provide these Therapy Canines to the Oakland County
Sheriff’s Office and wishes Zotter and Hope as well as their handlers the best in their very
important role in the agency and with the citizens they serve.
