INTRODUCTION AND BACKGROUND
Mr. Davenport is a recognized leader in Information Technology, serving as the Chief Technology
Officer for the state of Michigan, Lansing Board of Water and Light and DTE Energy, where he
helped modernize technology infrastructure across all of the organizations.
His breadth and depth of experience, across the energy, healthcare, manufacturing and government
sectors, as well as his managerial skills helped him emerge from the interview process as the top
candidate – out of more than 150 applicants - for Oakland County’s CIO.
Mr. Davenport’s wide array of knowledge and talent in both the public and private sector will serve
Oakland County well as he takes on this new role.

Public utility organization serving 100,000 electric/58,000 water customers in Lansing region; 750 employees.
CHIEF INFORMATION OFFICER
Direct organization’s IT infrastructure/operations, cybersecurity, enterprise architecture/governance, and application
development functions; leverage IT to manage production, transmission, and distribution of electric and water utilities
to residential, commercial, and industrial customers. Oversee $20 million P&L and a team of 41 FTEs.
Stabilized department after major ransomware attack in 2016, rebuilding team and business relationships.
o Gallup employee engagement score for IT was the highest in the organization in 2022, improved from
one of the lowest in 2018.
Strengthened cybersecurity by implementing latest backup technology, next-generation firewalls, and endpoint
detection/response solutions, leveraging managed security service providers
Modernized technology function, completed program to launch new data centers and migrate/modernize
applications, upgraded network, and transferred computing functions to Amazon and Microsoft Azure clouds.
