Motion to approve the Roof Restraint Safety System Projects and authorize the transfer of funding
in the amount of $623,924 from the Capital Improvement Program/Building Fund (#40100) to the
Project Work Order Fund (#40400) for the Roof Restraint Projects (PRJ-17292); further amend the
FY 2023 Budget as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
County owned buildings require employees to work on building rooftops and roof restraint safety
systems are needed to provide safety for these county employees. Occupational Safety and Health
Administration (OSHA) and Codes outline the need for these systems. The roof restraint safety
systems are for the Jail (10 East), Public Works Building (95 West), Courthouse and Board of
Commissioners Auditorium (12 East), Patrol Services (57 West), and Little Oaks (30 East).
Following the Purchasing Division policies and procedures, Facilities Planning and Engineering
(FP&E) and Purchasing solicited a proposal for roof restraint safety systems from annual
competitively bid and selected contractors. Peak Fall Protection provided the lowest responsible bid
with a total project cost of $623,924, including $489,937 for engineering, materials, fabrication, and
installation, $30,000 for roof patching, and $103,987 for contingency. The funding in the amount of
$623,924 is available for transfer from the FY2023 Capital Improvement Program/Building
Improvement Fund (#40100) to the Project Work Order Fund (#40400) for the Roof Restraint Safety
System Projects.

The request is for the approval of the Roof Restraint Safety System Project for $623,924. County
