INTRODUCTION AND BACKGROUND
Summary of Proposed Project
Winter Blast Royal Oak is a free admission celebration of winter experiences, dining, music and
family fun, originally created as the backdrop for Super Bowl XL . This funding will support winter-
themed experiences, family activities, a local music showcase and much more.
In January 2005, the festival known as Motown Winter Blast, kicked off as the official countdown to
Super Bowl XL in Detroit. The festival attracted more than one million people to Detroit during the
Super Bowl in 2006. Organizers of the Southeast Michigan winter mainstay festival – Winter Blast –
announced that the free admission community event will return in 2023 to downtown Royal Oak,
scheduled for February 3 - 5, 2023 in and around Centennial Commons and the Royal Oak City
Center. The Winter Blast Festival in Royal Oak will include winter-themed experiences, family
activities, a local music showcase with much more. The Winter Blast Festival supports local
economic activity at a historic time of year that has low economic activity, supporting local
businesses as they emerge beyond the pandemic. Oakland County's sponsorship of up to $50,000
for the 2023 Winter Blast Festival promises to provide a strong return on investment in attracting
economic and cultural activity to Oakland County as well as contributing measurably to improving
the quality of life for our residents.
What is the estimated cost of this project?

Are there any possible funding partners or matching funds available? If so, please explain.
Yes, City of Royal Oak.
What is the purpose of this project?
1) To promote community events within Oakland County, the previous year's festival saw 80,000
people attend the festival in 2022. 2) To help local businesses emerge from the COVID-19
pandemic with unparalleled economic and cultural activity for the metro Detroit region. 3) To help
the residents of Oakland County with an annual winter festival that supports mental health
wellbeing. 4) For Oakland County to join forces with communities around the county who offer these
types of events for our residents and guests.
Who will benefit from the project and how?
Oakland County businesses and residents.
What is the expected duration of the project?
February 3 - 5, 2023. Funding will assist festival organizers to gather the resources necessary to
optimally support Winter Blast's key activities.
Will the project/cost fall within one or multiple budget cycles?
This is a one-time sponsorship.
Will there be a need to organize support from any Oakland County Departments or outside
agencies? If so, please explain.
Winter Blast Royal Oak, City of Royal Oak, Economic Development Department will be assisting
with coordination of the sponsorship and its activities.
Does this project fall within the scope of the Board of Commissioners’ authority?
Yes
Will you be involved in this project; how so?
Yes. Commissioners are welcome to participate in the festival's activities and communicate to their
constituents the scheduled dates of this cherished community event.
What is the proposed timeline for this project (start/completion)?
January 2023-February 2023

Chair, the Board of Commissioners recommends the following Board action:
Motion to authorize the one-time appropriation of $50,000 from the non-departmental transfers
General Fund Special Projects expenditure line item for sponsorship of the 2023 Winter Blast Festival
in the City of Royal Oak and that the Board of Commissioners shall act as the contract administrator
for the distribution of funds. The Board authorizes the Chair to execute an agreement with the event
vendor for the release of funds; further, a FY 2023 budget amendment is detailed in the attached
Schedule A.
Chair, the following Commissioners recommend the adoption of the foregoing Board action: Michael
Spisz, Charles Cavell, Yolanda Smith Charles, Michael Gingell, David Woodward, William
Miller III.
