Motion to approve the Access Control System Upgrades Project and authorize the transfer of
funding in the amount of $858,840 from the Capital Improvement Program/Building Fund (#40100)
to the Project Work Order Fund (#40400) for the Access Control System Upgrades Project (PROJ-
17279); further amend the FY 2023 Budget as detailed in the attached Schedule A.

INTRODUCTION AND BACKGROUND
Facilities Planning & Engineering in collaboration with Emergency Management and Homeland
Security are requesting approval to upgrade the access control systems inside of various building
sites either on or off the County Complex due to decades of obsolescence and/or no longer
operating per design. The safety of employees and the public, at County owned buildings, involve
many building systems and features, including up-to-date access control systems-security cameras
card reader.
The total project cost is $858,840 including $414,000 for 900 access control readers from Entrance
Technologies (an annual competitively bid and selected contractor); $231,000 for 70 control panels
from Entrance Technologies; $90,000 for labor provided by the Emergency Management &
Homeland Security Building Safety Division; $50,870 to upgrade the access control server from
Entrance Technologies; and $72,970 for contingency (8.5%). The funding in the amount of
$858,840 is available for transfer from the FY 2023 Capital Improvement Program/Building Fund
(#40100) to the Project Work Order Fund (#40400) for the Access Control System Upgrade Project.
POLICY ANALYSIS
Facilities Planning & Engineering, working with Emergency Management and Homeland Security, is
requesting the approval to upgrade the access control systems-security cameras card readers
