INTRODUCTION AND BACKGROUND
Merit Rule 2 provides a process for departments and/or employees to request a review of the salary
grade placement of specific classifications. This process involves evaluating the essential job
functions, level of authority, and required education and experience of the job to determine the
appropriate placement of the fifteen (15) Point Factors. The 2nd Quarterly Report for FY2023 covers
all salary grade studies that were completed between January and March 2023.
This report seeks approval to implement the following actions:
• Create three (3) new classifications, impacting a total of twenty-seven (27) FTE positions
• Change the salary grade of one (1) classification, impacting eleven (11) FTE positions
• Retitle and change the salary grade of one (1) classification, impacting forty-eight (48) FTE
positions
POLICY ANALYSIS
Under the 2nd quarter Salary Administration Plan there are:
• 3 new classifications:
o Sheriff’s Office, Sheriff Administrative Specialist
o Sheriff’s Office, Supervisor Sheriff Property & Evidence
o Parks & Recreation, Parks Operation Coordinator
• 1 salary grade change of 1 classification:
o Sheriff’s Office, Inmate Caseworker
• 1 classification with a title and salary grade change:
o Circuit and Probate Court, retitle Court Clerk to Judicial Court Clerk
The General Fund/General Purpose impact is $155,656 for FY 2023-2025 and the Special Revenue
Fund impact is $4,409. The remaining FY 23 budget for Classification & Rate change is $0. The rest
of the offset had to come from Non-Departmental Contingency which has a remaining balance of
about $1.7 million. In addition, funding is provided by the U.S. Department of Justice for the FY
2022 Office of Community Oriented Policing Services Technology and Equipment Program to offset
two Sheriff Administrative Specialist positions and 2 Inmate Caseworker positions are funded by the
MDOC Community Corrections Comprehensive Grant.

Human Resources - Implementing the Salary Administration Plan 2nd Quarterly Report for FY

Chair and Members of the Board:
WHEREAS Merit Rule 2 provides a process for departments and employees to request a review of
the salary grade placement of classifications, to be implemented on a quarterly basis; and
WHEREAS the General Fund/General Purpose impact is $155,656 for FY 2023-2025 and the Special
Revenue Fund impact is $4,409.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
implementation of the Salary Administration Plan 2nd Quarterly Report for FY 2023, effective May 6,
2023.
BE IT FURTHER RESOLVED that the FY 2023-2025 Budget be amended in the attached Schedule
A - Budget Amendment.
BE IT FURTHER RESOLVED to create new classifications according to the attached Schedule B,
change the salary grade of classification according to the attached Schedule C, and to reclassify
positions according to the attached Schedule D.

being enrolled in Law School, which requires the completion of a Bachelor’s Degree.
Decrease Factor 10, Complexity of Work, from level 6 to 5 to reflect that the Court Clerks perform
coordinating work involving guidelines and rules with constant problem solving; responsible for
coordinating and running the official court record for all Court Hearings/Trials. Prior to any court
proceeding, are responsible for all scheduling, coordinating all parties on the appropriate dates, and
coordinating all documents needed for proceedings. This also involves accessing the court record or e-

Increase Factor 2, Data Responsibility, from level 4 to 5 to accurately reflect these positions gather and
review statistical data and prepare statistical reports for each division of the Sheriff’s Office. They
generate crime reports comparing the ranking of cities within Oakland County to other US and Michigan
cities. Maintains the Master Street Address Guide for the Sheriff’s Public Safety Answering Point (PSAP),
including submitting, updating, and removing streets and ranges, daily monitoring, and address
verifications. Analyze and evaluate records using the appropriate balancing test found in the FOIA
statute. When determining disclosure, they must balance the interests in public disclosure with the
privacy interests of the individual in non-disclosure.
Increase Factor 4, Assets Responsibility, from level 2 to 3 to accurately reflect these positions are
responsible for achieving moderate economies and/or preventing moderate losses through handling
supplies of high value or moderate amounts of money. They review invoices for accuracy and
completeness of orders, maintain fleet and IT equipment inventory including workstation computers,
printers, laptops, iPads, iPhones, MiFi’s, vehicles, patrol car cellphones and prep radios. Order, reassign,
and troubleshoot equipment. Order supplies for units as well as the training and conference rooms.
Handle large amounts of money due to the daily services and Sheriff’s Foreclosure sales.
Increase Factor 5, Experience Requirements, from level 5 to 6 to accurately reflect the job description
requires four (4) years of full-time experience assisting professional level staff in the compilation and
preparation of divisional reports or performing data input and maintenance.
Increase Factor 8, Communication Requirements, from level 4 to 5 to accurately reflect the positions read
journals, manuals, and professional publications; speak informally to groups of co-workers, staff in other
organizational agencies, general public, people in other organizations, and presents training; composes

establishing tasks priorities for property room staff to ensure the timely release of property back to the
owner or to ensure the proper destruction of evidence once authorization is given.

Decrease Factor 14, Unavoidable Hazards, from level 9 to 8 to accurately reflect work is performed in an
office environment located in the jail complex. The incumbent is exposed to hazardous waste, chemicals,
narcotics, and bloodborne pathogens.
Increase Factor 15, Safety of Others, from level 3 to 4 to accurately reflect this position requires
considerable responsibility for the safety and health of others and/or continuous enforcement of the
laws and standards of public health and safety by ensuring that the Property Room staff adheres to the
safety procedures to safeguard them from any risks. This position determines if weapons are accurately
authorized to be released to citizens by reviewing all court dispositions and ensures there are no pending
court cases and no indication that the owner is prohibited from obtaining a weapon.

Increase Factor 3, People Responsibility, from level 5 to 7 to accurately reflect this classification counsels
or instructs/trains others through explanation, demonstration and supervised practice or makes
recommendations; provide many forms of therapy including Cognitive Behavioral Therapy, Brief Solution
Focused Therapy, Motivational Interviewing, Mindfulness Based Cognitive Therapy, and Person-Centered
Therapy. These therapies are utilized both during individual and group sessions.
Increase Factor 8, Communications Requirement, from level 5 to 6 to accurately reflect this classification
reads professional literature to advance clinical skills and knowledge; speaks to groups of employees,
other public and private groups. They prepare and submit reports to the courts and other professionals
on behalf of the inmates, including preparing court document petitions for involuntary psychiatric
hospitalization when necessary for inmate safety and preparing case note assessments which are used by
the Center for Forensic Psychiatry (CFP) Psychiatrists to determine inmate competency and metal status.
Increase Factor 9, Judgement Requirements, from level 3 to 4 to accurately reflect this classification is
responsible for the actions of others, requiring almost constant decisions affecting co-workers, crime
victims, patients, customers, clients, or others in the general public. The Inmate Caseworkers are
responsible for assessing the needs and risks of inmates, especially the suicidality of inmates.
Increase Factor 11, Impact of Errors, from level 4 to 5 to accurately reflect the impact of errors is serious
– affects most units in the department and may affect other County departments/functions or citizens; or
loss of life and/or damage could occur, and probability is likely. The Inmate Caseworkers are responsible
for making decisions about suicide risk and precautions such as when to remove and re-initiate these
safeguards. If they were to decide to remove someone from suicide risk and that inmate committed
suicide, caused injury to another inmate or staff the Sheriff’s department could be sued.
Increase Factor 12 Physical Demands, from level 2 to 3 to accurately reflect this classification performs
light work that involves walking or standing most of the time. The Inmate Caseworkers are agile, moving
around the jail setting to assess and meet with inmates. There is often bending and stooping at cell doors
when speaking with inmates.
Increase Factor 13, Equipment Usage, from level 2 to 3 to accurately reflect this classification handles or
uses equipment requiring moderate instruction and experience such as: computers, printers, MS Office,
MS Teams, Workday, Sheriff’s Office IMAS (Jail Management Database), JICS (Classification Software)
ERMA to review inmate electronic medical files, CSTAR, Northpointe for the assessment tools of COMPAS
and TCU, and Cog. The Inmate Caseworkers use the Access database, MI-file, Court Explorer, and the
Inmate Caseworker Database to review and document daily on inmates’ progress and assessments.

GENERAL SUMMARY
Performs various duties relative to the conducting of Circuit Court proceedings and ensuring that all
necessary legal documents relative to the proceedings are in order. Opens and closes courtroom
proceedings, maintains order and decorum in the courtroom and escorts and swears in jury members and
witnesses. Provides information and assistance to the judge, court personnel, attorneys and the general
public. Reviews legal documents to verify accuracy and/or conformance with court rulings. Enters into a
computer or other records, the daily accounts of court proceedings, following established recording
practices. Utilizes current county-wide and/or department specific software to complete assignments.
SUPERVISION EXERCISED
May train and orient new employees.
ESSENTIAL JOB FUNCTIONS
Ensures the courtroom operates efficiently by maintaining a list of waiting attorneys and ensures all
necessary parties are present to proceed.
Declares the official opening and closing of court sessions and calls cases in court by stating the name and
number of the case. Assists the judge by administering oaths to jury members and witnesses, sets up
evidence displays and retrieves legal files and documents. Assists with persons placed in custody, upon the
order of the judge.
Maintains order and decorum in the courtroom among family members, spectators and respondents by
providing assistance in proper courtroom procedures and assists in the removal of disruptive persons.
Assists with the impaneling of juries by drawing the names of jurors to be seated for trial cases from the jury
selection box.
Asks for Foreman of the jury to rise and pronounce the verdict rendered, polls each jury member for his/her

Performs special liaison assignments for the judge upon request, including the notification of attorneys,
court personnel and respondents regarding the judge's requirements and decisions.
Obtains legal documents, books, and statutes as requested by the judge.
Operates a computer terminal, as requested, to enter or retrieve information relative to particular cases.
Ensures all the necessary legal documents pertaining to a court case have been properly filed. Obtains files
as needed for each case.
Reviews records of the court's disposition on cases to ensure that the records are up to date and that cases
are proceeding in a timely manner.
Reviews written orders brought in by attorneys, for accuracy and conformance to legal procedure, and
verifies the court's prior ruling against the record.
Notifies as necessary, attorneys, respondents, litigants, and court personnel of the judge's decision and
checks with attorneys to confirm the progress of a case to ensure correct scheduling of the court's time.
Utilizes current Countywide and/or department specific software to complete assignments.

Functions as the local administrator for the Courts and Law Enforcement Management Information System
(CLEMIS) Property System. Manages all look up tables for the property system. This includes adding,
updating, or inactivating values in agency specific look up tables.
Responds to requests for items needed for court appearances or by the Forensic Lab for chemical or
scientific analysis. Ensures proper protocol is met when moving evidence in and out of the property room.
Ensures analysis of property that is time-sensitive is appropriately forwarded to the Forensic Lab.
Stores property on shelves, racks, in safe and in other appropriate areas of Property Room.
Oversees annual audit of Main and NET Property Rooms, completing annual statistical analysis and making
recommendations for action based on data collected.
Coordinates disposal of property for Main and NET Property Rooms by making arrangements with the
appropriate disposal facility for shredding, compacting/compressing, or burning of materials and witnesses
its destruction. Ensures separation of biohazard materials or metal objects during disposal.
Coordinates the sale of electronic devices to private companies and forwards money to account staff for the
deposit into the appropriate fund account.
Prepares cash deposits and sends them to the Sheriff’s Accounting unit.
Notifies Secret Service regarding suspected counterfeit money that has been discovered. Makes copies of
reports and turns over reports and money to Secret Service. Arranges for release of currency to citizens if
money is found to be genuine.
Trains deputies on the proper policies and procedures for submitting evidence in the Property Room.
Responds to questions from other property personnel and officers providing guidance and direction
pertaining to property and evidence procedures.
Receives notification from deputies to destroy firearms. Enters weapon information into the Law
Enforcement Information Network (LEIN). If weapon is entered as stolen, reports information to
investigating officer.
Processes weapon ownership transfers from felons and ensures that proposed new owners meet criteria to
retain a weapon.
Processes requests from private citizens for the disposal of weapons and physically transports them to
Michigan State Police in Lansing with the assistance of armed officers.
Keeps records of all Property Room inventories strictly following ascribed procedures to maintain chain of
