HomeMy WebLinkAboutMinutes - 1968.01.31 - 38371PARKS AND RECREATION COMMISSION MEETING January 31, 1968 The meeting was called to order by Chairman Frances Clark, at 9:45 a. m., in Committee Room "A", Supervisor's Auditorium. COMMISSION MEMBERS PRESENT: Chairman Frances Clark, Vice Chairman John Carey, Secretary Velma Austin, Daniel Barry, Clarence Durbin, Daniel Murphy, James Reid, Henry Schiffer and Frazer Staman. COMMISSION MEMBERS ABSENT: Donald Kalmbach OTHERS PRESENT: Director Kenneth L. Van Natta, Supervisor Victor Woods, Delos Hamlin, Chairman of the Board of Supervisors. The minutes of the December 21 meeting were discussed. Moved by Durbin, supported by Carey, that the minutes of the December 21, 1967 meeting be approved as written. Motion carried. Mr. Woods presented facts and figures of the Civil Defense Department with a suggestion to the Commission that Civil Defense volunteers could be used as an auxiliary police force to help police the County Park system on a voluntary basis. The sugges- tion included hiring a co-ordinator at approximately $4,000 per year that the Commission would have to pay. A proposal of how this voluntary auxiliary force would operate was not pre- sented, just the request to consider the possibility. Moved by Schiffer, supported by Murphy, that action be deferred until next meeting at which time the Director will report the opinions of the Law enforcing agency of the County. Motion carried. Page 2 Discussion ensued on the need of legal counsel. Moved by Murphy, supported by Staman, that Mr. Robert Allen be designated as legal counsel for the Parks and Recreation Commission. Consideration to be the regular per diem per meeting allowance. Motion carried. Mr. Van Natta reported on Royal Oak's proposal for a Community Park. Discussion followed. Moved by Schiffer, supported by Carey, that the Commission take no action on this proposal. Motion carried. Progress reports were made by Mr. Van Natta on the Davisburg site, possible additional land adjoining Davisburg also adjoining Groveland plus three other sites. Additional efforts to acquire some of these lands will be continued. Reconfirmation of not being interested in the Van Arsdel property was ascertained. Moved by Barry, supported by Schiffer, that Mrs. Frances Clark be nominated for the office of Chairman, Mr. John Carey be nominated for the office of Vice Chairman and Mrs. Velma Austin be nominated for the office of Secretary. All terms being for 1968. Motion carried. Moved by Murphy, supported by Reid, that nominations be closed. Motion carried. Ballot taken: Mrs. Frances Clark - Elected as Chairman Mr. John L. Carey - Elected as Vice Chairman Mrs. Velma Austin - Elected as Secretary All by unanimous vote. Discussion followed on legislative action regarding SB 1401 known as the Jackson Bill. Moved by Murphy, supported by Schiffer Page 3 WHEREAS, the Oakland County Park and Recreation Commission is desirous of obtaining Park lands for the people of the County and the Metropolitan area, and WHEREAS, it is in the interest of the public health and welfare to acquire and develop such recreation areas, and WHEREAS, the Land and Water Fund Act lends assistance to local governments concerned with acquiring needed lands for the health and welfare and recreation of its people, and WHEREAS, SB 1401 would substantially assist the Land and Water Fund aid to local units in pre- serving and holding in public trust our natural resources; NOW THEREFORE, BE IT RESOLVED, that this Commission request the Honorable Senator Philip A. Hart, Senator Robert P. Griffin, Representative William S. Broomfield, and Representative Jack Mc Donald to lend all possible support to SB 1401. Motion unanimously carried. Mr. Van Natta outlined progress made on the funding of Public Act 201 of 1966. The Commission approved continued action to endeavor to keep this appropriation in the State Budget.
