ITEM CATEGORY SPONSORED BY Budget Amendment Yolanda Smith Charles INTRODUCTION AND BACKGROUND WRC’s conference room located on the 2nd floor of Building 95-West has not been renovated for more than two decades and has not kept pace with the ever-changing business and cultural landscape in Oakland County. The conference room is utilized by Commissioner Nash and his team, especially with remote work becoming part of the norm, due to the pandemic, and in some form continues today. Technological upgrades are important to allow remote constituents to participate and communicate effectively and this will increase productivity and utility in a meeting. The lack of such renovations has made it increasingly more difficult to provide high-quality service to constituents and the public. The proposed renovations, which are expected to be completed in FY 2023, are consistent with similar improvements performed at other locations throughout the County campus. Maximizing space to promote efficiency and productivity are important guideposts in this project. The attached project cost estimate has been prepared by Facilities Management Project, Manager Whitney Malarik. The project cost estimate of $173,142.51 includes a $44,889 contingency which is based on current construction market indicators. The project estimate also includes a breakdown of costs by line item and category. The project will be paid for through an offset in the planned use of the fund balance within the Drain Equipment Fund. POLICY ANALYSIS The request is for the renovation of the WRC’s conference room located on the 2nd floor of Building 95-West. The conference room is utilized by Commissioner Nash and his team and it has not been renovated for more than two decades, making technology, etc., obsolete. The technological upgrades are important to allow remote constituents to participate and communicate effectively and will increase productivity and utility during meetings. The proposed renovations, which are expected to be completed in FY 2023, are consistent with similar improvements performed at other locations throughout the County campus. WRC, Facilities and Purchasing competitively bid all components of this project in compliance with policies and procedures. All vendors are competitively bid annual contractors. OC IT was involved as Thumb Communications and Third Coast Technology are both IT competitively bid annual contractors and the technology proposed is per IT specified standards. The project cost estimate of $173,142.51 includes a $44,889 contingency which is based on current construction market indicators. The project will be funded through an offset in the planned use of the fund balance within the Drain Equipment Fund. The funding in the amount of $173,142.51(not-to-exceed) is available from the Drain Equipment Fund (FND63900) to the Project Work Order Fund (FND40400) for the WRC Conference Room Renovation Project (PROJ17294). A budget amendment is required as reflected in the Schedule A- Budget Amendment. The conference room has not kept pace with the ever-changing business and cultural landscape in Oakland County. Some of these changes were abrupt and were occasioned by an unexpected worldwide pandemic. Remote work became the norm and in some form continues today. That’s why it is so important that the technology associated with the conference room is brought up to date. Without technological upgrades that allow remote constituents to participate effectively, it is difficult, if not impossible, for them to clearly see, hear, and understand what’s going on in a meeting. In a representative democracy, where votes are often impactful, it is imperative that remote attendees are able to fully participate. It also is important to emphasize that the proposed renovations, which are expected to be completed in FY 2023, are consistent with what has been provided and utilized in other buildings throughout the Oakland County campus. Maximizing space to promote efficiency and productivity are important guideposts for my office in this endeavor. As a public servant charged with the responsibility of providing one of our most precious natural resources – clean, fresh water – one would be hard pressed to envision a more critical focus. I have attached a project cost estimate prepared by Facilities Management Project Manager Whitney Malarik. The $173,142.51 cost estimate includes a $44,889 contingency which is based on current construction market indicators.
