ITEM CATEGORY SPONSORED BY Grant Penny Luebs INTRODUCTION AND BACKGROUND Via Miscellenios Resolution #22387, on November 17, 2022, the Board of Commissioners accepted the Michigan Mental Health Court Grant Program (MDCGP) from the State Court Administrative Office (SCAO) in the amount of $31,543. The court has been awarded an additional award in the amount of $41,298 in funding for the grant period of October 1, 2022, through September 30, 2023. The grant funding will be used for planning and implementation of services for the 52nd District Court Mental Health Court, partially fund Oakland Community Health Network Liaison Officer postion, Oakland County Sheriff’s overtime to conduct/home visits, participant GPS tethers, participant incentives/rewards and participant graduation supplies. This grant is conditioned upon continued interpretation of the contract consistent with the September 30, 2022, letter from the SCAO, providing that assurance #3 of this year's grant application and agreement shall not be construed as a mandate for future funding of the program from the funding unit, said letter attached hereto and incorporated by reference herein. Acceptance of this grant does not obligate the County to any future commitment, and continuation of the Special Revenue position in the grant is contingent upon future levels of grant funding. No position impact. – Heather Mason (05/23/2023) Risk Management: Approved – Diana McBroom (05/24/2023) Corporation Counsel: Approved – Heather Lewis (05/19/2023) Amendment Number 1 to Michigan Supreme Court State Court Administrative Office Michigan Mental Health Court Grant Program Fiscal Year 2023 Contract This Amendment Number 1 (the “First Amendment”) is entered into by and between the Michigan Supreme Court State Court Administrative Office (“SCAO”), 925 West Ottawa, Lansing, Michigan 48913 and the 52nd District Court — Adult Mental Health Court (“Grantee”). (Collectively SCAO and Grantee are the “Parties.”) The Parties entered into SCAO Contract Number 28719, Michigan Supreme Court State Court Administrative Office Michigan Mental Health Court Grant Program Fiscal Year 2023 Contract (the “Original Contract”) effective October 1, 2022. Pursuant to the Original Contract, SCAO is to reimburse Grantee up to $31,543 for the Michigan Mental Health Court Grant Program (the “Original Grant Amount”) in exchange for services provided by Grantee as specified in the Original Contract. The Parties now desire to enter into this First Amendment to increase the Original Grant Amount under the Original Contract from $31,543 to $72,841 in exchange for increased services from Grantee. This is the First such amendment of the Original Contract and is hereinafter referred to as the “First Amendment.” In consideration of the foregoing premises and mutual promises set forth below, the Parties agree to modify the Original Contract to include the amended terms below, which constitute the First Amendment: 1. The Grant Amount in the Original Contract’s heading is amended and replaced in its entirety with the language below: Grant Amount: $72,841 2. Subsection 1.06 of the Original Contract found in Section 1 entitled, “Definitions” is amended and replaced in its entirety with the language below: 1.06 The term “Grant Amount” is the amount specified as “Grant Amount” in the First Amendment to the Original Contract. 3. Subsection 3.01 of the Original Contract found in Section 3 entitled, “Amount and Grant Program” is amended and replaced in its entirety with the language below: 3.
