MINUTES
1. Call Meeting to Order
Chair Janet Jackson called the meeting of the Democratic Caucus to order at 08:36 AM
in BOC Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341.
2. Roll Call
MEMBERS PRESENT: David Woodward, Penny Luebs, Kristen Nelson, Gwen
Markham, Angela Powell, Marcia Gershenson, Janet Jackson, Yolanda Smith Charles,
Charles Cavell, Brendan Johnson (10)

3. Public Comment
Lisa Brown, Oakland County Clerk/Register of Deeds addressed the Caucus during
Public Comment #1.
4. Approval of Minutes
None.
5. Discussion Items
Commissioner David Woodward addressed the Caucus regarding Finance Committee
item entitled: Risk Management - Revised Liability Claims and Workers Compensation
Policy and Procedures. He stated the resolution will be moved from the Consent
Agenda to the Regular Agenda.
Chair Janet Jackson addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item entitled: Board of Commissioners - Job
Evaluation Review Panel.
Discussion followed.
Commissioner Marcia Gershenson addressed the Caucus to request an update on the
interview process for the Oakland County Health Network position.
Commissioner David Woodward addressed the Caucus to provide an update on
Oakland County Transit. He stated that Eli Cooper, Transit Manager, has started work,
the first four contracts with the existing local transit operations have been approved,
interim funding has been approved and the Transit office will add two staffers.

Commissioner Marcia Gershenson addressed the Caucus to announce that the
Honorable Amanda J. Shelton will be sworn in to the Oakland County Circuit Court
today.
Commissioner Gwen Markham addressed the Caucus to inform the Commissioners
that SEMCOG will meet this afternoon at Marygrove College.
Commissioner Charlie Cavell addressed the Caucus to announce that he will be
presenting a proclamation honoring the 60th Anniversary of Gideon v. Wainwright.

Commissioner David Woodward addressed the Caucus regarding resolutions to adopt
Juneteenth as a County holiday and expansion of the Parks and Recreation division.

Commissioner Charlie Cavell addressed the Caucus to announce that he will be
introducing a resolution tonight entitled: Board of Commissioners - Support for the
Expansion of the Compassionate Access to Medical Cannabis Act or Ryan's Law.
Discussion followed.
Chair Janet Jackson addressed the Caucus to inform the commissioners that media
training will be held April 14, 2023 from 9 a.m. until 1 p.m.
Commissioner David Woodward addressed the Caucus to add that FOIA training for all
commissioners will also be held in April.
Commissioner Angela Powell addressed the Caucus and stated that she and
Commissioner Kristen Nelson are working on a mental health campaign.

Chair Janet Jackson addressed the Caucus to announce that the Oakland County
Green School Celebration will be held at the Detroit Zoo this year.

Commissioner David Woodward addressed the Caucus and stated that he will be
offering an amendment to Finance Committee item entitled: Risk Management -
Revised Liability Claims and Workers Compensation Policy and Procedures.
