As required by Urban Cooperation Act 7 of 1967 - MCL 124.510(4), a copy of the signed agreement and amendment with the County of Oakland and the Charter Township of Oakland, and the authorizing Board of Commissioners Resolution are enclosed for filing by your office. PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES AND ROLL CALL Clerk Buxar led the reciting of The Pledge of Allegiance. Clerk Buxar called the Roll. Members Present: Robin Buxar, Clerk John Giannangeli, Treasurer Jack Elder, Trustee Dave Mabry, Trustee Lana Mangiapane, Trustee Andy Zale, Trustee Absent: None Also Present: Adam Kline, Township Manager Dan Kelly, Township Attorney Roxanne Thatcher, Deputy Clerk A quorum was present. In the absence of a supervisor this evening the Board will appoint a president pro tem for the meeting in accordance with MCL 42.5 (2). MOTION by Elder, supported by Mangiapane to appoint Trustee Mabry to serve as president pro tem for this evening’s meeting. OHM Water Storage Crossings Study and Design Proposal The Board heard an overview from Sid Lockhart and Mike Walsh from WRC. MOTION by Buxar, supported by Zale to authorize the Oakland County Water Resources Commissioner to enter into an engineering services agreement with OHM Advisors for preliminary engineering study phase services, design phase services, asset management services and bidding services for the crossings water storage project in accordance with OHM Advisors attached proposal dated December 12, 2022 at a total not-to-exceed price of $856,000.00. MOTION by Zale, supported by Giannangeli to approve the budget amendments from the Parks & Recreation budget updated supplements to 2022 approved at PRC 11/21/2022 meeting as identified by the orange and green boxes. MOTION by Zale, supported by Elder to approve the budget amendments for the Land Preservation budget as noted in their 2022 budget amendments approved at the 11/21/2022 PRC meeting as identified by the orange and green boxes. MOTION by Buxar, supported by Mabry to approve Resolution 22-21 The General Appropriations Act with a change to Section # 8 – Adoption of budget by department: the year needs to be changed from 2022 to 2023; Cross out “exclude salary ranges” of which we did not receive; propose adding at the end after “Cost Center Appropriation”, excluding wages, salary, benefits and capital appropriations without providing prior notice to the Township Board. The approval is for Resolution 22-21 as amended. Stoney Creek Ravine Nature Park Grant Applications: Resolution for Michigan Spark Grant Application ARPA-0122 Mindy Milos-Dale, PRC Director, gave the Board an overview. MOTION by Buxar, supported by Elder to approve Resolution 22-22 for the Michigan Spark Grant Application ARPA-0122. Resolution For The Wilson Legacy Fund Design and Access Grant Application IG- 202221214 to Community Foundation for Southeast Michigan MOTION by Buxar, supported by Mabry to approve Resolution 22-23 for the Wilson Legacy Fund Design and Access Grant Application IG-202221214 to the Community Foundation for Southeast Michigan. Parks and Recreation Commission Recommendation Concerning Maintenance of Deer Point Detention Basin within Blue Heron Environmental Area The Board heard an overview from Mindy Milos-Dale, PRC Director. MOTION by Buxar, supported by Elder to approve the Charter Township of Oakland legal counsel to negotiate an agreement with the Deer Point Subdivision Homeowners’ Association for the maintenance of the Deer Point detention pond. Consideration of 2023 Fox Nature Preserve Natural Areas Stewardship Field Work Plan The Board heard an overview from Mindy Milos-Dale, PRC Director. MOTION by Buxar, supported by Mabry to amend the 2023 Fox Nature Preserve Natural Areas Stewardship Field Work Plan to removing from the January-February section, item #2, item #3, item #4 and further to approve the remainder of the 2023 Fox Nature Preserve Natural Areas Stewardship Field Work Plan from January to June as amended. Safety Paths and Trails Oakland County Grant Agreement Trustee Zale stated that this is a re-submittal and we only lost out last year by one or two points. MOTION by Buxar, supported by Elder to approve Resolution 22-24 to participate in the trailways grant program for the Gallagher Trial gap. Community Development Block Grant (CDBG) This is for the allocation of the funds. MOTION by Buxar, supported by Elder to approve allocation of FY 2023 Community Development Block Grand funds in the approximate amount of $22,024 as follows and authorize the Manager to sign the application and the conflict of interest certification, and submit the documents to Oakland County. The funds will be distributed as follows: Public Service (Battered and Abused Spouses) - $3,500; Mobile Home Minor Repair - $18,524. Paint Creek Cider Mill Lease Renewal This is a one-year lease renewal for the current concessionaire. MOTION by Elder, supported by Zale to renew the lease at his proposed increase from last year and authorize the Township Manager and Clerk to sign the lease. Fire Drone Replacement MOTION by Buxar, support by Mabry to table this item until the next meeting because the Board did not receive a copy of the quote and to find further information in reg ard to whether or not the State of Michigan will reimburse us or not and subsequently something that shows the payment received from the insurance company of $10,000. MOTION by Buxar, supported by Mabry to approve the purchase of a replacement Drone Quote #EST402658489 in the amount for $24,949.00. $10,000 from the insurance check and $14,949 from capital account 206.901.9813.338 with the understanding it will all be reimbursed from the State of Michigan. President pro tem, Trustee Mabry, reconvened the meeting at 9:52 pm. 12. 2023 Meeting Schedule MOTION by Buxar, supported by Mabry to approve the 2023 meeting schedule with the Board of Trustee June 23rd, July 25th and August 22nd meetings removed and the December 12th meeting changed to December 14th. Law Enforcement Agreement Amendment The Board heard an overview from the OT Lieutenant Dooley. Once it is approved here, it will go to the Oakland County Board of Commissioners for approval. MOTION by Buxar, supported by Mabry to approve amendment #1 with Oakland County Sheriff’s Office the 2022-2024 Law Enforcement Services Agreement with the Charter Township of Oakland with signature revisions to authorize the Township Manager and Clerk to sign. MOTION by Mangiapane, seconded by Giannangeli to appoint John Giannangeli as Oakland Township Supervisor. MOTION by Mabry, seconded by Elder to appoint Clerk Buxar as Oakland Township Supervisor effective 01/01/2023 for the remainder of the existing term ending 11/20/2024. Mr. Kline added that the Board of Review met this morning and had 1 poverty appointment to hear, but there was a hardship and it had to be pushed back due to health reasons. BOARD REPORTS & CORRESPONDENCE Clerk Buxar – wanted to wish everyone a Merry Christmas and Happy New Year. Treasurer Giannangeli – commented on the budget process. Trustee Elder – nothing to report. Trustee Mabry – nothing to report. Trustee Mangiapane – commented that each applicant for Supervisor should speak on their behalf. Trustee Zale – wished everyone a Merry Christmas.
