Call Meeting to Order Chair Janet Jackson called the meeting of the Democratic Caucus to order in BOC Committee Room A 1200 N. Telegraph Road, 12E, Pontiac, MI 48341. 2. Roll Call MEMBERS PRESENT: Charlie Cavell from New York City, Marcia Gershenson, Janet Jackson, Brendan Johnson, Penny Luebs, Gwen Markham, William Miller III, Kristen Nelson, Ajay Raman, Yolanda Smith Charles, David Woodward (11) MEMBERS ABSENT WITH NOTICE: Gary McGillivray, Angela Powell (2) 3. Public Comment No one addressed the Caucus during Public Comment #1. 4. Approval of Minutes a. Board of Commissioners - dated May 11, 2023 Gwen Markham moved approval of the Minutes dated April 20, 2023, as presented. Seconded by William Miller III. A voice vote was conducted and the motion passed unanimously. 5. Discussion Items Commissioner Kristen Nelson addressed the Caucus to request Finance Committee item entitled: Board of Commissioners - Sponsorship of the 2023 Huntington Woods Fireworks be moved to the Regular Agenda during tonight's Board meeting. She also stated the need for more oversight on special projects. Discussion followed. Commissioner David Woodward addressed the Caucus regarding Finance Committee item entitled: Board of Commissioners - Support of the Creation of a Web Based Community Connection Application by The Alliance for Housing. He stated the resolution would be removed from the agenda until the next meeting. Commissioner David Woodward addressed the Caucus regarding Economic Development and Infrastructure Committee items entitled: Water Resources Commissioner - Appropriation of American Rescue Plan Act Fiscal Recovery Funds for Northwest Oakland Sanitary Drain Drainage District Phase I. He also stated that the drainage project will cost $10,000,000 which will be funded by the American Rescue Plan Act funding. Discussion followed. Commissioner Yolanda Smith Charles addressed the Caucus regarding Economic Development and Infrastructure Committee item entitled: Board of Commissioners - FY 2023 Appropriation for the Local Road Improvement Program. She also stated an amendment will be added at tonights Board meeting that will include the City of Clawson. Discussion followed. Commissioner Robert Hoffman addressed the Caucus to discuss the communities that will benefit from the Sanitary Drainage project. Discussion followed. Commissioner Brandan Johnson addressed the Caucus regarding Legislation Affairs and Government Operations Commitee item entitled: Parks and Recreation - Amendment #6 with Oakland County 4-H Fair Association for Paving Improvements Projects at Springfield Oaks County Park. He stated the entryway and sidewalks would be repaved. Commissioner Yolanda Smith Charles addressed the Caucus to announce Child to Parent Violence and Abuse National Awareness Day will be held on October 14th. Commissioner David Woodward addressed the Caucus to discuss the redevelopment of the Phoenix Center in the City of Pontiac. He also stated Oakland County will be moving some operations to downtown Pontiac. Discussion followed. Chair Janet Jackson addressed the Caucus to announce that budget hearings will begin in August. Commissioner David Woodward addressed the Caucus to announce that Merit Network was hired to manage the broadband survey distribution. Discussion followed. Chair Janet Jackson addressed the Caucus to announce the new microphone system has been installed in Committee Room A. Chair Janet Jackson addressed the Caucus to announce Mike Keys, Fiscal Policy Analyst, Board of Commissioners welcomed a new baby yesterday. Commissioner David Woodward addressed the Caucus to announce that lockboxes to secure marijuana have been purchased through a grant. He also stated the need for Commissioners to assist in the distribution process. Discussion followed. 6. Public Comment No one addressed the Caucus during Public Comment #2. 7.
