INTRODUCTION AND BACKGROUND
Merit Rule 2 provides a process for departments and employees to request a review of the salary
grade placement of classifications. The 1st Quarterly Report for FY 2023 identifies the job studies
conducted and the salary grade changes recommended by the Human Resources Department from
October 2022 through December 2022. This Quarterly Report seeks approval to change the salary
grade of three (3) FTE classifications, impacting six (6) FTE positions within the Circuit Court and
the Sheriff’s Office. Funding for these changes will be provided by a transfer from the Classification
& Rate Change Fund.
POLICY ANALYSIS
Under the 1st quarter Salary Administration Plan there are no new classifications or classification
changes, only changes to salary grade. These changes affect:
• Sheriff's Office, Classification Agent - 4 FTE
• Circuit Court, Psychologist Senior - 1 FTE
• Circuit Court, Chief Clinical Services - 1 FTE
The General Fund is impacted by $21,427 through the Classification and Rate Change fund to
offset the salary grade changes. The remaining FY 23 budget for Classification & Rate change is
$193,451. In addition, funding is provided by the Child Care Fund to offset any additional dollars
needed for the grade changes.

Human Resources - Implementing the Salary Administration Plan 1st Quarterly Report for
FY2023
Chair and Members of the Board:
WHEREAS Merit Rule 2 provides a process for departments and employees to request a review of
the salary grade placement of classifications; and
WHEREAS the 1st Quarterly Report for FY 2023 identifies the job studies conducted and the salary
grade changes recommended by the Human Resources Department from October 2022 through
December 2022; and
WHEREAS the General Fund/General Purpose net impact is $21,427 for FY 2023 and $32,772 for
FY 2024-FY2025.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
implementation of the Salary Administration Plan 1st Quarterly Report for FY 2023, effective February
25, 2023.
BE IT FURTHER RESOLVED that the FY 2023-2025 Budget be amended as detailed in the attached
Schedule A.
BE IT FURTHER RESOLVED to change the salary grade of classifications as identified in the
attached Schedules C and D.

Increase Factor 1, Organizational Responsibility from level 1 to 2 to reflect the Classification Agents are
employees not a trainee or apprentice.
Increase Factor 6, Educational Requirement from level 4 to 5 to reflect the Classification Agents use
behavioral health knowledge when prepping for interview and interviewing inmates to determine
appropriate classification levels. A bachelor’s degree in psychology, sociology, or criminal justice would
be critical for understanding the terminology and symptomology for this interview process as well as the
analytical skills, communication skills, and investigative and research skills.
Increase Factor 7, Mathematical Requirements from level 1 to 2 to reflect the Classification Agents adds
bond amounts of all current criminal charges to get the total sum necessary for an inmate to bond out of
jail.
Increase Factor 13 Equipment Usage from level 2 to 3 to reflect the Classification Agents utilize
department specific software such as the Sheriff’s Office IMAS (Jail Management Database), JICS
(Classification Software), C-Star, and MDOC OTIS Offender Search and Mainframe. The Classification
Agents are required to be LEIN certified to run non-public criminal history reports when preparing for an
inmate classification interview.
Increase Factor 14 Unavoidable Hazards from level 1 to 8 to reflect the Classification Agents office is
located in the jail located between the I block housing area and receiving where all the inmates are
brought in. The Classification Agents are exposed to the possibility of violence and lockdowns. The
Classification Agents interact directly one on one with inmates to conduct intake interviews. During these
interviews the information the Classification Agents provide the inmates and the questions they are
required to ask them can agitate inmates and cause them to be hostile at times.

Increase Factor 1, Organizational Responsibility, from level 5 to 6 to reflect that this position functions as
a senior coordinator who conducts highly specialized work.
Increase Factor 3, People Responsibility, from level 4 to 8 to reflect that this position is responsible for
negotiating, exchanging ideas, information, and opinions with others to formulate policy and programs or
arrive jointly at decisions, conclusions, or solutions. This position is responsible for administering and
scoring psychological tests, using the data collected from the tests, conducting interviews, reviewing
records and consulting with interested parties, to prepare psychological reports which are used in court
proceedings.
Increase Factor 8, Communications Requirements, from level 7 to 9 to reflect that this position is
responsible for reading and interpreting highly complex scientific, medical, or professional materials
involving abstract theories and concepts; speaking before scientific, professional, and civic groups;
writing articles for scientific and technical journals and developing papers and presentations for
professional symposiums and conferences. This position reviews scientific journals and legal documents
to stay current on psychological concepts and theories as well as to write reports submitted to the court.
Increase Factor 9, Judgement Requirements, from level 3 to 4 to reflect that this position is responsible
for the actions of others, requiring almost constant decisions affecting co-workers, crime victims,
patients, customers, clients, or others in the general public, work in a moderately fluid environment with
guidelines and rules, but frequent variations from the routine. This position conducts evaluations, writes
reports, and provides recommendations utilized by the Court regarding juvenile delinquency, juvenile
competency and criminal responsibility, and abuse/neglect matters.
Increase Factor 15, Safety of Others, from level 3 to 4 to reflect that this position requires considerable
responsibility for the safety and health of others and/or continuous enforcement of the laws and
standards of public health and safety. This position is responsible for performing evaluations that are
used to determine matters within the Court such as termination of parental rights which means their
decisions and analysis directly affects the safety and health of others.

Increase Factor 2, Data Responsibly, from level 7 to 8 to reflect that this position is responsible for
synthesizing or integrating analysis of data or information to discover facts or develop knowledge or
interpretations, changing policies, procedures or methodologies base on new facts, knowledge, or
interpretations. This position is responsible for administering and scoring psychological tests, using the
data collected from the tests, conducting interviews, reviewing records and consulting with interested
parties, to prepare psychological reports which are used in court proceedings. This position is also
responsible for supervising the Psychologist Senior, who in addition to themselves, is the only other
employee able to conduct these evaluations. They are also responsible for designing research programs
and projects to determine methods for improvement in the delivery of unit psychological evaluation and
treatment services.
Increase Factor 9, Education Requirement, from level 8 to 9 to reflect that this position is required to
possess a full license as a psychologist from Michigan Department of Community Health or Possess a
Ph.D. and a limited Doctoral license as a Psychologist from the Michigan Department of Community
Health.
Increase Factor 8, Communications Requirement, from level 7 to 9 to reflect that this position is
responsible for reading and interpreting highly complex scientific, medical, or professional materials
involving abstract theories and concepts; speaking before scientific, professional, and civic groups;
writing articles for scientific and technical journals and developing papers and presentations for

The psychological reports this position prepares requires knowledge of technical manual for
administration of tests, review of professional publications to evaluate the validity and reliability of
psychological tests that are used within the clinic. This position is also responsible for planning,
conducting, and supervising the in service training of employees in diagnostic and therapeutic settings to
provide information regarding division procedures, case experiences, and established or new techniques,
theory and research regarding the treatment and evaluation of psychological disorders.
