INTRODUCTION AND BACKGROUND
This grant application requests funding for drug and alcohol testing, counseling, one full-
time probation officer position, peer recovery coach, emotional freedom technique program,
participant incentives, supplies, MATCP, NADCP conference expense for on-going education and
NADCP training. All requested funds are solely to ensure the continued success of the program.
The 52nd District Court, Division IV (Troy) is applying to the State Court Administrative Office
(SCAO), Michigan Drug Court Grant Program (MDCGP) for the grant period of October 1, 2023,
through September 30, 2024. The court intends to continue the Drug Court to assist in addressing
the problems of increasing recidivism, increasing use of alcohol and illegal drugs, rising system
costs, and an increase in jail days ordered. The application proposes continuation of funding of one
(1) SR full time eligible (FTE) Probation Officer position (#3020505-11892) in the Probation Unit.
The grant application also provides funding for drug and alcohol testing, participant incentives,
counseling services, peer recovery coach and Michigan Association of Treatment Court
Professionals (MATCP), National Association of Drug Court Professionals (NADCP) conference and
NADCP Judges Training expenses for on-going education.
The grant application has completed the Grant Review Process in accordance with the Grants
Policyand a budget amendment is not required at this time.

relates to project goals and funding needs:
We continue to search for innovative and value-added ways to provide needed services to our participants. Our program is made up of three
phases and each phase has different requirements, which can be financially challenging to the participants, especially in the front end of the
program and especially with this current economy and increased cost in everyday living.
For example, in the first phase, participants are required to test for drugs and/or alcohol 10 or more times per month, which can be anywhere from
$25-$100 per test, depending on the panel and drug of choice. With grant funding, we can assist with those costs. Additionally, it has become
increasingly necessary to add more panels or change out panels from our standard testing as participants’ use can sometimes evolve when they
know what they are consistently tested for. We continue to have random in-house testing during a session and either cover all or part of the test
costs as this is an additional test monthly test. These expanded panels can be quite costly. For example, Kratom can be up to $80 at some testing
agencies and we are researching if adding a Xylazine panel is available. In our program, we strive to never have finances be the reason for not
participating or being unable to comply with the many conditions.
We continue to utilize Emotional Freedom Technique or “tapping” as another tool for participants to utilize in regards to mental wellness. This
technique for calming anxiety has proven to be a valuable tool in achieving and maintaining sobriety throughout the program and post
commencement. We have had discussions about adding a trauma-informed yoga class, as trauma is closely tied to substance use and trauma-
informed yoga respects and supports survivors. Additionally, our Peer Recovery Coach has been invaluable and we continue to expand her use.
We have had some discussion of adding a male PRC after attending a training at the MATCP conference.
The continued probation officer position is imperative to the success of the program. The small but intensive caseload calls for supervision that is
focused and understands the nuances of a problem solving court, as well as reporting to two different judges and their individual programs. Should
this position be cut, the caseload would have to be taken on by another probation officer in addition to their current regular caseload, which is
much larger and they wouldn’t have the ability to dedicate the time and involvement that this type of program requires. The participants and the
program as a whole would suffer as the probation officer would not have the time to dedicate to their caseload to encourage success. The rest of
our program runs within the budget of the court. The team members paid by the court funding unit (Oakland County) are the probation

supervisor/DTC coordinator (70% plus), one full-time probation officer (25%) as back up, and assistance from clerical positions (15% in total).

One of the testing agencies in the last month increased their EtGs and UA to their pre-Covid rates
Salary and fringe is projected to increase 15% from FY22 to FY24, should we receive the same amount as FY23, we would only be left with less
than $5000 for testing, treatment, PCR, incentives and travel/training. This is a cost we are unable to control as the probation officer had life
changes that affect the fringes. This was reflect in our 4 quarter FY22 spending as we did not know how fringes would be impacted and could not
move money from that line item to be spent on other areas. Taking out the fringes from our total, we spend 98% of our grant, an improvement over
previous years. In FY23 again fringes were affected and estimated much lower than they actually are and a request has been made for additional
funding.
The PCR fees will be reviewed in the 4 quarter of FY23 and we may face an increase there as well.

We are requesting additional funds for additional training and conferences, on the national level. In FY23 NADCP offered a week long training for
the Program Coordinator held in Oklahoma City. Total costs for with the program and travel was almost $3000. Due to unexpected increases in
fringes we were not able to move funds around in the grant to cover those costs. We are hoping with an increased travel and training budget we
could take advantage of more of these opportunities for any or all of our team members. With the assistance of grant funding, we were able to
send 4 members of our team to the MATCP 2023 conference. As previously mentioned, we would like to continue with other services covered by
the program that benefiting the participants, such as testing assistance and EFT, without adding more to the participants “already stretched”

Erika Saylor – FTE 2080 hours x ($36.32) – this includes estimated raises an employee may be eligible for in FY24. Erika’s time will be spent on
DTC case management, 40 hours per week. Our DTC full-time probation officer is supported by the grant funding but other staff funded by
Oakland County spend several hours of their week to coordinate, supervise (backup probation officer) and support DTC casework. It is estimated
that the probation supervisor, who is also the DTC coordinator, spends approximately 60% of her time working on DTC administration between the
two judges. Probation clerical staff also assists in DTC programming in addition to probation needs. In order to maintain our certification and
consistently achieve best practices, we are requesting that our current full-time probation officer position be continued.

Drug Testing – testing is the corner stone of a sobriety court and essential for monitoring sobriety. It is also very costly with monthly tests costing
upwards of $500 per month per participant in the first four months of the program. The probation officer identifies which participants are struggling
financially or the participant may request assistance. They must fill out a financial need form and document their monthly expenses. The Program
Coordinator then reviews this information, discusses it with the supervising probation officer and authorizes or denies assistance. Those
participants that are receiving assistance are reviewed monthly. Participants are also to be working on improving their financial situation and are
referred to MiWorks or Kelly Services. Assistance can be for a one time test for those who are just short on cash one day, up to 100% assistance.

Generally it is 50% assistance for a monitored period of time.
In FY23 a larger portion of our testing money is being applied to in-house random testing, above and beyond the participants random
schedule.This affords us the opportunity to use more expensive panels that are not in our standard 10 panel tests so the participants do not have
to bare the full cost of these more expensive panels. We plan to add Xylazine to the list of special panels and we switch them up with each in house
testing session.
The listed agencies provide urine drug screens, EtG, special single panel testing (Kratom for example).
Drug screens and EtG – $25 to $41
Specific panel testing – $50 to $80
Comprehensive panels – $75 to $100
Electronic Monitoring in the form of transdermal alcohol devices TAD or SCRAM, or hand held Soberlink breath test machines. Some agencies
agree to waive their Enrollment, which can be $50 and the fee for electronic monitoring $11/day. GPS $14/day.
Peer Recovery Coach: an individual who has lived experience in receiving services and/or supports for a substance use condition. They serve as a
guide to initiate, achieve and sustain long-term recovery from addiction including medication assisted, faith based, 12 step and other pathways to
recovery. Ways in which they may serve DTC would be attendance at team meetings and sessions, communication with participants by telephone,
text or email, taking participants or meeting them at support group meetings.
Counseling – listed agencies provide outpatient, IOP or group counseling – $75/per session, 12 sessions. This funding is used for those who do
not have insurance but may be in the process of applying for it, so there is no gap in services..
Emotional Freedom Technique or Tapping – 2 – 2 hour sessions per year for 20 participants each session, $50/participant, 2x per year
Currently sending out to bid for a risk assessment tool and theses fees are based on costs we have researched to date.

IN RE: 52-4 DISTRICT COURT (TROY) - FY 2024 MICHIGAN DRUG COURT GRANT PROGRAM
(MDCGP) - APPLICATION
The Fiscal Services Division has reviewed the above referenced grant application and finds:
1. Application is made to the State Court Administrative Office (SCAO) for the FY 2024 Michigan
Drug Court Grant Program (MDCGP) for the period October 1, 2023 through September 30,
2024.
2. This is the eleventh (11th) year of the application for this grant.
3. The 52-4 District Court’s Drug Therapy Court (DTC) targets high-risk, substance abusing, repeat
offenders. The mission of the DTC is to provide a coordinated continuum of care of substance
abuse services through judicial supervision, case management, and treatment while improving
the safety of the community and supplying offenders with the tools to pursue a life free of crime
and substance abuse.
4. The application is requesting total SCAO grant funding of $154,992.43.
5. The application seeks continuation of one (1) SR, FTE, Probation Officer (#3020505-11892).
6. The application is also requesting continuation funding for contractual services in the amount of
$21,475.00, supplies in the amount of $2,200.00 as well as travel and training in the amount of
$15,379.00.
7. Application and acceptance of this grant does not obligate the County to any future commitment
and continuation of the Special Revenue positions in the grant are contingent upon continued
future levels of grant funding.
