MINUTES
1. Call Meeting to Order
Chair Janet Jackson called the meeting of the Democratic Caucus to order at 04:16 PM
in BOC Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, Michigan 48341.
2. Roll Call
MEMBERS PRESENT: David Woodward, Gwen Markham, Angela Powell, Marcia
Gershenson, Janet Jackson, Yolanda Smith Charles, Charles Cavell (7)
MEMBERS ABSENT WITH NOTICE: Brendan Johnson, Penny Luebs, Gary
McGillivray, William Miller, Kristen Nelson, Ajay Raman (6)
3. Public Comment
No one addressed the Caucus during Public Comment #1.
4. Approval of Minutes
a. Board of Commissioners - dated March 2, 2023
Yolanda Smith Charles moved approval of the Minutes dated March 2, 2023,
as presented. Seconded by Angela Powell.
A sufficient majority having voted in favor, the Motion Passed.
5. Discussion Items
Kyle Jen, Director, Management and Budget, and Walt Herzig, Deputy Oakland County
Executive, addressed the Caucus to give a presentation entitled: ARPA Project Status
Update followed by a question and answer session.
Discussion followed.
Commissioner Charlie Cavell addressed the Caucus to assist the Commissioners in
defining "transformational" as it concerns ARPA funding. The Caucus decided that the
focus should be on decisions that will address systems, impact the underserved and
effect macro changes for Oakland County.

Commissioner Charlie Cavell read a list of current and proposed projects from the
Board of Commissioners.
Discussion followed.
Commissioner David Woodward addressed the Caucus to discuss the timeline to move
forward on projects using ARPA funding. He also called for another Caucus on April
10, 2023, at 4:30 p.m. to continue the work on ARPA funded projects.
Discussion followed.
Moved by Yolanda Smith Charles to receive and file the presentation documents.
Seconded by David Woodward.
A sufficient majority having voted in favor, the documents were received and filed.
6. Public Comment
No one addressed the Caucus during Public Comment #2.
7. Adjournment
The meeting recessed at 06:11 PM.
