December 21, 1967
The meeting was called to order by Chairman Frances Clark, at
10:00 a.m, at Groveland.
COMMISSION MEMBERS PRESENT:
Chairman Frances Clark; Velma Austin, Dorothy Olson, Robert Allen,
Frazer Staman, Daniel Barry, Daniel Murphy, Donald Kalmbach,
John Carey and Clarence Durbin.
OTHERS PRESENT:
Kenneth L. Van Natta, Director
The minutes of the November 16 meeting were discussed.
Moved by Olson, supported by Staman, that the minutes be
approved as written.
Motion carried.
The letter received from Oakland County Commission on Economic
Opportunity, requesting our consideration for recreation funds,
was discussed. Mr. Van Natta was asked to send a letter to
Mr. McNeely stating the Park Commission could not approve their
request for funds.
Mr. Van Natta presented the letter of resignation received from
Mr. Robert Allen.
The Commission was advised of the election results of the Board
of Supervisors at their December 19, 1967 meeting. The following
were elected to the Parks and Recreation Commission.
Mr. Henry Schiffer 3 year term
Mr. James Reid 3 year term
Mr. Clarence Durbin 2 year term
The two year term was to fill the vacancy caused by Mr. Allen's
resignation.
Chairman Clark reported the findings of the Special Study
Committee on the Oakland University Project. No recommendations
were made on the subject. Subsequent meetings will be held when
Chancellor Varner supplies additional data.
Mr. Van Natta reported tenative dates have been set, early in
January, with the Royal Oak Parks and Recreation Director for
a physical review of land and additional study on the Royal Oak
request.

Mr. Van Natta reported to the Commission that Groveland would
be ready to open to the public for snowmobiles - weather per-
mitting. Discussion followed regarding the possible use of
the Sheriff's Department using Groveland Clinic for a North
Oakland County sub -station. The Sheriff's Department is
presently storing equipment in the barn at Groveland on a no
cost basis. Mr. Murphy, Mr. Van Natta and Sheriff Irons will
meet later to discuss sub -station possibility.
The financial report thru November 30, 1967 was presented and
reviewed.
The 1968 Parks and Recreation Administrative budget and salaries
were submitted for consideration.
Moved by Carey, supported by Durbin that the salary of Thomas
Jackson be raised from recommended $8,700 to $9,000 for 1968.
Motion carried unanimously.
Moved by Allen, supported by Kalmbach, that the salaries of the
Assistant Director at $13,500; Accountant I at $8,200 - 50%
to be paid by County and 50% by Parks and Recreation;
Stenographer I at $4,900 January 1, 1968 and raised to $5,400
July 1, 1968 be approved as presented.
Motion carried unanimously.
Moved by Carey, supported by Olson, that the Directors salary
be set for $17,500. The County to pay $4,000 and the Parks
Commission to pay $13,500.
Motion carried unanimously.
Moved by Carey, supported by Murphy, that the salaries be placed
into the budget figures and the budget be approved for 1968.
Motion carried unanimously.
Moved by Carey, supported by Olson, that the Pro-greenskeeper
salary be set at $7,000 for a period of seven (7) months and
the Senior Park Managers salary be set at $11,000 for a full
year. Fringe benefits to accrue only during working periods.
Said salaries are to come from respective operating budgets.
Motion carried unanimously.
Moved by Allen, supported by Barry, that the meeting be
adjourned.
