INTRODUCTION AND BACKGROUND
The operations of Oakland County Parks and Recreation are supported primarily by revenues
generated from a dedicated voter-approved millage, user fees and grants, without an ongoing
obligation of the Oakland County General Fund/General Purpose budget. Oakland County Parks
and Recreation are utilizing a portion of the revenues generated from the increase in their property
tax towards supporting local community park and trail improvements and addressing high-priority
natural resources stewardship needs throughout Oakland County. During FY22, the Parks and
Recreation Commission dedicated more than: $1.29 million for park and trail improvements grant
awards for projects located in 22 municipalities; and $255,000 for natural resources projects,
including invasive species management, habitat restoration, native plant distribution, and tree
plantings. The resolution would accept a report on the grant awards and projects approved in FY22
and authorize the Chairperson of the Parks Commission to enter into agreements necessary for
implementation.
POLICY ANALYSIS
This item is before the Board of Commissioners pursuant to MCL 46.361, which authorizes the
expenditure of public funds for local grants and community projects and MCL 46.351 which
designates the Oakland County Parks and Recreation Commission (OCPRC) as an agency of the
county board of commissioners but does not clearly provide the authority to execute the agreements
related to the expenditure of funds. Therefore, the Board of Commissioners, through this resolution,
is providing the necessary authorization. Specifically, this is a request to affirm the award of grant
funding by the Parks and Recreation Commission for their 2022 grants and community projects and
authorize the Chair of the Parks and Recreation Commission to enter into agreements to implement
the grant awards.
The Community Grant Program is funded through the millage passed in 2020 and meets the
purpose of funding stated in the ballot language. The ballot language for the 2020 tax levy
specifically stated that “... The purpose of the millage is to improve, operate, and maintain parks,
open space and water areas, trails, and recreation facilities; to allow for free day-use park admission
for seniors (62 and over), military, veterans, and residents with permanent disabilities; to expand
trails; to enhance local recreation programs; and to increase environmental conservation and
recreation activities.”
The 2022 Program was broadcast to the 62 cities, villages, and townships through multiple methods
including through email, informational presentations, newsletter, partner organizations, and word of
mouth. It resulted in grant awards in excess of $1.29 million in 22 municipalities and more than
$255,000 to address invasive species control/treatment and natural resources stewardship at a
county and local level. Approved projects vary from playground upgrades, park and/or trail
development, general park improvements, enhanced public access, accessibility development, and
other park benefits. It is anticipated that guidelines for the 2023 program will be released in
February.
An ongoing concern related to county parks has been the ability for OCPRC to catch up on deferred
maintenance and ongoing capital improvement needs. OCPRC advises that they have continued to
focus on these issues and have doubled the amount of funding dedicated for both capital
improvements and equipment following the approval of the millage and are making progress
addressing the backlog of deferred maintenance projects that exist within their system.

Parks & Recreation - FY 22 Parks and Recreation Grants/Community Projects
Chair and Members of the Board:
WHEREAS voter approval of a .10 mill increase to Oakland County Parks and Recreation’s operating
millage has afforded an opportunity to provide increased financial assistance to support local park
and trail improvement projects and to take a more active role in addressing high-priority natural
resources stewardship needs throughout the County; and
WHEREAS in FY22, the Parks and Recreation Commission authorized more than $1.29 million in
grant awards to provide financial assistance for local park and trail improvements and planning
projects located in 22 Oakland County municipalities; and
WHEREAS in FY22 the Parks and Recreation Commission approved a list of 29 high-priority invasive
species management and natural resources stewardship projects, including invasive species control,
habitat restoration, native plant distribution and tree planting.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts
the report and affirms the award of grant funding from the Oakland County Parks and Recreation
Commission on the Grants and Community Projects authorized in FY22 (Schedule 1).
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the Chair
of the Parks and Recreation Commission to enter into agreements necessary for the implementation
of the projects and grant awards detailed in Schedule 1.

Voter approval of a .10 mill increase to the property tax levied to support our operations
Recreation has provided an opportunity for Oakland County Parks and Recreation to
provide an unprecedented amount of financial assistance in support of local government
park and trailway projects and play a larger role in addressing high priority invasive species
and natural resources stewardship priorities throughout Oakland County. During FY 2022,
the Parks and Recreation Commission authorized grant awards in excess of $1.29 million
dollars to support projects located in 22 municipalities. The Commission also dedicated
more than $255,000 to address invasive species control/treatment and natural resources
stewardship priorities at a county-wide and local community level.
Park and Trail Improvement Grants
This grant program provides assistance to local governments for park and trailway
improvement projects. Local governments are invited to submit applications for funding
for projects annually. Eligibility standards and scoring criteria were developed using the
Michigan DNR Natural Resources Trust Fund policies as a guide. The Parks Commission
approved a list of recommended grants totaling $1,147,500 on April 6, 2022.
Special Matching Grants
Oakland County Parks provided matching grant funding for three additional worthy
trailway improvement projects which addressed unexpected gaps in funding or
unanticipated funding opportunities with matching requirements.
Natural Resources Stewardship Projects
Oakland County Parks has committed to play a larger role in support of natural resources
stewardship and invasive species management projects outside of our park facilities.
Funding is dedicated to address high priority invasive species prevention, control and
treatment projects and the restoration of natural habitats. The annual native plant
distribution project initiated by the Board has been incorporated in this program. All
projects are completed by Oakland County Parks staff or contractors. Local governments
and non-profit organizations are invited to submit project proposals annually. The Parks
Commission approves a list of prioritized projects which are completed based upon the
availability of funding within the program.
A summary follows detailing projects under each category.
Expenditures supporting these projects and grant awards were made utilizing revenues
from generated from our property tax millage and authorized within line items in our FY22
budget approved by the Board of Commissioners. We ask that you accept this report,
affirm the grant and projects awarded by the Parks Commission in FY22 and authorize the
Chairperson of the Parks Commission to execute agreements necessary for
implementation.

Park Improvements and Trailways Grants
City of Auburn Hills – Project Budget: $200,000 Grant Award: $100,000
Hawk Woods Nature Themed Playground
Nature themed accessible playground for ages 2-12 at Hawk Woods, an 86-acre park (including 2 miles
of trails) with a strong environmental focus. Park provides recreation to a growing number of housing
developments in the area as well as serving the greater community.
City of Birmingham – Project Budget: $1,078,341 Grant Award: $100,000
Adams Park Development
Renovation of Adams Park, 1.5 acres adjacent to the Roeper School. Redevelopment plan includes play
area, garden seating plaza, court sports, and landscaping improvements both for aesthetics and to
improve stormwater management.
Township of Commerce – Project Budget: $202,753 Grant Award:$152,000
Trailhead and Non-Motorized Trail Connection 14 Mile Road to Metro Trail
Development of a trailhead and non-motorized pathway connecting Robert H. Long Nature Park with
the MDOT Metro Trail along M-5. Project will resurface the parking lot at Robert H. Long Nature Park
and construct an 8-foot pathway along 14 Mile Road to the Metro Trail, providing access to the Nature
Park for trail users, and access to the trail for Nature Park users. Project will include bioswales near the
trailhead and will be paving over the existing parking lot in order to not have to haul material off site.
City of Farmington – Project Budget: $60,000 Grant Award: $30,000
Shiawassee Park Playscape Fence Replacement
Replacement of fencing around the playscape at Shiawassee Park. The park includes ball fields, tennis
courts, soccer field, playscape, restrooms, fitness court and walking path. Project will replace 492 feet
of old wooden fence with new aluminum fencing. The fencing keeps kids contained in the play area and
stops them from wandering to the adjacent Rouge River.
City of Ferndale – Project Budget: $390,000 Grant Award: $100,000
Wilson Park Accessibility Development
Park Improvement project including accessible pathways, parking lot improvements, new playground
equipment, site amenities (picnic tables/benches), and landscape improvements to help with
stormwater management.
City of Hazel Park – Project Budget: $62,000 Grant Award: $46,000
Bob Welch Baseball Field Modernization Project
Modernization of popular baseball field located in Green Acres Park, including 3 new bleachers and a
new scoreboard. Bob Welch Field is a heavily utilized by both youth and adult leagues in Hazel Park and
across the region. Baseball is the most popular sport offered by the City of Hazel Park’s recreation
department. During the season the field is used all day long (and into the evening with metal halide
lighting) by leagues from across the region.

Village of Leonard – Project Budget: $30,400 Grant Award: $22,800
Leonard Nature Park Development Planning
Design for improvements to Leonard Nature Park, a 3.1-acre nature preserve just south of Leonard’s
business district (and adjacent to the Polly Ann Trail). Project is for the design engineering and
construction drawings to upgrade trails for accessibility and add accessible park amenities.
City of Novi – Project Budget: $569,400 Grant Award: $100,000
Northwest Park Development
Development of the 10-acre Northwest Park, including crushed aggregate trails, nature-themed play
area, parking lot improvement, and prairie restoration.
Township of Oxford – Project Budget: $297,000 Grant Award: $100,000
Development of Oxford Farmer’s Market
Development of a pavilion, circular drive and accessible pathway at Seymour Lake Township Park. The
pavilion will house the Oxford Farmer’s Market in a 40’ x 100’ open-air pavilion, which will also be
utilized for community events and rentals.
City of Pontiac – Project Budget: $400,000 Grant Award: $100,000
Mattie McKinney Hatchett Park Redevelopment
Park Improvement project including two new basketball courts, a new accessible play structure,
recreation field, outdoor fitness equipment, walking path improvements, native plants and landscaping,
and seating.
City of Rochester – Project Budget: $87,700 Grant Award: $25,000
Paint Creek Trail Bridge 31.7 Design Engineering
Design Engineering for the replacement of Bridge 31.7 along the Paint Creek Trail, just north of
downtown Rochester. The bridge crosses the Paint Creek and recent inspections determined there was
extensive deterioration of the structure, piers and abutments. The new bridge will be designed to be
ADA compliant and also accommodate emergency vehicles.
City of Royal Oak – Project Budget: $95,000 Grant Award: $71,250
Enhancing Public Access to the Royal Oak Arboretum
Trail improvement project including upgrading 1,300 linear feet of trail to hard-surface (instead of
woodchips), as well as accessible benches and picnic table. The Arboretum is heavily used by residents
(is located next to the senior center) and serves as an educational resource for the school district.
City of South Lyon – Project Budget: $150,000 Grant Award: $100,000
Downtown South Lyon Park
Development of a new park in downtown South Lyon on a vacant city-owned parcel. Park will include a
10x10 shelter, pergola with swinging benches, decorative paving, a lawn area and various plantings. The
space is envisioned to also house rotating artwork in the future, and includes sustainability measures
such as native plantings, low-volume drip irrigation, LED lighting and recycled plastic benches and
receptacles.

Township of West Bloomfield – Project Budget: $200,000 Grant Award: $100,000
West Bloomfield Trail/Nature Preserve Restroom
The West Bloomfield Nature Preserve is located adjacent to the West Bloomfield Trail and serves as a
trailhead as well as providing parking for the preserve. Project is to install 2 pre-fabricated “Green
Flush” vault restrooms (replacing current port-a-johns) to enhance trail and preserve park- and trail-user
experience and accessibility. Restrooms have multiple environmental sustainability features including up
to 70% reduction in water usage compared to conventional flush restrooms.
S pecial Matching Grant s and Projects
Southeast Oakland Co. Communities – Budget: $100,247 Grant Award: $63,414.50
9-Mile Recreational Corridor and Pedestrian Pathway Feasibility Study
Oakland County Parks and Recreation has partnered with six southeastern Oakland County communities
– the cities of Hazel Park, Ferndale, Oak Park, Southfield, Farmington, and Farmington Hills – to develop
a shared vision for a non-motorized pedestrian pathway linking the many parks and recreational,
cultural, and educational facilities/assets located along the 9 Mile Road. A Feasibility Study is underway
to engage with the public and stakeholders, identify projects and develop an implementation
plan/budget. SEMCOG awarded a $36,832 grant to support the project. Oakland County Parks is
contributing $63,414.50 and acting as fiduciary and facilitator for a steering committee of
representatives from each municipality.
Waterford Charter Township – Budget: $173,000 Grant Award: $59,000
Riverwalk Trail Extension Preliminary Planning Matching Grant
The Township of Waterford recently secured the necessary easements to extend the Clinton River
Riverwalk Trail to establish pedestrian connectivity with the Drayton Plans Nature Center. The Township
requested financial assistance from the Board of Commissioners and Oakland County Parks for the
preliminary design and engineering necessary to move the project forward and allow the Township to
seek funding for construction. Each party contributed an equal 1/3 share of the total project budget.
Rochester Community Foundation/City of Pontiac Grant Award: $25,000
Clinton River Trail Safety & Maintenance Improvement Project Assistance
Oakland County Parks were approached with a request to assist with an unanticipated gap in funding
needed to complete this project to resurface and improve a 1.75 mile portion of the Clinton River Trail in
the City of Pontiac. OCPR funding supplemented a $120,000 appropriation of American Rescue Plan Act
funds authorized by the Board in 2022. The Rochester Community Foundation is acting as fiduciary for
the project.
