DEMOCRATIC CAUCUS MINUTES
February 16, 2023
Meeting called to order by Caucus Chair Janet Jackson at 5:00 p.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Smith Charles, Gershenson, Jackson,
Luebs, Markham, McGillivray, Miller, Nelson, Powell, Raman, Woodward. (12)
EXCUSED ABSENCE WITH NOTICE: Johnson. (1)
Quorum present.
No one addressed the Caucus during Public Comment #1.
Moved by Luebs seconded by Miller the minutes of the January 26, 2023 Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agend a.
Commissioner Luebs addressed the Caucus regarding Public Health and Safety
Committee items entitled: Public Services – Animal Shelter & Pet Adoption Center –
Position Creation and Sheriff’s Office – Appropriating Additional Funding for Purpose of
Executing a New Contract to Provide Inmate Food Services at the Oakland County Jail.
Discussion followed.
Chair Janet Jackson addressed the Caucus to request a moment of silence in honor of
the Michigan State University shooting victims.
Commissioner McGillivray addressed the Caucus regarding Legislative Affairs and
Government Operations Committee items entitled: Parks & Recreation – FY 2022 Parks
and Recreation Grants/Community Projects and Board of Commissioners – Interlocal
Agreement with Rochester Hills Public Library for Library Services.
Hillary Chambers, Oakland County Chief Deputy Executive, addressed the Caucus to
introduce the following appointments to the Executive Office Administration:

Madiha Tariq, Oakland County Deputy Executive and Sinil Asija, Oakland County Human
Resources Director addressed the Caucus to introduce themselves.

Commissioner Gershenson addressed the Caucus recognizing Black History Month.
Chair Janet Jackson addressed the Caucus regarding the need for two new members for
the Job Evaluation Review Panel. The following members expressed interest in serving
in this capacity: Commissioners Jackson and Smith Charles.
April Lynch, Oakland County Deputy Executive, addressed the Caucus regarding the
process of the Personnel Appeals Board.

Commissioner Luebs addressed the Caucus to discuss a new scholarship fundraiser
being established in honor of Michigan State University shooting victim Alexandria
Verner.
Discussion followed.
Commissioner Powell addressed the Caucus to thank Undersheriff Curtis Childs and
Captain Andre Ewing.
Chair Janet Jackson addressed the Caucus to provide a draft document regarding the
changes to the Board Rules for the 2023-2024 term.

Commissioner Gershenson addressed the Caucus to provide an update on the
Commissioners’ retreat. She also stated the event location will be at the Westin Book
Cadillac Hotel, Detroit, Michigan.

Commissioner Nelson addressed the Caucus regarding district newsletters.

Commissioner Nelson addressed the Caucus regarding the playground communication
boards installed in Oakland County Parks.

Commissioner Miller addressed the Caucus regarding the National Association of
Counties (NACo) meetings, held on February 11, 2023 through February 14, 2023.
No one addressed the Caucus during Public Comment #2.
Commissioner Cavell addressed the caucus to announce a proclamation for Earl Burton
at tonight’s Board meeting.
The Caucus adjourned at 7:52 p.m. until March 2, 2023, at 6:00 p.m.
