Board of Commissioners - Proclamation - Jack Parr Resolution #2023-2669 _ Chair David Woodward addressed the Board to introduce Commissioners Bob Hoffman and Karen Joliat. Commissioners Bob Hoffman and Karen Joliat addressed the Board to present a proclamation honoring Jack Parr who was born in August 1933. In 1982 Mr. Parr purchased his first commercial truck and founded Jack Parr Trucking Ind. Mr. Parr has logged an estimated twelve million miles in total. At the age of 89 he has no plans to retire in the near future. Jack Parr addressed the Board. b. Board of Commissioners - Proclamation – Dr. Lisa Ze Winters, Royal Oak Multicultural Parents Association Resolution #2023-2674 _ Chair David Woodward addressed the Board to introduce Commissioners Charlie Cavell and Penny Luebs. Chair David Woodward and Commissioners Charlie Cavell and Penny Luebs addressed the Board to present a proclamation honoring Dr. Lisa Ze Winters who is the associate chair of the English Department at Wayne State University. She has earned bachelor's and master's degrees in African American studies and a PhD. in African Diaspora studies from the University of California at Berkley. Dr. Ze Winters is co-organizer of the Royal Oak Multicultural Parents Association (ROMPA) with a mission of increasing diversity, equity and inclusion practices in the City's schools. Chair David Woodward and Commissioners Charlie Cavell and Penny Luebs addressed the Board to present a proclamation honoring the Royal Oak Multicultural Parents Association (ROMPA). ROMPA was established in 2017 by co-founders Danielle Atkinson and Dr. Lisa Ze Winters as a parent-led group open to parents, guardians and caregivers of children of color in the Royal Oak School District. ROMPA is driven by its mission of being a voice of equity, diversion and inclusion. Dr. Lisa Ze Winters addressed the Board. c. Board of Commissioners - Presentation - Oakland Community College Update Resolution #2022-2443 _ Chair David Woodward addressed the Board to introduce Peter Provenzano, Jr., Chancellor, Oakland Community College. Peter Provenzano, Jr., Chancellor, Oakland Community College addressed the Board to give a presentation entitled: One OCC Experience - A Plan for the Future, followed by a short question and answer session. d. Economic Development - Aviation and Transportation - JDS Pump-N-Go, LLC Land Lease - Oakland/Troy Airport Resolution #2023-2562 _ 23-35 MR #23035 Lease JDS Pump-N-Go, LLC Land Lease - Oakland/Troy Airport Sponsored By: Yolanda Smith Charles WHEREAS the Department of Economic Development/Airport & Aviation Division is entering into a land lease agreement with JDS Pump-N-Go, LLC at the Oakland/Troy Airport; and WHEREAS the County of Oakland ("the County") owns the Oakland/Troy Airport located in the City of Troy; and WHEREAS parcels of land are leased to various aviation businesses for the purpose of constructing hangars, aviation ramps, and related appurtenances for conducting aviation business at the Airport; and WHEREAS the Aviation Division has negotiated the attached Land Lease with JDS Pump-N-Go, LLC; and WHEREAS the Land Lease will have a term of twenty years from April 1, 2023, to March 31, 2043, with annual rent fixed for the first two years at $19,813.50; and WHEREAS the County reserves the right to change the rental payments each and every 2 years, as set forth in the Land Lease, with the first computation to be made from the date of this Land Lease; and WHEREAS the Airport Committee has reviewed and agreed to the terms of the Land Lease. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves and accepts the terms and conditions of the attached Land Lease with JDS Pump-N-Go, LLC. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners directs its Chair or his designee to execute the attached Land Lease and all other related documents between the County and JDS-Pump-N- Go, LLC. BE IT FURTHER RESOLVED that a budget amendment is not required as the revenue is already reflected in the FY 2023 Airport Fund (#56500) budget. Economic Development - Approval of 2023 NOHAZ Interlocal Agreement Resolution #2023-2618 _ 23-36 MR #23036 Interlocal Agreement Approval of 2023 NOHAZ Interlocal Agreement Sponsored By: Yolanda Smith Charles WHEREAS Oakland County, through its Department of Economic Development, has facilitated the North Oakland Household Hazardous Waste Consortium (NOHAZ) since 2003 to protect the natural environment and prevent toxic materials from entering our waterways and being improperly disposed of in landfill resources; and WHEREAS the NOHAZ Consortium has developed a household hazardous waste collection program and each NOHAZ Member Community appoints one official representative to serve on the NOHAZ Consortium Board; and WHEREAS to date, the following municipalities have approved the Interlocal Agreement and are considered 2023 NOHAZ Member Communities and will reimburse the County for all costs and expenses associated for facilitating the program: City of the Village of Clarkston, Groveland Township, Independence Township, City of Lake Angelus, Oakland Township, Oxford Township, Orion Township, City of Pontiac, City of Rochester, Rose Township, Springfield Township and Waterford Township. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the attached Interlocal Agreements for the 2023 NOHAZ Program. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the Board Chair to sign the Agreement with all municipalities who have signed the Interlocal Agreement and passed a resolution in support thereof. BE IT FURTHER RESOLVED that the acceptance of this grant does not obligate the County to any further commitment. BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners authorizes the Board Chair to execute the grant agreement. BE IT FURTHER RESOLVED that the FY 2023 budget shall be amended as reflected in the attached Schedule A – Budget Amendment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the purchase of a front-end loader by Oakland County Parks and Recreation from the Oakland County Water Resources Commissioner for $40,000. Board of Commissioners - Resolution Appropriating American Rescue Plan Act - Local Fiscal Recovery Funds for the Oakland County Sheriff's Office New Training and Emergency Operation Center Resolution #2023-2682 _ 23-42 MR #23042 Resolution Resolution Appropriating American Rescue Plan Act - Local Fiscal Recovery Funds for the Oakland County Sheriff's Office New Training and Emergency Operation Center Sponsored By: Michael Gingell, Michael Spisz WHEREAS the United States Treasury allocated Oakland County $244,270,949 of Local Fiscal Recovery Funds (LFRF) established under the American Rescue Plan Act (ARPA) of 2021; and WHEREAS under the guidance of the Department of Treasury’s Final Rule, the County may use these funds at their discretion to support eligible investments in public health expenditures, address negative economic impacts caused by the public health emergency; replace lost public sector revenue; provide premium pay for essential workers and invest in water, sewer, and broadband infrastructure; and WHEREAS the Board of Commissioners adopted Miscellaneous Resolution #20325 on June 6, 2020, authorizing a feasibility study for the Oakland County Sheriff's Office (OCSO) Training Center, Sheriff's Office Operation Center, and Oakland County Emergency Operation Center (EOC) and Miscellaneous Resolution #21319 was adopted on August 21, 2021, appropriating $1.5 million for that study; and WHEREAS the Oakland County Sheriff’s Office staffing totals approximately 1,500 employees, and is one of the 20 largest Sheriff’s Offices in the nation; and WHEREAS for an agency this size, most organizations have state of the art training facilities, however, OSCO currently rents the closed Brandon Middle School at the cost of $12,000 per month plus utilities; and WHEREAS there is limited value in utilizing this building as a training building for school incident response and it does not meet the need for driving, shooting, and many other training requirements; and WHEREAS currently, the OCSO Operation Center, one of the largest dispatch centers in Michigan, and the county’s EOC are co-located in an outdated cinderblock building, built in the 1940s, which does not meet current federal standards for withstanding severe weather situations; and WHEREAS the building does not provide an environment necessary to support the ability to grow and improve technology to better serve the citizens of Oakland County. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes a one-time appropriation of American Rescue Plan Act - Local Fiscal Recovery Funds in the amount of $50 million dollars to finance Oakland County Sheriff's Office Training and Emergency Operation Center. BE IT FURTHER RESOLVED that the Director of Facilities Management shall act as the project manager and provide quarterly reports on project expenditures to the Finance Committee. BE IT FURTHER RESOLVED that approval of the appropriation of American Rescue Plan Act-Local Fiscal Recovery Funds for programs and services by Oakland County shall not obligate a commitment of the General Fund unless authorized by action of the Board of Commissioners. Board of Commissioners - Resolution Appropriating American Rescue Plan Act - Local Fiscal Recovery Funds for the Oakland Together Disability Grant Program Resolution #2023-2694 _ 23-43 MR #23043 Resolution Resolution Appropriating American Rescue Plan Act - Local Fiscal Recovery Funds for the Oakland Together Disability Grant Program Sponsored By: Michael Spisz WHEREAS the United States Treasury allocated Oakland County $244,270,949 of Local Fiscal Recovery Funds (LFRF) established under the American Rescue Plan Act (ARPA) of 2021; and WHEREAS under the guidance of the Department of Treasury’s Final Rule, the County may use these funds at their discretion to support eligible investments in public health expenditures, address negative economic impacts caused by the public health emergency; replace lost public sector revenue; provide premium pay for essential workers and invest in water, sewer, and broadband infrastructure; and WHEREAS ongoing harms caused by the COVID-19 pandemic have been especially evident for people with disabilities; and WHEREAS persons who have a disability may find it very difficult to adjust and adapt to changes required by the pandemic; and WHEREAS the Oakland County Board of Commissioners recognizes that the COVID-19 pandemic disproportionately affected individuals with a disability. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes a one-time appropriation of American Rescue Plan Act - Local Fiscal Recovery Funds in the amount of $2 million for the Oakland Together Disability Grant Program. BE IT FURTHER RESOLVED that Oakland County Health and Human Services will develop grant policy eligibility policies and disbursement procedures based on a tier system of $25,000, $50,000, $100,000 and $500,000 awards. BE IT FURTHER RESOLVED that eligible program participants must be a 501c3 in good standing, based in Oakland County and/or serve Oakland County residents, and deliver services to individuals with a disability BE IT FURTHER RESOLVED that the Director of the Health and Human Services Department shall be the administrator and provide quarterly reports on grant successes and expenditures to the Public Health and Safety Committee. Board of Commissioners - Resolution Appropriating American Rescue Plan Act - Local Fiscal Recovery Funds for the Oakland County Co- Responder Community Grant Program Resolution #2023-2698 _ 23-44 MR #23044 Resolution Appropriating American Rescue Plan Act - Local Fiscal Recovery Funds for the Oakland County Co-Responder Community Grant Program Sponsored By: Marcia Gershenson, Charles Cavell, Michael Spisz WHEREAS the United States Treasury allocated Oakland County $244,270,949 of Local Fiscal Recovery Funds (LFRF) established under the American Rescue Plan Act (ARPA) of 2021; and WHEREAS under the guidance of the Department of Treasury’s Final Rule, the County may use these funds at their discretion to support eligible investments in public health expenditures, address negative economic impacts caused by the public health emergency; replace lost public sector revenue; provide premium pay for essential workers and invest in water, sewer, and broadband infrastructure; and WHEREAS the COVID-19 pandemic and the resulting economic recession have negatively affected many people’s mental health and created new barriers for people already suffering from mental illness and substance use disorders; and WHEREAS within Oakland County and across the country there is an emergence of co-responder models to assist officers and people with mental health and substance use disorders to increase the likelihood of diversion. A co- responder program includes the creation of a team approach to include an embedded behavioral health clinician, aware of and able to access public mental health/substance use disorder services. Part of a successful model includes partnering community mental health professionals with local law enforcement agencies to address the behavioral crisis currently being faced in our local communities; and WHEREAS implementing a co-responder team model, through a partnership with Oakland Community Health Network, is a collaborative approach to behavioral crisis response that seeks to reduce harm and facilitates alternatives to arrest by providing police-mental health professional co-response to calls for service (CFS) involving individuals in crisis. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the appropriation of not-to-exceed $1,000,000 of American Rescue Plan Act – Local Fiscal Recovery Funds to expand the Oakland County Co-Responder Community Grant Program in partnership with Oakland Community Health Network. BE IT FURTHER RESOLVED that the Chair of the Board of Commissioners is authorized to execute an agreement with Oakland Community Health Network, contingent upon review by Corporation Counsel. BE IT FURTHER RESOLVED that the Co-Responder Community Grant Program shall include provisions for grant funding to include long term sustainability plans with phased in cost sharing measures over three years with the local communities plans reported back to the Board of Commissioners. BE IT FURTHER RESOLVED that Oakland Community Health Network shall submit a quarterly report to Oakland County, in accordance with the U.S. Treasury reporting requirements, detailing the use of American Rescue Plan Act – Local Fiscal Recovery Funds.
