INTRODUCTION AND BACKGROUND
Oakland County Sheriff’s Office submitted a project proposal to Congress for Training Equipment
and has been invited to apply for the FY2023 Byrne Discretionary Community Project Grant through
the U.S. Department of Justice, Bureau of Justice Assistance, in the amount of $410,000. The grant
period is December 29, 2022, through December 28, 2023.
The project request includes equipment for the following four categories:
1) Defensive Tactics/Mat Training Room
2) Physical Fitness and Officer Wellness Equipment
3) Firearms Training – Scenario based (UTM)
4) De-escalation/Use of Force

Overview
The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of
Justice Assistance (BJA) seeks applications to support projects designated for funding in
the Consolidated Appropriations Act, 2023 (Public Law 117-328) to improve the
functioning of the criminal justice system, to prevent or combat juvenile delinquency, and
to assist victims of crime (other than compensation).
This solicitation incorporates guidance provided in the OJP Grant Application Resource
Guide which provides additional information for applicants to prepare and submit
applications to OJP for funding. If this solicitation expressly modifies any provision in
the OJP Grant Application Resource Guide, the applicant is to follow the guidelines
in this solicitation as to that provision.

Submission Information
Registration: Before submitting an application, all applicants must register with the System
for Award Management (SAM). You must renew and validate your registration every 12
months. If you do not renew your SAM registration, it will expire. An expired registration
can delay or prevent application submission in Grants.gov and JustGrants. Registration
and renewal can take up to 10 business days to complete.
Submission: Applications must be submitted to DOJ electronically through a two-step
process via Grants.gov and JustGrants.
Step 1: The applicant must submit by the Grants.gov deadline the required Application
for Federal Assistance standard form (SF)-424 and a Disclosure of Lobbying
Activities (SF-LLL) form when they register in Grants.gov at
https://www.grants.gov/web/grants/register.html . Submit the SF-424 and SF-LLL as
early as possible, but no later than 48 hours before the Grants.gov deadline. If an
applicant fails to submit in Grants.gov, they will be unable to apply in JustGrants.

Program Description
Overview
OJP is committed to advancing work that promotes civil rights and racial equity,
increases access to justice, supports crime victims and individuals impacted by the
justice system, strengthens community safety and protects the public from crime and
evolving threats, and builds trust between law enforcement and the community.
The Bureau of Justice Assistance (BJA) is authorized to distribute funds to support
projects designated for funding in the Consolidated Appropriations Act, 2023 (Public Law
117–328) to improve the functioning of the criminal justice system, to prevent or combat
juvenile delinquency, and to assist victims of crime (other than compensation).
The explanatory statement regarding the Consolidated Appropriations Act, 2023 (Public
Law 117–328) lists the designated projects, which the Act incorporates by reference, as
stated in relevant part, below—
$229,551,000 is for discretionary grants to improve the functioning of the criminal
justice system, to prevent or combat juvenile delinquency, and to assist victims of
crime (other than compensation), which shall be used for the projects, and in the
amounts, specified under the heading, “Byrne Discretionary Community Project
Grants/Byrne Discretionary Grants,” in the explanatory statement described in
section 4 (in the matter preceding division A of this consolidated Act)[.]

Specific Information
This funding is for discretionary grants to improve the functioning of the criminal justice system,
to prevent or combat juvenile delinquency, and to assist victims of crime (other than
compensation). Funding shall be used for the projects, and in the amounts, specified under the
heading ‘‘Byrne Discretionary Community Project Grants/Byrne Discretionary Grants” in the
Joint Explanatory Statement – Division B , which is incorporated by reference into Public Law
No. 117 –328.
Note that this solicitation is only for projects to be administered by BJA. Separate solicitations will
be open for projects to be administered by OJP’s Office of Juvenile Justice and Delinquency
Prevention (OJJDP), National Institute of Justice (NIJ), and Office for Victims of Crime (OVC).
No funds provided under this program may be used, directly or indirectly, to provide any security
enhancements or any equipment to any nongovernmental entity that is not engaged in criminal
justice or public safety.
OJP will issue awards with a period of performance beginning date of December 29, 2022, the
enactment date of the Department of Justice Appropriations Act, 2023, unless applicants request

a later start date. Costs incurred on/after December 29, 2022, or the requested start date, if
different, but prior to issuance of an award and approval of the project budget by OJP may be
reimbursed, but are incurred at the applicant’s own risk, as authorized costs will be limited to
those approved by OJP.
Note: Funding will only be provided for the specific projects designated for funding in the
Consolidated Appropriations Act, 2023 (Public Law No. 117–328). Further, BJA cannot
approve any changes to the purpose of the project after an award has been made.
Goals, Objectives, and Deliverables
The goal of this program is to improve the functioning of the criminal justice system, prevent or
combat juvenile delinquency, and assist victims of crime (other than compensation) in geographic
areas designated in the Consolidated Appropriations Act, 2023 (Public Law No. 117–328).
Objectives and deliverables are directly related to the performance measures that show the
completed work’s results, as discussed in the “Application and Submission Information” section.
Evidence-Based Programs
OJP strongly encourages the use of data and evidence in policymaking and program
development for criminal justice, juvenile justice, and crime victim services. For additional
information and resources on evidence-based programs or practices, see the OJP Grant
Application Resource Guide.
Information Regarding Potential Evaluation of Programs and Activities
OJP may conduct or support an evaluation of the programs and activities funded under
this solicitation. For additional information and applicable documentation to be included in
the application, see the OJP Grant Application Resource Guide section entitled
“Information Regarding Potential Evaluation of Programs and Activities.”

appropriated funds and to any modifications or additional requirements that may be

in equity by any party against the United States, its departments, agencies, or entities, its
officers, employees, or agents, or any other person.

Unmanned Aircraft Systems
Absent sufficiently specific authorization in the Consolidated Appropriations Act, 2023
(Public Law No. 117 –328), the use of BJA grant funds for unmanned aircraft systems
(UAS), including unmanned aircraft vehicles (UAV) and all accompanying accessories to
support UAS or UAV, is unallowable.

Information to Complete the Application for Federal Assistance (SF-424) in
Grants.gov
The SF-424 must be submitted in Grants.gov. It is a required standard form used as a
cover sheet for submission of pre-applications, applications, and related information. See
the OJP Grant Application Resource Guide for additional information on completing the
SF-424. The project title entered must match the project title from the Congressional
Joint Explanatory Statement (JES). The legal name (or “doing business as” name)
associated with the applicant’s unique entity identifier (UEI) as registered in the
System of Award Management (SAM) must coincide with the recipient listed in the
JES.
In Section 8F of the SF-424, please include the name and contact information of the
individual who will complete the application in JustGrants. JustGrants will use this
information (email address) to assign the application to this user in JustGrants.
Intergovernmental Review: This solicitation (“funding opportunity”) is subject to
Executive Order 12372. An applicant may find the names and addresses of State Single
Points of Contact (SPOCs) at the following website: https://www.whitehouse.gov/wp-
content/uploads/2020/04/SPOC-4-13-20.pdf . If the applicant’s State appears on the
SPOC list, the applicant must contact their SPOC to find out about, and comply with, the
State’s process under E.O. 12372. On the SF-424, an applicant whose State appears on
the SPOC list is to make the appropriate selection in response to question 19 once the
applicant has complied with its State E.O. 12372 process. An applicant whose State does

not appear on the SPOC list should answer question 19 by selecting: “Program is subject
to E.O. 12372 but has not been selected by the State for review.”
Standard Applicant Information (JustGrants 424 and General Agency Information)
The Standard Applicant Information section of the JustGrants application is pre-populated
with the SF-424 data submitted in Grants.gov. The applicant will need to review the
Standard Applicant Information in JustGrants and make edits as needed. Within this
section, the applicant will need to add: zip codes for areas affected by the project; confirm
their Authorized Organization Representative; and verify and confirm the organization’s
unique entity identifier, legal name, and address. The project title entered must match
the project title from the Congressional Joint Explanatory Statement (JES). The
legal name (or “doing business as” name) associated with the applicant’s unique
entity identifier (UEI) as registered in the System of Award Management (SAM) must
coincide with the recipient listed in the JES.
Proposal Abstract
A Proposal Abstract (no more than 400 words) summarizing the proposed
project—including its purpose, primary activities, expected outcomes, the service area,
intended beneficiaries, and subrecipients (if known) — must be completed in the
JustGrants web-based form. This abstract should be in paragraph form without bullets or
tables, written in the third person, and exclude personally identifiable or contact
information. Abstracts will be made publicly available on the OJP and USASpending.gov
websites if the project is awarded. See the OJP Grant Application Resource Guide for an
example of a proposal abstract.
Proposal Narrative
The Proposal Narrative should be submitted as an attachment in JustGrants. The attached
document should be double-spaced, using a standard 12-point font; have no less than 1-
inch margins; and should not exceed 10 numbered pages. Tables, charts, and graphs
included in the proposal narrative can be created in a legible font smaller than 12-point
and do not count toward the page limit. ]
The Proposal Narrative must include the following sections:
a. Description of the Issue: Describe the nature and scope of the problem to be
addressed by this project.
b. Project Design and Implementation: Describe the proposed project and how it will be
accomplished.
c. Capabilities and Competencies: Describe the roles and responsibilities of project staff
and explain the project’s organizational structure and operations. Management and
staffing should be clearly connected to the project design.
d. Plan for Collecting the Data Required for this Solicitation’s Performance Measures:
Describe the process for measuring project performance. Identify who will collect the data,
who is responsible for performance measurements, and how the information will be used
to guide and evaluate the impact of the project.

Note: An applicant is not required to submit performance data with the application. Rather,
performance measure information is included as a notification that each award recipient
will be required to submit performance data as part of each award’s reporting
requirements. Some measures are presented as examples, while others are the exact
measures that every recipient will be expected to address.
OJP will require each award recipient to submit regular performance data that show the
completed work’s results. The performance data directly relate to the goals, objectives,
and deliverables identified in the “Goals, Objectives, and Deliverables” discussion.
An applicant can visit OJP’s performance measurement page at www.ojp.gov/performance
for an overview of performance measurement activities at OJP.
BJA will require award recipients to submit performance measure data and performance
reports in JustGrants. A list of performance measure questions for this program can be

Note on Project Evaluations
An applicant that proposes to use award funds through this solicitation to conduct project
evaluations must follow the guidance in the “Note on Project Evaluations” section in the
OJP Grant Application Resource Guide .
Budget and Associated Documentation

The applicant will complete the JustGrants web-based budget form. For additional
information, see the OJP Grant Application Resource Guide and the Complete the
Application in JustGrants – Budget training. Note: Funding will only be provided for the
specific projects in the amounts designated in the Consolidated Appropriations Act,
2023 (Public Law No. 117–328). Thus, the costs in the budget most clearly support
the project description found in the JES.
No funds provided under this program may be used, directly or indirectly, to provide any
security enhancements or any equipment to any nongovernmental entity that is not
engaged in criminal justice or public safety.
In addition to the unallowable costs identified in the DOJ Grants Financial Guide , award
funds may not be used for the following:
Rewards, entertainment, prizes, trinkets, or any other monetary incentives
Client/participant stipends
Gift cards
Food and beverage

OJP will issue awards with a period of performance beginning date of December 29, 2022,
the enactment date of the Department of Justice Appropriations Act, 2023, unless
applicants request a later start date. Costs incurred on/after December 29, 2022, or the
requested start date, if different, but prior to issuance of an award and approval of the
project budget by OJP may be reimbursed, but are incurred at the applicant’s own risk, as
authorized costs will be limited to those approved by OJP.

How to Apply
Registration: Before submitting an application, all applicants must register with the System
for Award Management (SAM). You must renew and validate your registration every 12
months. If you do not renew your SAM registration, it will expire. An expired registration
can delay or prevent application submission in Grants.gov and JustGrants. Registration
and renewal can take up to 10 business days to complete.
Submission: Applications must be submitted to DOJ electronically through a two-step
process via Grants.gov and JustGrants.

Step 1 : After registering with SAM, the applicant must submit the SF-424 and an SF-LLL
in Grants.gov at https://www.grants.gov/web/grants/register.html by the Grants.gov
deadline. Submit the SF-424 and SF-LLL as early as possible, but no later than 48
hours before the Grants.gov deadline. If an applicant fails to submit in Grants.gov, they
will be unable to apply in JustGrants.
Step 2 : The applicant must then submit the full application, including attachments, in
JustGrants at JustGrants.usdoj.gov by the JustGrants deadline.
Within 24 hours after receipt of confirmation emails from Grants.gov, the individual in
Section 8F of the SF-424 will receive an email from DIAMD-NoReply@usdoj.gov with
instructions on how to create a JustGrants account. Register the Entity Administrator and
the Application Submitter with JustGrants as early as possible but no later than 48-72
hours before the JustGrants deadline. Once registered in JustGrants, the Application
Submitter will receive an emailed link to complete the rest of the application in JustGrants.
The Entity Administrator also will need to log into JustGrants to review and invite the
applicant’s Authorized Representative(s) before an application can be submitted.
Submit the complete application package in JustGrants at least 24 – 48 hours prior to the
JustGrants deadline. Some of the application components will be entered directly into
JustGrants, and others will require uploading attached documents. Therefore, applicants
will need to allow ample time before the JustGrants deadline to prepare each component.
Applicants may save their progress in the system and revise the application as needed
prior to hitting the Submit button at the end of the application in JustGrants.

Submission Dates and Time
The SF-424 and the SF-LLL must be submitted in Grants.gov by 8:59 PM ET on
March 23, 2023.
The full application must be submitted in JustGrants by 8:59 PM ET on March 27, 2023.
OJP urges applicants to submit their Grants.gov and JustGrants submissions prior to the
due dates with sufficient time to correct any errors and resubmit by the submission
deadlines if a rejection notification is received. To be considered timely, the full application
must be submitted in JustGrants by the JustGrants application deadline. Failure to begin
the SAM.gov, Grants.gov, or JustGrants registration process in sufficient time (i.e., waiting
until the date identified in this solicitation) is not an acceptable reason for late submission.
Experiencing Unforeseen Technical Issues Preventing Submission of an Application
OJP will only consider a request to submit an application after the deadline when the
applicant can document that a technical issue with a government system prevented
application submission.

If an applicant misses a deadline due to unforeseen technical issues with SAM.gov,
Grants.gov, or JustGrants, the applicant may request a waiver to submit an application
after the deadline. However, the waiver request will not be considered unless it includes a
tracking number generated when the applicant contacts the applicable service desks to
report technical difficulties. Tracking numbers are generated automatically when an
applicant emails the applicable service desks; and for this reason, applicants are
encouraged to email the appropriate service desk, even if they also intend to call the
service desk for phone support. Experiencing wait times for phone support does not
relieve the applicant of the responsibility of getting a tracking number.

Application Review Information
Review Process
OJP reviews the application to make sure that the information presented is reasonable,
understandable, measurable, achievable, and consistent with the solicitation. For invited
applications, OJP reviews for consistency with the invitation letter and invited applicant

In addition, if OJP anticipates that an award will exceed $250,000 in federal funds, OJP

The funding requested in this proposal will allow the Oakland County Sheriff to provide, and equip, much needed training spaces specifically
designed to address deficiencies. There are four essen al blocks of funding addressed in this request: 1) Defensive Tac cs / Mat Training Room, 2)
Physical Fitness and Officer Wellness Equipment, 3) Firearms Training – Scenario based (UTM), and 4) De-escala on / Use of Force.
Specifically, Defensive Tac cs / Mat Training Room will address equipment u lized to train officers in tac cs that will reduce force, safely secure
ci zens, avoid injury, and to address any medical needs that should arise during the performance of their du es.
Physical Fitness and Officer Wellness equipment will be u lized to address a “whole officer ” approach. Addressing the mental and physical heath
of officers will directly affect how they respond to scenes, perform under stress, and have a direct impact on de-escala on by providing a more
cogni ve approach to ci zen interac ons.
Firearms Training – Scenario based (UTM) allows officers to train in the most realis c environment. U lizing scenarios and simula on, including
stress inocula on, has been proven to be the most effec ve way to train law enforcement.
Lastly, the De-escala on / Use of Force por on of the grant proposal addresses the need to train officers to u lize de-escala on as a first op on
and then to safely apprehend a subject if that de-escala on a empt is not successful.

of Justice ("Department"), that all of the following are true and correct:
(1) I have the authority to make the following representations on behalf of myself and the Applicant. I understand that these representations
will be relied upon as material in any Department decision to make an award to the Applicant based on its application.
(2) I certify that the Applicant has the legal authority to apply for the federal assistance sought by the application, and that it has the
institutional, managerial, and financial capability (including funds sufficient to pay any required non-federal share of project costs) to plan,
manage, and complete the project described in the application properly.
(3) I assure that, throughout the period of performance for the award (if any) made by the Department based on the application--
a. the Applicant will comply with all award requirements and all federal statutes and regulations applicable to the award;
b. the Applicant will require all subrecipients to comply with all applicable award requirements and all applicable federal statutes and

(42 U.S.C. § 2000d); section 504 of the Rehabilitation Act of 1973 (29 U.S.C. § 794); section 901 of the Education Amendments of
1972 (20 U.S.C. § 1681); and section 303 of the Age Discrimination Act of 1975 (42 U.S.C. § 6102);
b. the Applicant understands that the applicable statutes pertaining to nondiscrimination may include section 809(c) of Title I of the
Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10228(c)); section 1407(e) of the Victims of Crime Act of 1984 (34
U.S.C. § 20110(e)); section 299A(b) of the Juvenile Justice and Delinquency Prevention Act of 2002 (34 U.S.C. § 11182(b)); and that
the grant condition set out at section 40002(b)(13) of the Violence Against Women Act (34 U.S.C. § 12291(b)(13)), which will apply to
all awards made by the Office on Violence Against Women, also may apply to an award made otherwise;
c. the Applicant understands that it must require any subrecipient to comply with all such applicable statutes (and associated

FY23 – Byrne Discretionary Community Project Funding/Byrne Discretionary Grants Program
Description of the Issue:
On a national level, use of force and other incidents have called into question the legitimacy of
law enforcement. These types of incidents, highlighted in the media, have caused a strong
perception of distrust between law enforcement and the public. Three main areas of focus to
improve trust and cooperation between the public and members of law enforcement are
community engagement, training, and recruitment.
The Oakland County Sheriff’s Office (OCSO) is comprised of 853 full-time sworn officers and 292
part-time officers, serving over 1.2 million Oakland County residents. The Sheriff’s Office
provides contracted law enforcement services to 12 communities within Oakland
County. OCSO is dedicated to the pursuit of building public trust and providing full-scale law
enforcement service to all citizens of Oakland County.
The Sheriff’s Office has worked extensively on increasing opportunities for community
engagement, increased officer training and made vast changes to the agency’s recruitment
program. Although OCSO has increased the amount of officer training, there is a large
deficiency with the current training equipment.
Project Design and Implementation:
OCSO is seeking to enhance the agency’s law enforcement training and improve officer wellness
to address interactions with citizens, especially in the areas of mental health crisis response,
duty to intervene, response to resistance, de-escalation, and community policing. Training and
Officer Wellness are vital steps to increasing safety both for the community and for the officers.
Proposal Narrative
By policy, and direct order of the Sheriff, Sheriff’s Office Deputies are expected respond to calls
safely and efficiently using the least amount of force necessary to resolve high stress incidents.
To meet that clearly defined demand, the OCSO Training Unit has been tasked with providing
the most realistic scenario-based training available. However, law enforcement agencies in
Oakland County, the Metro Detroit area, and across the nation lack the state-of-the-art
equipment needed to effectively train their personnel. The approval of this grant, designed to
meet very specific training needs, will have an immediate impact on law enforcement
interactions with citizens in very dynamic encounters.
The funding of this program will allow the Oakland County Sheriff to provide, and equip, much
needed training spaces specifically designed to address the deficiencies. There are four
essential blocks of funding addressed in this grant request, each with a specific approved
monetary value. Those funding areas include: 1) Defensive Tactics / Mat Training Room, 2)
Physical Fitness and Officer Wellness Equipment, 3) Firearms Training – Scenario based (UTM),
and 4) De-escalation / Use of Force.
Specifically, Defensive Tactics / Mat Training Room will address equipment utilized to train
officers in tactics that will reduce force, safely secure citizens, avoid injury, and to address any
medical needs that should arise during the performance of their duties. Physical Fitness and
Officer Wellness equipment will be utilized to address a “whole officer” approach. Addressing
the mental and physical heath of officers will directly affect how they respond to scenes,
perform under stress, and have a direct impact on de-escalation by providing a more cognitive
approach to citizen interactions.
Proposal Narrative
Firearms Training – Scenario based (UTM) allows officers to train in the most realistic
environment. Utilizing scenarios and simulation, including stress inoculation, has been proven
to be the most effective way to train law enforcement. Lastly, the De-escalation / Use of Force
portion of the grant proposal addresses the need to train officers to utilize de-escalation as a
first option and then to safely apprehend a subject if that de-escalation attempt is not
successful.
Capabilities and Competencies:
The Training Unit Captain, Todd Hill, will oversee the overall completion of this grant
project. However, the Training Unit Lieutenant, Paul Workman, will manage the purchase of
specific equipment and will be the Training Unit Fund Manager. All equipment will be tracked
and maintained by Training Unit staff. In addition, the Training Unit will design and implement
training plans that utilize this equipment to specifically address the requirements of this grant.
Plan for Collecting the Data Required for Performance Measures:
The Training Unit Lieutenant will be responsible for reporting all data and progress for the
required quarterly, semi-annual and final performance reports in the Performance Measures
Tool (PMT) and/or the JustGrants system. The performance reports will include a review of the
project timeline and deliverables to measure if the project is on track with the timeline and if
the goals, objectives, and deliverables are being met. The required financial reports and draw
down requests will be completed by the Grant Accountant assigned to the award.
