INTRODUCTION AND BACKGROUND
Prior to the COVID-19 pandemic in 2019 the cages at the Oakland County Animal Shelter and Pet
Adoption Center were cleaned and serviced by trustees from the Oakland County Jail (OCJ).
Changes to the jail population, not only due to COVID-19, make it unlikely that the number of
trustees housed at the jail will be sufficient to resume cleaning duties at the shelter. As a temporary
solution for the cleaning and maintenance of the cages, a contract with Saber Building Services was
created. This contract fulfills an immediate need but is no longer suitable to meet the demands of
the shelter. It is calculated that the shelter will require ten positions to fulfill the duties currently
performed by Saber. The funding used to pay for the Saber contract will be shifted to fund these
positions. Funding has been prorated for FY 2023 with an anticipated start date of April 1, 2023.
This is a request to create 9 full-time Animal Shelter Attendant positions and 1 full-time Animal
Control Shelter Leader position in the Animal Control Administration Unit.

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves
the creation of nine (9) GF/GP FTE Animal Shelter Attendant positions and one (1) GF/GP FTE
Animal Control Shelter Leader position in the Animal Control Administration Unit (#1070801).
BE IT FURTHER RESOLVED that the FY2023 – FY2025 budgets are amended as reflected in the
attached Schedule A budget amendment document.

REQUEST:
1.To create nine (9) GF/GP FTE Animal Shelter Attendant positions and one (1) GF/GP FTE Animal
Control Shelter Leader position in the Animal Control Administration Unit (#1070801).
PROPOSED FUNDING:
The funding used to pay the Saber contract.
