Motion to authorize the Oakland County Parks and Recreation Commission to accept a donation of
up to $20,000 from the Huron-Clinton Metropolitan Authority to offset the costs associated with
administering the 2023 Water Safety and Swim Lesson Partnership; further, a budget amendment
reflecting the donation will be included in a subsequent quarterly forecast resolution and that the
Oakland County Board of Commissioners approve and authorize the Oakland County Parks and
Recreation Commission to execute the alltached Memorandum of Understanding with the Huron-
Clinton Metropolitan Authority.

INTRODUCTION AND BACKGROUND
Oakland County Parks and the Huron Clinton Metroparks Authority (HCMA) have agreed to a
partnership to provide free swim lessons for up to 120 people this summer, with a focus on reaching
young residents of the City of Pontiac. Lessons will be provided at Waterford Oaks Waterparks
utilizing instructors and equipment supplied by Oakland County Parks. Huron Clinton Metroparks
will support the program by facilitating registrations and donating up to $20,000 to Oakland County
Parks to defray costs associated with administering the program. Oakland County Parks is working
with the City of Pontiac to increase awareness of the program and register participants.
A Memorandum of Understanding between Oakland County Parks and the Huron Clinton
Metroparks Authority outlining the terms of the partnership has been drafted by Corporation Counsel
and reviewed by Risk Management. Per MR#83204, the Board of Commissioners must authorize
the acceptance of a gift or donation above $10,000 in value. The total amount of the donation from
HCMA will be established when program administration costs have been finalized.
Oakland County Parks and the Huron-Clinton Metroparks plan to enter into a collaborative
partnership to offer free water safety and swimming lessons this summer at Waterford Oaks
Waterpark. The Huron-Clinton Metropolitan Authority has offered to donate up to $20,000 to
Oakland County Parks to defray costs associated with administering the 2023 free water safety and
swimming lesson program.

2023 Collaborative Partnership Memorandum of Understanding
The HURON-CLINTON METROPOLITAN AUTHORITY ("HCMA") and the Oakland
County Parks and Recreation Commission (“OCPRC”) has the following understandings
regarding the Swim Lesson Partnership
between our agencies.
1. Purpose: The purpose of this partnership is to expand the free-swimming lessons
at OCPRC Parks for residents of Oakland County, and to expand efforts to reduce
drownings and increase water safety.
2. Background: OCPRC is an inclusive organization that creates and operates
accessible, welcoming, and sustainable parks and public spaces, provides
recreational and education programs and opportunities, preserves open space and
steward the environment to help all people be healthier and build resilient,
connected communities in Oakland County.
3. Understandings:
a. HCMA will provide up to $20,000 to OCPRC for its use in the Water Safety
and Swimming Lessons program at Waterford Oaks.
b. The Huron-Clinton Metroparks will facilitate the registration process for the
Water Safety and Swimming Lessons program. Registration rosters will be
sent to OCPRC no less than 5 business days prior to start date for each
session.
c. OCPRC will obtain liability waivers from all participants and the parents of
minor participants as part of the registration process and prior to the
commencement of the Water Safety and Swimming Lessons program.
d. HCMA will help with outreach and communication efforts regarding the free
Water Safety and Swimming Lessons program and this partnership.
e. OCPRC will conduct a parent satisfaction survey, pre- and post-program
skills assessments, and anecdotal youth surveys and share results with
HCMA.
f. OCPRC will provide at least 120 unique participants with free swim lessons
during the summer of 2023, with a focus on residents of Oakland County.
g. HCMA will provide participants with a swimsuit, goggles, towel and swim
cap.
h. OCPRC will communicate with HCMA on any issues or
shortfalls regarding the swim lessons in good faith.
i. OCPRC is allowed and encouraged to use the $20,000 in supplies and
equipment as needed in on-going swim lessons throughout the year.
