DEMOCRATIC CAUCUS MINUTES
March 2, 2023
Meeting called to order by Caucus Chair Janet Jackson at 5:02 p.m. in the Courthouse
Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Jackson, Johnson, Luebs, Markham,
McGillivray, Miller, Powell, Raman, Woodward. (10)
EXCUSED ABSENCE WITH NOTICE: Smith Charles, Nelson, Gershenson. (3)
Quorum present.
No one addressed the Caucus during Public Comment #1.
Moved by McGillivray seconded by Miller the minutes of the minutes of the February 16,
2023 Caucus be approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Commissioner McGillivray addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item entitled: Board of Commissioners – 2023-2024
Rules of Procedure and Guidelines of the Oakland County Board of Commissioners.
Discussion followed.
Commissioner Woodward made a motion that a vote to approve the Legislative Affairs
and Government Operations Committee entitled: Board of Commissioners – 2023-2024
Rules of Procedure and Guidelines of the Oakland County Board of Commissioners,
should be a Caucus position at tonight’s Board meeting. Seconded by Miller.
Discussion followed.

Woodward.

Commissioner Woodward addressed the Caucus to announce the Tri -County Summit will
be held on September 8, 2023 in Wayne County, the Open Meeting Acts training will be
held on March 6, 2023, the State of the County Address will be held on March 14th, the
Board of Commissioners and Jeffrey Matis, Oakland County Chief Circuit Judge, are
discussing the continuation of the Mentor Plus Program and an update regarding the
Oakland County Opioid Settlement.

Commissioner Woodward addressed the Caucus to announce the following resolutions
will be introduced at tonight’s Board meeting entitled: Board of Commissioners –
Resolution Appropriating American Rescue Plan Act – Local Fiscal Recovery Funds for
the Oakland County Sheriff’s Office New Training and Emergency Operation Center,
Board of Commissioners – Resolution Appropriating American Rescue Plan Act – Local
Fiscal Recovery Funds for the Oakland Together Disability Grant Program and Board of
Commissioners – Resolution Appropriating American Rescue Plan Act – Local Fiscal
Recovery Funds for the Oakland County Co-Responder Community Grant Program.
Commissioner Cavell addressed the Caucus to schedule an additional Caucus to address
resolutions for American Rescue Plan Act (ARPA).
Commissioner McGillivray addressed the Caucus to announce the Parks & Recreation
Department annual report has been released. He also stated there are plans to expand
the Oakland County Farmers Market.
Commissioner Jackson addressed the Caucus to announce the Board of Commissioners
retreat will be held March 17th through March 18th, 2023.
Commissioner Powell addressed the Caucus to request an update regarding American
Rescue Plan Act (ARPA) spending. She also requested a report from the Diversity, Equity
and Inclusion Office.
Commissioner Raman addressed the Caucus to announce that the Oakland County
Democratic Party will be hosting a fundraiser at Top Golf on March 12th, 2023.
Commissioner Markham addressed the Caucus regarding the DTE Energy power
outages. She also requested the Oakland County Emergency Management & Homeland
Security Department coordinate a response to check on the well-being of senior citizens
during future extended power outages. She also stated the need for improving
infrastructure developments.

Commissioner Raman addressed the Caucus regarding transparency on hazardous
waste materials when being transported through Oakland County.
No one addressed the Caucus during Public Comment #2.
The Caucus adjourned at 7:18 p.m. until March 23, 2023, at 9:30 a.m.
