ITEM CATEGORY SPONSORED BY Resolution Yolanda Smith Charles INTRODUCTION AND BACKGROUND The resolution authorizes the creation of two (2) full-time eligible Proprietary funded Automobile Mechanic I positions and one (1) full-time eligible Proprietary funded Communication Installer I position in the Facilities Management/Support Services/Leased Vehicles Operations Unit. Since 2013, 142 vehicles have been added to the County fleet, increasing the total fleet size to 894 vehicles.The Sheriff’s Office has added 91 vehicles, and WRC has added 42 vehicles. These vehicles require more maintenance, repairs, oil changes and inspections than other standard fleet vehicles.The number of automobile mechanics in the Leased Vehicle Operations unit was last increased to nine in FY2013. The positions will be funded by the Leased Vehicle Operations Unit as there is sufficient revenue to cover the costs. POLICY ANALYSIS This is a request for three (3) new positions in the Leased Vehicle Operations Unit. Over the years, there has been an increase in vehicles and the current staff level has taken on additional workloads to support the additional maintenance. The Sheriff’s Office (91) and Water Resources Commissioner (42) have increased their vehicles and additional staff are required to support the more frequent maintenance of vehicle repairs, oil changes, and inspections due to the extended periods of time these vehicles are on the road, more than a standard fleet vehicle. The Facilities Management/Support Services/Leased Vehicle Operations Unit is requesting the following to support the maintenance of vehicles: To create the following three (3) Proprietary Fund (PR), FTE, (in the salary plan), FSLA Non- Exempt in the Leased Vehicle Operations Unit (#1040210): Two (2) Automobile Mechanic I positions One (1) Communications Installer I position The Sheriff’s Office and WRC have contracts with other governmental agencies that pay for these services. The Sheriff’s Office has approximately 13 sub-stations. The positions will be funded by the Motor Pool funds as there is sufficient revenue to cover the estimated costs for the three (3) positions at $226,738. A budget amendment is required as reflected in the Schedule A-Budget Amendment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the creation of two (2) PR Fund, FLSA Non-Exempt, FTE Automobile Mechanic I positions and one (1) PR Fund, FLSA Non-Exempt, FTE Communications Installer I position in the Facilities Management/Support Services/Leased Vehicle Operations Unit (#1040210). BE IT FURTHER RESOLVED that the FY 2023 – FY 2026 budgets shall be amended as reflected in the attached Schedule A-Budget Amendment.
