Motion to approve a one-time appropriation of $100,000 from non-departmental transfers General
Fund Special Projects to the Board of Commissioners General Fund Special Projects line-item
budget to sponsor the elimination of the financial burden of reduced price meals for students in
Oakland County; further, a budget amendment appropriating funds for the one-time incentive
payment to Oakland Schools will be included in a subsequent quarterly forecast report and that the
Oakland County Board of Commissioners authorize the Chair of Board to execute the agreement on
behalf of Oakland County.

INTRODUCTION AND BACKGROUND
Summary of Proposed Project
This project focuses on eliminating school lunch debt and student stigma for students that are
unable to pay the $.40/ $.30 co-pay fees required for reduced price lunch and breakfast meals in
Oakland County using matching funds provided by Oakland County and participating Oakland
County school districts.
What is the estimated cost of this project?
$100,000.00
Are there any possible funding partners or matching funds available? If so, please explain.
Participating school districts would cover the co-pay costs at 50% match rate to Oakland County.
What is the purpose of this project?
To eliminate the financial burden of reduced price co-pays for students and their family in an effort
to address the student stigma associated with not having enough money to pay for reduced price
meals.
Who will benefit from the project and how?
Students will benefit by knowing school meals will be accessible at no cost each day relieving the
financial burden from the family. School meal program operators will be relieved of the debt burden
placed on the school district for charged meals provided to students.
What is the expected duration of the project?
Six months.
Will the project/cost fall within one or multiple budget cycles?
No.
Will there be a need to organize support from any Oakland County Departments or outside
agencies? If so, please explain.
Oakland Schools will serve as the fiscal agent for this project.
Does this project fall within the scope of the Board of Commissioners’ authority?
Yes
Will you be involved in this project; how so?
As the Child Nutrition Consultant at Oakland Schools, I will provide administrative oversight of the
payments & MDE claim data for reduced price co-pay for breakfast & lunch price meals served in
each participating district.
What is the proposed timeline for this project (start/completion)?
March 1 - June 30th, 2023
