the period of October 1, 2023 through September 30, 2028 in the amount of $19,831,447.

INTRODUCTION AND BACKGROUND
The IV-D Child Support Enforcement Program is a federal, state, and county cooperative effort to
collect child support from parents who are legally obligated to pay. This is accomplished through
services provided to establish paternity, locate absent parents, and establish child support orders.
The grant-funding period is October 1, 2024 through September 30, 2028. The application requests
total five-year funding of $30,047,648: ($5,437,867 for FY 2024 $5,709,761 for FY 2025; $5,995,248
for FY 2026; $6,295,011 for FY 2027; and $6,609,761 for FY 2028).
1. FY 2024 consists of Federal CRP funds of $3,588,992; Grant cash match funds of $1,848,875.
2. FY 2025 consists of Federal CRP funds of $3,768,442; Grant cash match funds of $1,941,319.
3. FY 2026 consists of Federal CRP funds of $3,956,864; Grant cash match funds of $2,038,384.
4. FY 2027 consists of Federal CRP funds of $4,154,707; Grant cash match funds of $2,140,304.
5. FY 2028 consists of Federal CRP funds of $4,362,442; Grant cash match funds of $2,247,319.
Authorized pursuant to Title IV-D of the Social Security Act, this Grant provides 66% federal funding
for the Prosecuting Attorney’s Family Support Division, with a 34% County grant match funding
source.

A. DESCRIPTION
GENERAL SUMMARY
Under direction, performs a variety of professional legal duties, generally the more difficult and specialized
legal work, in any division in the Prosecuting Attorney's Department. Is responsible for obtaining and
evaluating evidence, authorizing and preparing arrest warrants and search warrants, performing legal
research, writing briefs and presenting cases. Utilizes current county-wide and/or department specific
software to complete assignments.
SUPERVISION EXERCISED
May function as a work leader. Instructs, assigns and reviews the work of lower level professional and
clerical employees. Does not approve time off or make staff employment decisions.
TYPICAL DUTIES AND RESPONSIBILITIES
Reviews facts and evidence presented by law enforcement agencies regarding alleged violations of state
criminal laws of a complicated nature and determines whether a warrant should be authorized by the
Prosecuting Attorney.
Determines the proper criminal charges and, using the appropriate legal language, prepares arrest warrants
and other necessary legal documents in connection with such charges.
Advises law enforcement agencies of the proper legal procedures to be followed in the investigation of
alleged criminal conduct of a complicated nature.
Assists law enforcement agencies in their investigations by drafting any necessary legal documents, such as
electronic surveillance warrants, subpoenas, search warrants and affidavits.
Handles citizen complaints to the Prosecuting Attorney's Department on a broad range of problems and
attempts to resolve the complaints by a non-criminal disposition, such as a referral to an appropriate agency,
or by the issuance of an arrest warrant.

Represents the people of the State of Michigan in Probate Court hearings involving juvenile delinquency
matters and neglect and abuse cases.
Prepares legal pleadings and appears in the District or Circuit Courts in connection with paternity suits,
proceedings under the Uniform Reciprocal Enforcement of Support Act, or other matters handled by the
Family Support Division of the Prosecuting Attorney's Department, if assigned to that division.
Performs special investigations, handles unusual or complicated cases and conducts legal research on
specific issues as requested by the Prosecuting Attorney or Chief Assistant Prosecutor.

and procedure due to previous applicable work experience, an outstanding academic record or work

A. DESCRIPTION
GENERAL SUMMARY
Under limited direction, typically works as a Major Crimes Prosecutor in the Circuit Court section or as the
leader of a vertical prosecution unit within the Litigation division. As a Major Crimes Prosecutor, is assigned
difficult felony cases and leads and mentors lower level assistant prosecutors in successful case preparation
and trial presentation. As the leader of a vertical prosecution unit, is responsible for assisting in
administrative, legal, public relations and support staff needs. An employee of this classification assigned to
the Appellate division performs complex professional legal work on the most serious cases. An employee of
this class assigned to the Warrants division is responsible for obtaining and evaluating evidence in the most
difficult cases, issuing warrants and search warrants, interviewing key witnesses, performing legal research,
and writing, compiling and presenting case material for prosecution by the Litigation division. Each
employee of this class ensures that all case material is thorough, accurate and complete, renders legal advice
to law enforcement agencies regarding enforcement of criminal statutes and prosecution of offenders,
performs special projects, handles complex and serious cases, and conducts legal research on specific issues
as requested by top level department administrators. Utilizes current county-wide and/or department specific

Appears in state and federal appellate courts on very difficult cases and on cases requiring a considerable
quantity of legal research for presentation of oral arguments to the bench.

GENERAL SUMMARY
Under general direction, is responsible for supervising and providing guidance to Assistant Prosecutors and
Prosecutor's Investigators in cases involving paternity, the support of minor dependent children and fraudulent
receipt of public assistance funds. Reviews investigations and determines the necessity of issuing a warrant.
Presents and supervises presentation of child support cases before the Circuit Court bench, writes and presents
appellate briefs and acts as legal counsel for the Oakland County Family Independence Agency in family
support matters. Utilizes current county-wide and/or department specific software to complete assignments.
SUPERVISION EXERCISED
Functions as a supervisor over a group of Assistant Prosecutors, Prosecutor's Investigators, and clerical
support staff assigned to the Family Support Division. Instructs, assigns, schedules, checks, and appraises
performance and recommends employees for salary increase or promotion. Effectively recommends on
hiring, disciplining, and discharge.
TYPICAL DUTIES AND RESPONSIBILITIES
Assigns and supervises Assistant Prosecutors with formulating and presenting cases involving paternity, the
support of children and the fraudulent receipt of public assistance funds. Ensures cases are thoroughly
prepared for court, are in compliance with departmental policy, and meet legal requirements.
Reviews, develops case arguments, and prepares child support cases for presentation before the Circuit Court
bench in regard to obtaining orders for child support.
Meets with the Chief Deputy Prosecutor and other divisional chiefs in the Prosecuting Attorney's Department
to discuss and develop policy and procedure to ensure compliance with legal rulings, legislation and
professional standards.
Reviews each authorized warrant to ensure it is consistent with departmental policy and is technically
accurate.
Reviews investigations of public assistance fraud performed by Prosecutor's Investigators and the State Office
of the Inspector General and determines if the activity committed necessitates the issuance of a criminal
warrant.
Reviews and authorizes requests for criminal warrants involving non-support of minor children.
Acts as a liaison with the Circuit Court Bench, Friend of the Court and the Family Independence Agency with
regard to issues affecting the division.

GENERAL SUMMARY
Under general supervision, prepares legal petitions and pleadings. Performs research using LEIN and other
on-line legal references, gathers monthly statistics, prepares activity reports, and performs additional legal
related duties to support the office. Utilizes current county-wide and/or department specific software to
complete assignments.
Employees of this class perform specialized duties in one of the following areas:
Appellate Division – Drafts timely and thorough legal briefs and other pleadings for the Assistant Prosecutor
review and signature. Conducts legal research, drafts memorandums, contacts outside law enforcement
sources to obtain information and relevant documents. Maintains a database of division caseload statistics,
court decisions, and generates reports. May review LEIN provided advisories of upcoming defendant parole
dates to determine appropriateness of parole and possible appeal action.
Litigation Division / Juvenile unit – Works with schools to apply Prosecutor’s School Truancy Protocol to
correct juvenile behavior. Reviews and researches particulars regarding juvenile cases scheduled for Consent
Hearing and recommends response. Conducts immediate review of police reports involving cases of
suspected child abuse/neglect, appropriately reports to Michigan Department Human Services and follows-up.
Litigation Division / Family Support unit – Reviews Michigan Department of Human Services referrals to
determine if a child support case should be initiated. Obtains and evaluates financial information from the
parties involved. Refers to department guidelines to determine support amount. Interviews clients,
defendants, and attorneys to negotiate a recommended consent support order. Forwards recommended

Conducts personal, detailed interviews with potential clients to verify that requirements to obtain child
support are met. Obtains and evaluates client's income information, child care needs and confinement
expenses. Reviews visitation concerns, explains procedures, and determines the credibility of the client.
Identifies potential welfare fraud issues to discuss with supervision.
Reviews financial information such as pay stubs, unemployment vouchers, personal and business tax returns
to determine net income. Uses policy and guideline to calculate child support payments, child care
requirements, custody and visitation provisions, health care responsibilities, confinement costs,
reimbursement to Michigan Department Human Services, child support arrearage, court and attorney fees.
Conducts subsequent client interviews to answer interrogatories, review blood test exclusions of putative
fathers, prepares client affidavits, and explains consequences of non-cooperation by the client.
Schedules and conducts settlement conferences between parties and/or defendant's attorney to resolve the
issues of the case including paternity, child support payments, child care requirements, health care
responsibilities, reimbursement to Michigan Department of Human Services, arrearage calculations,
confinement costs, custody and visitation provisions, and court and attorney fees.
With clerical assistance, prepares the various legal documents and memoranda necessary to the judicial
process, including: Initial complaint; consent and default judgments; draft pleadings; affidavits and motions.
Forwards resolved and documented cases to a division attorney for review, court scheduling, and finalization.
Discusses resolved and unresolved cases with a division attorney as needed. Performs legal research,
additional client and/or defendant follow-up as needed.
Assists attorneys in the trial process, including gathering witnesses, preparing clients to testify, review of
pleadings, correspondence and other information received.
Responds and initiates child support with out-of-state agencies under the Revised Uniform Reciprocal
