INTRODUCTION AND BACKGROUND
Royal Oak Township’s deteriorating and aging water and sewer infrastructure has created a critical
problem for its residents. Much of its infrastructure needs to be replaced to provide the type of
service that will promote public health, provide a healthy environment, contribute to economic
prosperity, and offer high-quality service expected throughout Oakland County. The requested funds
will be used to cover the cost of much-needed projects eligible for funding pursuant to the American
Rescure Plan Act (ARPA).
POLICY ANALYSIS
The request is for the authorization to appropriate a not-to-exceed amount of $450,000 of American
Rescue Plan Act (ARP) – Local Fiscal Recovery Funds (LFRF) to the Charter Township of Royal
Oak for repair, replacement, and rehabilitation of its aging and deteriorating water and sewer
pipes.
The Board previously adopted MR #21-303 authorizing assignment of $2,400,000 of the Special
Revenue Fund #21285 titled ARP-Local Fiscal Recovery Fund to offer grants to Oakland County
cities, villages, and townships
for the development of local water and sewer infrastructure projects. MR #21-382 approved the
Grant Administration Plan for the Local Government Critical Infrastructure Planning Grant Program,
the Oversight Committee and the appropriation of the $2,400,000 for the program.
The $450,000 has been approved by the Local Government Critical Infrastructure Planning Grant
Program Oversight Ad Hoc Committee. The approval of the ARP-LFRF will not obligate a
commitment of the General Funds unless authorized by the BOC. On Board, approval the Chair is
authorized to execute the agreement with the Charter Township of Royal Oak contingent upon
review by Corporation Counsel. A budget amendment will be amended as reflected in Schedule A-
Budget Amendment.

Water Resources Commissioner - Appropriating Additional American Rescue Plan Act – Local
Fiscal Recovery Funds and Authorizing the Release of Grant Funding for the Local
Government Critical Infrastructure Planning Grant Program
Chair and Members of the Board:
WHEREAS the Charter Township of Royal Oak is in critical need of water and sewer infrastructure
repair, replacement, and rehabilitation of its aging and deteriorating water and sewer pipes; and
WHEREAS the Oakland County Board of Commissioners recognized, through the adoption of
Miscellaneous Resolutions #21-303 and #21-382, this critical need; and
WHEREAS a Local Government Critical Infrastructure Planning Grant Program was established to
provide local governments in Oakland County with financial assistance; and
WHEREAS the program provides much-needed help to cover costs associated with the planning and
design of projects eligible for American Rescue Plan Act (ARPA) funds allocated by the United States
Treasury to Oakland County; and
WHEREAS ARPA and Local Fiscal Recovery Funds (LFRF) may be used for pre-project
development costs eligible under Michigan’s Drinking Water and Clean Water State Revolving Funds
programs; and
WHEREAS the Local Government Critical Infrastructure Planning Grant Program Oversight Ad Hoc
Committee has determined that Royal Oak Township’s initial needs require a $450,000 grant from the
program; and
WHEREAS addressing the township’s needs would protect public health, promote a healthy
environment, maintain reliable, high-quality service, assure value for the investment, and contribute to
economic prosperity.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes
the appropriation of a not-to-exceed amount of $450,000 of American Rescue Plan Act – Local Fiscal
Recovery Funds to the Charter Township of Royal Oak for repair, replacement, and rehabilitation of
its aging and deteriorating water and sewer pipes.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners is authorized to
sign and execute an agreement with the Charter Township of Royal Oak contingent upon review by
Corporation Counsel.
BE IT FURTHER RESOLVED that approval of appropriations of the American Rescue Plan Act –
Local Fiscal Recovery Funds shall not obligate a commitment of the General Fund unless authorized
by action of the Board of Commissioners.
BE IT FURTHER RESOLVED that the budget shall be amended as reflected in Schedule A – Budget
Amendment.

SUBJECT: American Rescue Plan Act Funds for the Charter Township of Royal Oak

The Charter Township of Royal Oak is in critical need of water and sewer infrastructure repair,
replacement, and rehabilitation of its aging and deteriorating water and sewer pipes. The Oakland
County Board of Commissioners recognized this critical need and created a Local Government
Critical Infrastructure Planning Grant Program to provide local governments in Oakland County with
financial assistance. That program provides much-needed help to cover the costs associated with the
planning and design of projects eligible for American Rescue Plan Act (ARPA) funds allocated by the
United States Treasury to Oakland County.
Recognizing that ARPA and Local Fiscal Recovery Funds (LFRF) may be used for pre-project
development costs eligible under Michigan’s Drinking Water and Clean Water State Revolving Funds
programs, the Local Government Critical Infrastructure Planning Grant Program Oversight Ad Hoc
Committee has determined that Royal Oak Township’s initial needs require a $450,000 grant from the
program.
Using the funds for projects eligible under Michigan’s Drainking Water and Clean Water State
Revolving Fund programs allow the township to meet the goals established by the Local Government
Critical Infrastructure Planning Grant Program Oversight Ad Hoc Committee to protect public health,
promote a healthy environment, maintain reliable, high-quality service, assure value for the
investment, and contribute to economic prosperity.
Requested Action: Authorize the appropriation of $450,000 with no further financial obligation
by Oakland County.
