ITEM CATEGORY SPONSORED BY HR Quarterly Report Gary McGillivray INTRODUCTION AND BACKGROUND Merit Rule 2 provides a process for departments and/or employees to request a review of the salary grade placement of specific classifications. This process involves evaluating the essential job functions, level of authority, and required education and experience of the job to determine the appropriate placement of the fifteen (15) Point Factors. The 2nd Quarterly Report for FY2023 covers all salary grade studies that were completed between January and March 2023. This report seeks approval to implement the following actions: • Create three (3) new classifications, impacting a total of twenty-seven (27) FTE positions • Change the salary grade of one (1) classification, impacting eleven (11) FTE positions • Retitle and change the salary grade of one (1) classification, impacting forty-eight (48) FTE positions POLICY ANALYSIS Under the 2nd quarter Salary Administration Plan there are: • 3 new classifications: o Sheriff’s Office, Sheriff Administrative Specialist o Sheriff’s Office, Supervisor Sheriff Property & Evidence o Parks & Recreation, Parks Operation Coordinator • 1 salary grade change of 1 classification: o Sheriff’s Office, Inmate Caseworker • 1 classification with a title and salary grade change: o Circuit and Probate Court, retitle Court Clerk to Judicial Court Clerk The General Fund/General Purpose impact is $155,656 for FY 2023-2025 and the Special Revenue Fund impact is $4,409. The remaining FY 23 budget for Classification & Rate change is $0. The rest of the offset had to come from Non-Departmental Contingency which has a remaining balance of about $1.7 million. In addition, funding is provided by the U.S. Department of Justice for the FY 2022 Office of Community Oriented Policing Services Technology and Equipment Program to offset two Sheriff Administrative Specialist positions and 2 Inmate Caseworker positions are funded by the MDOC Community Corrections Comprehensive Grant. OAKLAND COUNTY SALARY ADMINISTRATION SECOND QUARTERLY REPORT FOR FY2023 SCHEDULE C – FACTOR & SALARY GRADE CHANGES Department/Division Classification From Grade To Grade Explanation of Factor Changes Circuit Court and Probate Court Court Clerk retitle to Judicial Court Clerk UNI 112 UNI 114 Increase Factor 1, Organizational Responsible, from level 0 to 2 to accurately reflect that the Court Clerk classification is an employee, not a trainee. Increase Factor 5, Education Requirements, from level 4 to 5 to accurately reflect the requirement of being enrolled in Law School, which requires the completion of a Bachelor’s Degree. Decrease Factor 10, Complexity of Work, from level 6 to 5 to reflect that the Court Clerks perform coordinating work involving guidelines and rules with constant problem solving; responsible for coordinating and running the official court record for all Court Hearings/Trials. Prior to any court proceeding, are responsible for all scheduling, coordinating all parties on the appropriate dates, and coordinating all documents needed for proceedings. This also involves accessing the court record or e- filing system to verify documents accuracy or case information in a timely manner. Increase Factor 13, Equipment Usage, from level 2 to 3 to reflect that the Court Clerks handle or use equipment requiring moderate instruction and experience such as word processing, spreadsheets, and custom applications. This includes: Mainframe, Laserfiche, On Base (e-filing), JAVs, etc. The Probate Court uses a number of custom applications requires experience and training on which include: TCS, Laserfiche, JAVS and Microsoft Office Suite. Decrease Factor 14, Unavoidable Hazard, from level 2 to 1 to reflect that they work in an office environment. Sched. C page 2 Sheriff’s Office Technical Office Specialist retitle to Sheriff Administrative Specialist UNI 112 UNI 114 Increase Factor 2, Data Responsibility, from level 4 to 5 to accurately reflect these positions gather and review statistical data and prepare statistical reports for each division of the Sheriff’s Office. They generate crime reports comparing the ranking of cities within Oakland County to other US and Michigan cities. Maintains the Master Street Address Guide for the Sheriff’s Public Safety Answering Point (PSAP), including submitting, updating, and removing streets and ranges, daily monitoring, and address verifications. Analyze and evaluate records using the appropriate balancing test found in the FOIA statute. When determining disclosure, they must balance the interests in public disclosure with the privacy interests of the individual in non-disclosure. Increase Factor 4, Assets Responsibility, from level 2 to 3 to accurately reflect these positions are responsible for achieving moderate economies and/or preventing moderate losses through handling supplies of high value or moderate amounts of money. They review invoices for accuracy and completeness of orders, maintain fleet and IT equipment inventory including workstation computers, printers, laptops, iPads, iPhones, MiFi’s, vehicles, patrol car cellphones and prep radios. Order, reassign, and troubleshoot equipment. Order supplies for units as well as the training and conference rooms. Handle large amounts of money due to the daily services and Sheriff’s Foreclosure sales. Increase Factor 5, Experience Requirements, from level 5 to 6 to accurately reflect the job description requires four (4) years of full-time experience assisting professional level staff in the compilation and preparation of divisional reports or performing data input and maintenance. Increase Factor 8, Communication Requirements, from level 4 to 5 to accurately reflect the positions read journals, manuals, and professional publications; speak informally to groups of co-workers, staff in other organizational agencies, general public, people in other organizations, and presents training; composes original reports, training, and other written materials, using proper language, punctuation, grammar, and style. Increase Factor 14, Unavoidable Hazards, from level 1 to 2 to accurately reflect work is performed in an office environment. Select positions work in an office located in the main jail, with exposure to the possibility of violence, lockdowns occur when inmates try to escape. In office area does not have direct view of inmate cells. Does not have to interact directly one on one with inmates. Sched. C page 3 Sheriff’s Office Property & Evidence Technician Senior retitled to Supervisor Sheriff Property & Evidence UNI 117 UNI 122 Increase Factor 1, Organizational Responsibility, from level 3 to 5 to accurately reflect this position functions as a supervisor over the property room staff which includes Property & Evidence Technicians, Court Park Deputies, and Office Support Clerks. Increase Factor 3, People Responsibility, from level 4 to level 6 to accurately reflect this position supervises or leads others by determining work procedures, assigning duties, maintaining harmonious relations, and promoting efficiency. Increase Factor 4, Assets Responsibility from level 2 to 3 to accurately reflect this position is responsible for achieving moderate economies and/or preventing moderate losses through the management of a small division; handling supplies of high value or moderate amounts of money such as preparing cash deposits going into the Sheriff’s accounting unit and maintaining the Excel records to document the three separate accounts. Decrease Factor 6, Educational Preparation from level 4 to 3 to accurately reflect this position requires a high school graduate or a General Educational Development Test certificate of completion. Increase Factor 9, Judgement Requirements from level 3 to 4 to accurately reflect this position is responsible for the actions of others, requiring almost constant decisions affecting co-workers, crime victims, patients, customers, clients, or others in the general public; delegating work assignments and establishing tasks priorities for property room staff to ensure the timely release of property back to the owner or to ensure the proper destruction of evidence once authorization is given. Increase Factor 10, Complexity of Work, from level 4 to 6 to accurately reflect this position performs supervisory work involving policy and guidelines, solving both people and work-related problems; requires continuous, close attention for accurate results and frequent exposure to unusual pressures. Decrease Factor 12, Physical Demands, from level 5 to 4 to accurately reflect this position performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness, and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy. Decrease Factor 14, Unavoidable Hazards, from level 9 to 8 to accurately reflect work is performed in an office environment located in the jail complex. The incumbent is exposed to hazardous waste, chemicals, narcotics, and bloodborne pathogens. Increase Factor 15, Safety of Others, from level 3 to 4 to accurately reflect this position requires considerable responsibility for the safety and health of others and/or continuous enforcement of the laws and standards of public health and safety by ensuring that the Property Room staff adheres to the safety procedures to safeguard them from any risks. This position determines if weapons are accurately authorized to be released to citizens by reviewing all court dispositions and ensures there are no pending court cases and no indication that the owner is prohibited from obtaining a weapon. Sched. C page 4 Sheriff’s Office Inmate Caseworker UNI 120 UNI 121 Increase Factor 3, People Responsibility, from level 5 to 7 to accurately reflect this classification counsels or instructs/trains others through explanation, demonstration and supervised practice or makes recommendations; provide many forms of therapy including Cognitive Behavioral Therapy, Brief Solution Focused Therapy, Motivational Interviewing, Mindfulness Based Cognitive Therapy, and Person-Centered Therapy. These therapies are utilized both during individual and group sessions. Increase Factor 8, Communications Requirement, from level 5 to 6 to accurately reflect this classification reads professional literature to advance clinical skills and knowledge; speaks to groups of employees, other public and private groups. They prepare and submit reports to the courts and other professionals on behalf of the inmates, including preparing court document petitions for involuntary psychiatric hospitalization when necessary for inmate safety and preparing case note assessments which are used by the Center for Forensic Psychiatry (CFP) Psychiatrists to determine inmate competency and metal status. Increase Factor 9, Judgement Requirements, from level 3 to 4 to accurately reflect this classification is responsible for the actions of others, requiring almost constant decisions affecting co-workers, crime victims, patients, customers, clients, or others in the general public. The Inmate Caseworkers are responsible for assessing the needs and risks of inmates, especially the suicidality of inmates. Increase Factor 11, Impact of Errors, from level 4 to 5 to accurately reflect the impact of errors is serious – affects most units in the department and may affect other County departments/functions or citizens; or loss of life and/or damage could occur, and probability is likely. The Inmate Caseworkers are responsible for making decisions about suicide risk and precautions such as when to remove and re-initiate these safeguards. If they were to decide to remove someone from suicide risk and that inmate committed suicide, caused injury to another inmate or staff the Sheriff’s department could be sued. Increase Factor 12 Physical Demands, from level 2 to 3 to accurately reflect this classification performs light work that involves walking or standing most of the time. The Inmate Caseworkers are agile, moving around the jail setting to assess and meet with inmates. There is often bending and stooping at cell doors when speaking with inmates. Increase Factor 13, Equipment Usage, from level 2 to 3 to accurately reflect this classification handles or uses equipment requiring moderate instruction and experience such as: computers, printers, MS Office, MS Teams, Workday, Sheriff’s Office IMAS (Jail Management Database), JICS (Classification Software) ERMA to review inmate electronic medical files, CSTAR, Northpointe for the assessment tools of COMPAS and TCU, and Cog. The Inmate Caseworkers use the Access database, MI-file, Court Explorer, and the Inmate Caseworker Database to review and document daily on inmates’ progress and assessments. Sched. C page 5 Parks & Recreation Parks Operation Coordinator UNI 115 Set Factor 1, Organizational Responsibility, to level 4 to reflect that this classification functions as Coordinator for an assigned Parks & Recreation facility within the County Parks system in the absence of the Park Supervisors. Set Factor 2, Data Responsibility, to level 4 to reflect that this classification collects, classifies, and formats data & information to facilitate Park operations. Set Factor 3, People Responsibility, to level 4 to reflect that this classification gives guidance to staff according to established procedures and makes decisions that impact the efficiency and effectiveness of the operation related to customer service, operational or emergency procedures. Set Factor 4, Assets Responsibility, to level 2 to reflect that this classification has some responsibility for supporting operational needs by taking inventory of stock and supplies, ordering replacement inventory as needed, maintaining records of purchases, and assisting in event planning and coordination. Set Factor 5, Experience Requirement, to level 5 to indicate that this classification requires at least one (1) year of full-time work experience in the management of a park or recreation facility or in the management of a business that provides services to customers.
