HomeMy WebLinkAboutMinutes - 1968.02.28 - 38370PARKS AND RECREATION COMMISSION MEETING February 28, 1968 The meeting was called to order by Chairman Frances Clark, at 9:30 a. m., in Committee Room "A", Supervisor's Auditorium. COMMISSION MEMBERS PRESENT: Chairman Frances Clark, Vice Chairman John Carey, Secretary Velma Austin, Daniel Murphy, James Reid, Henry Schiffer, Frazer Staman and Donald Kalmbach. COMMISSION MEMBERS ABSENT: Daniel Barry and Clarence Durbin. OTHERS PRESENT: Director Kenneth Van Natta and George Skrubb, Director of Oakland County Planning Commission. The minutes of the January 31 meeting were discussed. Moved by Carey, supported by Staman, that the minutes of January 31 be approved as written. Motion carried. Mr. Skrubb, Director of Planning Commission, presented to the Commission the need for a comprehensive Recreation Plan. Mr. Skrubb recommended we proceed with the plan in order to have it entirely completed during late 1968. Cost to the Park Commission to complete this study would be $15,000.00. Mr. Skrubb stated they had already expended $1,500.00 and are ready to support the study with another $3,500.00. Mr. Skrubb stated he felt the study could still be completed for the original $20,000.00 estimated cost. Discussion followed. Moved by Murphy, supported by Kalmbach, that the Park Commission approve a "Recreation Needs" study by our Planning Commission at a cost not to exceed $15,000.00 to complete the Comprehensive Recreation Plan for Oakland County. Motion carried. Mr. Van Natta reported to the Commission of his meeting with Sheriff Irons concerning the use of Civil Defense Auxiliary volunteers for Park Patrol volunteers. Page 2. Moved by Kalmbach, supported by Murphy, that we would not use Civil Defense volunteers as Auxiliary Park Police. Motion carried. Mr. Van Natta reported to the Commission that the Grant Application for Groveland had been forwarded to the Department of Housing and Urban Development and we have received a letter of acceptance. Resolution offered by Murphy. BE IT RESOLVED that the Parks and Recreation Commission of the County of Oakland hereby authorizes and directs Kenneth L. Van Natta, Director, to act on their behalf, to make application for, negotiate with respect to, receive, accept or reject, initiate, terminate, amend or otherwise deal with respect to, any or all grants, aid, loans or advances in money, construction, development, real or personal property or in any other thing of value, with, from to or by the United States of America or the State of Michigan and any department, branch or agency of either, or any other public or private corporation, agency, authority or district, relating to any Oakland County Parks and Recreation Commission undertaken or underway where this Commission is the agency for the County of Oakland. BE IT FURTHER RESOLVED that the authorization and direction herein approved and adopted is expressly intended to and does apply automatically and without further action by this Parks and Recreation Commission, to any and all County projects now in existence, under construction, development or hereinafter established or created where the Oakland County Parks and Recreation Commission is designated as the agency of this County.
