HomeMy WebLinkAboutMinutes - 1968.03.27 - 38372PARKS AND RECREATION COMMISSION MEETING March 27, 1968 The meeting was called to order by Chairman Frances Clark, at 9:30 a. m., in Conference Room, Supervisor's Auditorium. COMMISSION MEMBERS PRESENT: Chairman Frances Clark, Vice Chairman John Carey, Secretary Velma Austin, Daniel Murphy, James Reid, Henry Schiffer, Frazer Staman, Donald Kalmbach, Daniel Barry and Clarence Durbin. OTHERS PRESENT: Kenneth Van Natta, Director and Gerard Lacey, Assistant Director. The minutes of the February 28 meeting were discussed. Moved that the minutes of February 28 be approved as written. Motion carried. Mr. Van Natta reported on the insurance coverage of Groveland Park, and there was discussion as to the advisability of obtaining vandalism insurance. The Commission requested Mr. Van Natta to present at the next meeting a complete report of the total insurance coverage at all the parks. Mr. Van Natta informed the Commission that the sum of $250,000 had been paid to Dr. Mathews on the land contract for Groveland Park, leaving a balance of $240,000 owing May 1, 1969. There was discussion in regard to the building to be erected at Davisburg Park, this building to be approximately 4,000 square feet, at an estimate cost of $60,000 plus cost of utilities and maintenance residence. Contact with the architectural firm of Smith & Smith has been made and other firms will be invited to submit sketches. Mr. Van Natta reported initial approval of grant applications of $183,000 by H. U. D..for Groveland Park, and $271,000 by the State Land and Water Fund for the park in Independence Township. Moved by Barry, supported by Carey, that expenses be paid for Mr. Van Natta, Mr. Lacey, Mrs. Clark and Mrs. Austin to attend a seminar on the subject of federal grants in Washington, D. C. Motion carried. Page 2. Mr. Van Natta presented a land use proposal which suggested that the Parks and Recreation Commission lease property acquired by Oakland County for future long range expansion of facilities. This land, consisting of 100 acres accessable from Scott Lake Road, adjoins 20 acres on Watkins Lake Road, presently under option. it is proposed that for the sum of $5,000 per year, the Park,Commission would lease 100 acres on which a golf course would be built, other recreational facilities supplied, and existing buildings used for office purposes, park manager's residence, and equipment storage needs. Projected development costs are approximately $175,000 to $200,000, and income production expected in two years. Capital outlay expected to be recovered in twenty years. A report on companion bills in both houses of the State Legislature was given by Mr. Van Natta. The bills propose a bending issue to provide recreation funds to be dispersed among the State Conservation Department, counties, Detroit and other cities. Mr. Van Natta expressed concern that the proposed allocation formula is not in the best interest of all these recreational units.
