INTRODUCTION AND BACKGROUND
This memorandum provides context for the accompanying resolution and materials proposing
revisions to positions within the Risk Management Department.
The revisions are the Department’s best effort to efficiently structure personnel and to support the
following general goals:
1) Departmental priority and emphasis on establishing and supporting a robust County-wide safety
infrastructure and culture.
2) Business continuity goals of building redundant skills and technical knowledge among the Risk
Management team and for Risk positions to better reflect actual job responsibilities and
requirements.
3) Increased department projects related to federal regulatory changes and industry best practices.
While several positions are being eliminated, these position revisions displace no personnel.

POLICY ANALYSIS
Risk Management is requesting to create three (3) new classifications of Claims Specialist, Policy &
Compliance Specialist and Driver Training & Safety Specialist to better align the job functions and
needs of the Risk Management Division. It is requested
• to create one (1) Proprietary (PR) Full Time eligible (FTE) Policy & Compliance Specialist
position, one (1) PR FTE Driver Training & Specialist position, one (1) PR PTNE 500 hours
per year Field Claims Investigator position, and to reclassify one (1) Technical Office
Specialist position (1010502-06733) to Claims Specialist within Risk Management (Building
Liability Fund FND67700)
• to create one (1) PR PTNE 500 hour per year Field Claims Investigator; the cost will be offset
by the deletion of one (1) PR FTE Safety & Risk Specialist position (1010502-00495) and one
(1) PR FTE Technical Office Specialist position (#1010502-10478) within the Fringe Benefit
Fund (FND67800).
The fiscal impact to the Building Liability Fund (FND67700) for FY 2023 (prorated) will be $60,582;
FY 2024 $234,989, and FY 2025-2026 $239,688. The fiscal impact to the Fringe Benefit Fund
(FND67800) for FY 2023 will be ($46,059); FY 2024 ($176,443), and FY 2025-2026 ($179,971).

GENERAL SUMMARY
Is responsible for managing all non-workers compensation claims related processes including claims for
property loss/damage or injury, among others, using the Matter Management Claims System; responsible
for intake, evaluation, research, tracking, evaluating for subrogation and collections of those claims.
Serves as a liaison between Corporation Counsel and Risk Management for subrogation claims and files.
Manages claims and files using the Matter Management Claims Systems. Provides reports to
administration as requested. Perform subrogation-related research for departments and provide results
to appropriate internal and/or external contacts. Utilizes current Countywide and/or department specific
software to complete assignments.
SUPERVISION EXERCISED
None.
ESSENTIAL JOB FUNCTIONS
Responsible for managing the County’s notary bond program; coordinates with the County Clerk and
other relevant departments to facilitate proper registration of County-employee notaries.
Responsible for coordinating special programs for Risk Management funded by the Building and Liability
Fund; works with other County departments to coordinate services paid for by Building & Liability fund
like respirator fit testing, AEDs, and Stryker Chairs.
In conjunction with the Insurance Risk Administrator, is responsible for the following: securing certificates
of insurance (internal and external); coordinating Special Events insurance coverage/certificates; compiles
and tracks information related to the Building and Liability fund for Actuary review.
Coordinate requests with the Risk Insurance Administrator and process self-insurance, reviewing the
completeness and accuracy of the form once approved complete the self-insurance with the provided
information.
Coordinate with vendors and constituent departments to ensure that required testing and training

programs are completed and records maintained per state or federal regulation.
Manages the process for securing Sheriff’s Bonds for external deputized individuals in conjunction with
the Insurance Risk Administrator.
Performs records research for FOIA requests to Risk Management. Searches record retention files, Risk
Management office files and Matter Management system for all material relevant to FOIA requests.
Serves as support to ADA Coordinator; must participate in semi-annual training.
Serves as secondary claims analyst for Workers’ Compensation claims.
Manages intake, processing and maintenance of all auto accidents/claims; works with police and other
agencies to secure all necessary documentation on the incident; works with Central Garage regarding
repairs and other matters; coordinates with Corporation Counsel in the event of litigation or the Insurance
Risk Administrator for auto mini-tort claims; handles all aspects of subrogation and collections, tracks loss
data for reporting to administration and KPI project.
Manages intake, processing and maintenance of all County Property Loss claims; works with police and
other agencies to secure all necessary documentation on the incident; works with relevant departments
regarding repairs and other matters; works with Prosecuting Attorney and/or Community Corrections on
restitution orders (if applicable); coordinates with Corporation Counsel in the event of litigation; handles
all aspects of subrogation and collections, tracks loss data for reporting to administration.
Manages the following office systems: serves as the primary department liaison to the fiscal department;
processes all invoicing for Risk Management and constituent departments for goods and services paid for
by the Building and Liability fund; office supplies; time-keeping; p-card processing/documentation;
records management; work order requests; Matter Management requests for assistance; primary contact
for information/direction to employees and general public; other duties as needed.
Reviews claims to identify, evaluate, analyze proper management; ensures all documents, data and
County processes are followed, accurate and documented in the Matters Management system.
Performs research and/or information and evidence-gathering from internal and external parties to
ensure proper claim handling, including the potential for subrogation; coordinates appropriate steps to
secure evidence and ensure pursuit, development and recovery of claims. Evaluates completeness and
accuracy of documentary evidence, records and processes all recovery payments and prepares and
issues payments for subrogation expenses. Coordinates with Corporation Counsel for investigation
efforts and to provides assistance on subrogation files.
Coordinate with Fiscal Services, creating a memo for subrogation payment for auto damage to ensure
the appropriate vehicle operations fund is credited, providing the assignment number for the file,
accurate vehicle number, county driver, responsible party, date of loss, check number and date.
Utilizes Laserfiche Matter Management Claims Systems to accurately maintain files and file diaries.
Develops, maintains, produces, administers and distributes accurate and complete reports on a monthly
and/or as directed basis.
Process, create and manage requisitions and coordinate with Fiscal Services to ensure vendors are paid.

Provides them with the invoice once approval to pay is received. Reconcile Pcard transactions and
provide the applicable account string information. Coordinate with constituent departments as needed.

GENERAL SUMMARY
Is responsible for developing, coordinating and running the County Commercial Driver License (CDL)
training program for County employees. Ensures compliance with the Michigan Department of
Transportation and CDL tracking. Manages the Federal Motor Carrier Safety Administration (FMCSA) drug
and alcohol testing and the State of Michigan driving record compliance program related to CDL Driver’s
employed by the County. Utilizes current Countywide and/or department specific software to complete
assignments.
SUPERVISION EXERCISED
None.
ESSENTIAL JOB FUNCTIONS
Develops, coordinates and manages the County Commercial Driver License (CDL) Training program for
training and re-training of county employees. Serves as the County’s federally-certified CDL trainer for
road/range training. Retains all records, ensures all deadlines and regulatory requirements are fulfilled.
Coordinates external vendor training programs for any training and/or testing required.
Manages County-wide CDL Tracking and Michigan Department of Transportation (MDOT) Physical
Compliance Program. Responsible for maintaining and tracking CDL and DOT certifications for all relevant
employees; coordinates all aspects of ensuring employees receive the required training, testing and
exams necessary to maintain their CDL or DOT certifications.
Institutes a safe driver training program and conducts motor vehicle license reviews for employees who
drive County vehicles or their own personal vehicles on County business. Reviews employees' accident
and violation records and compares against objective standard for reporting to relevant departments.
Manages the Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol testing and
compliance related to CDL Driver’s employed by the County. Serves as the federally-designated employer
representative to access the Federal Motor Carrier Safety Administration Clearinghouse; ensures the

regarding trailers and equipment hauling or other specialized vehicles.

GENERAL SUMMARY
This employee will be required to interact with, lead and advise senior members of County departments
in key respects of this position. Is responsible for managing select key County-wide Risk Management
Department programs to ensure compliance with state and federal regulations. Will serve as the lead
researcher, drafter and editor of County policies and procedures related to Risk Management, ensuring
compliance with relevant regulations and best practices. Manages the Federal HIPPA compliance and
auditing process county-wide. Manages vendor contracts for Risk Management. Serves as the subpoena
and FOIA request contact for Risk Management, gathering and researching all requests for review or
document production; Serves as the administrative manager of the County’s Behavior Threat Assessment
Team; Serves as a resource to other County department Risk Management priorities. Serves as Risk
Management liaison to the Diversity, Equity and Inclusion (DEI) Officer; Serves as the federally designated
Coordinator for the Americans with Disabilities Act. Utilizes current Countywide and/or department
specific software to complete assignments.

ESSENTIAL JOB FUNCTIONS
Is responsible for spearheading the review and drafting of County policies and procedures related to
Risk Management and/or other areas; Coordinates with the Director of Risk Management, Corporation
Counsel, Human Resources and other relevant County departments or personnel; excellent analytical,
communication and time-management skills required; Oral presentations to executive team or others
may be required.
Is responsible for managing the County’s HIPAA Compliance and Auditing process; must review
departmental practices and procedures, prepare reports, and work closely with IT and Corporation
Counsel to ensure federal compliance. Serves as the County’s HIPAA Compliance officer to investigate
and report breaches, take responsive measures and make corrective action recommendations.
Serves as the County’s federally-designated ADA Compliance officer; responds to public and internal
inquiries regarding ADA compliance, attends required training and is resource for other departments or

personnel on non-human resources ADA matters.
Serves as the administrative coordinator for the County’s Behavioral Threat Assessment Team (BTAT);
coordinates the activities of the BTAT with BTAT leadership, the Risk Manager and others. Establishes
and maintains a document retention system for BTAT matters; participates in interviews and
investigations as needed; attends required training.
Works closely with the Insurance Risk Administrator by providing information to help guide and inform
insurance risk, claims handling, and coverage decisions. Provides support to Insurance Risk
Administrator as needed on grants review, fact investigations critical to coverage decisions.
Supports the Insurance Risk Administrator on Building & Liability Fund analysis.
Serves as the liaison to the Diversity, Equity and Inclusion team and Equity Council; identifies Risk
Management-related DEI concerns; works with DEI Officer, Human Resources and other departments as
necessary to recommend actions to mitigate DEI concerns.
Responsible for working with vendors and IT to ensure proper data integration, effective reporting and
proper document retention between various data repositories for Risk Management team.
Serves as the department’s subpoena and FOIA request coordinator, researching, preparing production
of documents and coordinating with Corporation Counsel as needed.
Ongoing professional development training in OSHA/MIOSHA, Insurance Risk, HIPAA, ADA and other
relevant subjects is expected.
Working with multiple key departments, responsible for managing information and resources related to
the County’s Hazard Communications Policy and the SDS document management system.
Knowledge of the Americans with Disabilities Act (ADA) and requirements for Oakland County to
implement the necessary services; knowledge of HIPAA regulations; knowledge of other workplace laws
and regulations like the Whistleblower Act, EEOC, Elliot-Larsen Act.
Utilizes current Countywide and/or department specific software to complete assignments.

major in Human Resources, Social Sciences, Psychology, Public Policy and Administration,
Law, Business Administration or closely related field.
2. Have had at least three (4) years of full-time work experience in fields of public policy
administration, risk management, ADA compliance, or human resources.
B. ADDITIONAL DESIRABLE QUALIFICATIONS
1. Advanced relevant degrees or certifications are preferred.
2. Public Sector/government experience or work with public records laws and obligations is
preferred.
3. Advanced organizational or quality control training/experience is preferred.
4. Considerable ability to establish and maintain effective working relationships with
administrators, employees, vendors, consultants and County Officials.
5. Knowledge of Federal, State and Occupational Health and Safety Administration
Standards, ADA, or DEI.
