ITEM CATEGORY SPONSORED BY Resolution Gary McGillivray INTRODUCTION AND BACKGROUND It has been determined that a realignment of positions is needed to accurately reflect the duties and responsibilities of the staff of the Public Communications Department. It is requested to transfer five (5) positions internally amongst units. Additionally, the Public Communications Department currently contracts through Entech for two (2) Graphic Designer positions and one (1) Digital Marketing & Communication Coordinator position. It is requested to create two (2) General Fund/General Purpose (GF/GP) Full-Time Eligible (FTE) Graphic Designer positions in the Creative Operations Unit and one (1) GF/GP FTE Digital Marketing & Communication Coordinator position in the Strategic Communications Unit to bring the contracted services in house. POLICY ANALYSIS This is a request to: 1. Transfer 5 positions internally to accurately reflect the duties and responsibilities of staff in those positions. The transfer of these positions has no financial impact. 2. Bring Graphic Design and Digital Marketing & Communication positions in-house instead of using an outside contractor. The Department advises that while there is an increase in costs to bring these services in-house, approximately $44,000 to account for health care and benefits, that creating these three positions will be budget neutral as all additional costs are fully offset by existing funds in the department’s budget. Despite the additional expenses, the Department has determined that due to the ongoing need for the graphic design and digital marketing services provided by their current contractors, that bringing the positions in-house will enable the department to recruit and retain people with the skills needed for the long term. The Department of Public Communications (previously the Office of Public Communications) was created to realign the functions related to public communication to a centralized management structure to provide for increased productivity, efficiency, and improve the overall effectiveness of public communications functions, as well as address the additional communication and community engagement needs resulting from the COVID-19 public health emergency and its impact on residents, businesses, and local communities. The Department is available to support the operations of all County departments and elected offices. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves to implement the position transfers as proposed in Schedule B. BE IT FURTHER RESOLVED to create one (1) GF/GP FTE Digital Marketing & Communication Coordinator position in the Public Communications Department, Strategic Communications Unit (#1210104).
