INTRODUCTION AND BACKGROUND
Oakland County has a need for the creation of 11,582 additional affordable housing units over the
next decade and has more than 150,000 renters, of which 41.4% are cost burdened and paying
more than 30% of their income on rent. The Neighborhood and Housing Development (N&HD)
Division has reviewed the overall operations and determined that the position of N&HD Officer is
needed due to increasing responsibilities and funding oversight.
This is a request to:
1. delete the position of N&HD Manager at grade salary UNI/129
2. to create a new classification of N&HD Officer at grade salary UNI/131
3. and to create a full time special revenue position of N&HD Officer.

Chair and Members of the Board:
WHEREAS the Neighborhood & Housing Development Division has reviewed the overall operations
and has determined that the budget and responsibilities for the Neighborhood & Housing
Development team has greatly increased; and
WHEREAS it has been determined that an Officer Neighborhood & Housing Development position is
more appropriate due to increasing responsibilities and funding oversight..
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves
to delete one (1) Special Revenue FTE Manager Neighborhood & Housing Development position
(P00014809) within the Neighborhood & Housing Development Division.
BE IT FURTHER RESOLVED to create a new merit system classification titled Neighborhood &
Housing Development Officer to be placed at salary grade UNI/131, FLSA Exempt.
BE IT FURTHER RESOLVED to create one (1) SR FTE Neighborhood & Housing Development
Officer within the Neighborhood & Housing Development Administration unit (#1060701).
BE IT FURTHER RESOLVED that the FY2023 – FY2025 budget is amended as detailed in the
attached Schedule A.

REQUEST:
1. To delete one (1) Special Revenue (SR) FTE Manager Neighborhood & Housing Development position
(1060101-14809) within the Neighborhood & Housing Development Administration.
2.To create a new merit system classification titled Neighborhood & Housing Development Officer to be
placed at salary grade UNI/131, FLSA Exempt.
3. Create one (1) Special Revenue (SR) Full-Time Eligible (FTE) Neighborhood & Housing Development Officer
position within the Neighborhood & Housing Development Administration unit (#1060701).
PROPOSED FUNDING:
American Rescue Plan (Home-ARP) Program $10, 396,043 for the program period of September 21, 2021 through
September 30, 2030.
OVERVIEW:

Class Title: NEIGHBORHOOD & HOUSING DEVELOPMENT OFFICER
Department: Health & Human Services / Neighborhood & Housing Development

GENERAL SUMMARY
Organizes, plans, and directs the daily operations of the division involving multiple separate activities
including, but not limited to: Community Development block grant, a federally funded community
assistance program; Emergency Services Grant Program, a federally funded program to assist shelters for
the homeless; HOME Investment Partnerships Grant, a federally funded program designed to upgrade
affordable housing; Comprehensive Housing Counseling, a federally funded program to assist housing
consumer resolve housing issues, Housing Trust Fund, a program established to develop affordable
housing in Oakland County, and other one-time funding opportunities. Oversees the six (6) main functions
of Neighborhood & Housing Development which include finance, planning and evaluation, compliance,
public information, housing administration and field operations, and housing counseling in order to
provide effective administration of federal grants and loans to local communities for housing
rehabilitation and public works projects. Develops, implements, and maintains regulations and
procedures which ensure compliance with federal and state requirements. Directs the counseling and
assistance on housing matters provided to the general public with emphasis on low-income families.
Defines and researches problem areas, prepares annual budget materials, financial analyses, reports and
recommendations. Performs liaison activities with federal, state, and local agencies, Oakland County
Board of Commissioners, and Citizens' Advisory Council for Neighborhood & Housing Development in
administering the federal grants from the Department of Housing and Urban Development Community
Planning and Development. Utilizes current Countywide and/or department specific software to complete
assignments.
SUPERVISION EXERCISED
Working through multiple subordinate supervisors, plans, directs, makes staffing decisions, and exercises
control over the Neighborhood & Housing Development Division. Exercises managerial authority over
professional, administrative, technical, and clerical employees.
ESSENTIAL JOB FUNCTIONS
Coordinates the collection and analysis of both qualitive and quantitative data pertaining to the needs of
community development and housing assistance target groups, recommending program services which
address these needs.
CLASS TITLE: NEIGHBORHOOD & HOUSING DEVELOPMENT OFFICER
Oversees the planning for and efficient and proper use of loan funds for housing and rental rehabilitation
projects and ensures that federal and local objectives and guidelines are met.
Provides direction to the Housing Trust Fund staff to develop overall affordable housing strategies and to
facilitate external partnerships to seek out additional funding and ensure a robust list of affordable
housing developers.
Actively seeks out funding opportunities that will strengthen and enhance current programs and/or create
new programs that will develop affordable housing opportunities within the County.
Provides direction to operations staff in contracting and coordinating with community housing
development organizations to develop and rehabilitate affordable housing for low-income homebuyers
and renters.
Monitors County housing counseling services, including equitable resolution of tenants and landlord
complaints, pre and post homebuyer counseling, reverse mortgages, foreclosure resolution, rental
assistance and housing referrals.
Represents the division at public speaking engagements such as the Board of Commissioner and
committee meetings, conferences, local governmental units, media interviews, community meetings or
partner agencies as required.
Promotes social determinants of health within the services of the division and to other community partner
agencies.
Coordinates with local units of government to ensure the affirmatively furthering provision of the Fair
Housing Act is implemented with Community Development Block Grant funding.
Meets with staff regularly to determine priorities and improve services.
Consults and collaborates with a broad variety of groups (e.g. other governmental units, community
representatives, local supportive housing agencies, etc.) to identify and respond to the County's needs for
housing.
Develops and implements program policies and administrative procedures and directs appropriate
reviews to ensure proper delivery of program and administrative services within appropriate County and
federal grant funds and scheduling limits.
Provides technical expertise and program information to federal, state, and local agencies, municipal
officials, Citizens' Advisory Council for Neighborhood & Housing Development, the Board of
Commissioners, and County Executive following up with appropriate action as needed.
Oversees the development and measurement of Oakland County Key Performance Indicators and
communicates progress to County leadership.
Oversees the planning for and efficient and proper use of loan funds for housing rehabilitation projects
and ensures that federal and local objectives and guidelines are met.
CLASS TITLE: NEIGHBORHOOD & HOUSING DEVELOPMENT OFFICER
Supervises the planning tasks involved in developing, coordinating, and implementing the Community
Development Block Grant, Emergency Services Grant, HOME Investment Partnerships Grant,
Comprehensive Counseling Grant, and other community and housing assistance programs.
Supervises the financial administration of the division as a recipient of various federal grants including the
Community Development Block Grant, Emergency Services Grant, and HOME Investment Partnerships
Grant, Comprehensive Counseling Grant.
Maintains oversight responsibility for preparation of rehabilitation specification, bidding, awarding and
executing of contracts, inspection of project work and materials and payments issued in accordance with
contractual requirements.
Develops and administers a program designed to monitor and evaluate the quality of subcontractor
service delivery to ensure compliance with County, state, and/or federal policies and procedures.
Supervises the collection of statistical data pertaining to the needs of community development and
housing assistance target groups, recommending program services which address these needs.
Monitors County housing counseling services, including equitable resolution of tenants and landlord
complaints, pre and post homebuyer counseling, reverse mortgages, foreclosure resolution and housing

EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES
A. REQUIRED MINIMUM QUALIFICATIONS
1. Possess a Master’s degree from an accredited college or university with a major in
Planning, Community Development, Business Administration, Public Administration,
Economics, Public Health, Sociology, or a related field.
NOTE: Applicants possessing transcripts from a college or university outside of the
United States will be required to provide documentation of degree equivalency from a
member of the National Association of Credential Evaluation Services
(http://naces.org/members.html). The degree evaluation will be required for
application processing.
2. Have had at least six (6) years of full-time work experience in an increasingly responsible
administrative position in a public or private agency, at least three (3) years of which
involved the administration of social service programs, real estate management, or the
application of and management of federal and/or state grant funds.
3. Possess a valid United States motor vehicle operator’s or chauffeur’s license. Out of
country driver’s license holders will be required to obtain the appropriate valid State of
Michigan driver’s license before the hire date.
4. Pass the complete examination, including the employment medical, established for this
classification.
5. Successfully complete the six (6) month probationary period.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Considerable knowledge of federal and state sources of financial support for community
development and housing programs and of the qualifications and procedures for
receiving such financial support.
2. Considerable knowledge of the practices and procedures related to real estate
purchasing and management.
3. Considerable knowledge of US Department of Housing and Urban Development (HUD)
expectations and practices.
4. Considerable knowledge of federal and state housing assistance programs.

immediate decisions in accordance with federal, state, local, and departmental policies
and procedures.
11. Reasonable knowledge of land and building values in Oakland County.
12. Reasonable ability to read and interpret land property maps and land descriptions.
13. Reasonable ability to apply the principles of personnel administration to the selection,
placement, and supervision of employees.
14. Reasonable knowledge of operating personal computers and software packages.
