Eligible activities include but are not limited to the following: •Business and organizational development. Young person establishes a business or organization that needs start-up resources. •Education Achievement. Young person is eligible to participate in an academic program, competition, or training and needs financial support to participate. (For example, young person qualifies to national robotics competition and needs travel reimbursement.) •Extracurricular Investment. Young person needs a one-time investment to participate in an extracurricular activity that fits the mission of the Acorn to Oak program. (For example, young person is fashioning clothes and needs a sewing machine.) An Acorn2Oak scholarship may not be used for tuition or ongoing expenses, although we are happy to help refer residents to potential sources of support in these areas. An Acorn2Oak scholarship program may not be used for sporting equipment or team registration fees. Applications are to be made in the form of a written essay or video essay. Applicants should use this opportunity to explain the scholarship request, the reason why it fits the mission of the Acorn2Oak program and why these funds are critical to the success of the activity. Scholarships are made payable to a non-profit, to a parent or adult guardian, or in the form of reimbursement. The steering committee, whose members are appointed by the County Executive and the Chair of the Board of Commissioners, shall create the award criteria for requests that meet these guidelines and may include factors it considers appropriate, including an applicant or their family’s income or ability to pay. The steering committee will determine how often it will meet to review applications. ITEM CATEGORY SPONSORED BY Resolution Gary McGillivray INTRODUCTION AND BACKGROUND The Oakland County Acorn2Oak Youth Mini Grant Program was announced at the 2023 State of the County Address by Executive Coulter. The program is meant to provide grants up to $1,000 for one-time expenses to Oakland County residents ages 8 to 18 years old to assist them in pursuing and developing their passions, talents and futures. The grant will be housed at the non-profit Leadership Oakland along with two appointees from the County Executive and the Chair of the Board of Commissioners who will work with Leadership Oakland to develop and implement the program. Funding will be appropriated from additional revenue sharing funds the county is receiving from the state this year, so that it can be funded on a sustainable basis in future years if the board and administration decide to continue it annually. These Acorn2Oak mini grants will help show our young people that we are confident and optimistic about their future.” NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby approves the appropriation of $250,000 and authorizes a partnership with Leadership Oakland to develop and implement the Acorn2Oak Youth Mini Grant Program to support, inspire and encourage personal growth, civic engagement, and leadership development among Oakland County residents 8 to 18 years of age. BE IT FURTHER RESOLVED that the County Executive and the Chair of the Oakland County Board of Commissioners each have two appointments to the steering committee within Leadership Oakland to oversee the development of this program. These appointments may be county employees or members of the public. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes the County Executive office, working with Corporation Counsel and the Purchasing Division, to finalize a contract between Leadership Oakland and Oakland County for the Acorn2Oak Youth Mini Grant Program and authorizes the Board Chair to execute said contract. As you know, County Executive Dave Coulter proposed the creation of this program at the 2023 State of the County address. After spotlighting several inspiring accomplishments of our young residents, County Executive Coulter stated, “That’s why tonight I am announcing the Acorn2Oak program to provide grants to Oakland County residents ages 8 to 18 years old to pursue their passions, their talents, and their futures. These Acorn2Oak minigrants will help show our young people that we are confident and optimistic about their future.” The Resolution proposes that the grant be housed at the non-profit, Leadership Oakland. Leadership Oakland is already a tremendous partner of the county through their Leadership Oakland program. County Employees serve on this board and each year county employees go through this 9-month program. They also already have a Junior Leadership Oakland program that brings together young people for a three-day interactive workshop. In addition, housing the program at an independent non-profit would allow private donations in addition to county support. The program will be further developed in conjunction with Leadership Oakland and will be targeted to individuals 8-18 years of age. It is intended to provide mini-grants of up to $1,000 for one-time expenses supporting ideas and opportunities which are educational, entrepreneurial or creative. The program is also envisioned to be nimble, allowing applications to be open on a rolling basis or semi- regularly throughout the year. For example, a young person might seek start up funds for a nonprofit or business endeavor. They might seek funds to participate in a national competition. Or they might seek funds for equipment to participate in an extracurricular activity. These are examples and full qualifications would be developed in consultation with Leadership Oakland. Finally, the Resolution proposes two appointees from the County Executive and the Chairperson of the Board of Commissioners to work with Leadership Oakland to develop and implement this program. Working together we can create an innovative program that will “support, inspire and encourage personal growth, civic engagement and leadership development” of our youngest residents and future leaders and be a model for other governments to follow.
