HomeMy WebLinkAboutMinutes - 1969.04.22 - 38379PARKS AND RECREATION COMMISSION MEETING April 22, 1969 The meeting was called to order by Vice Chairman Mr. Carey, in the Parks and Recreation Commission room. COMMISSION MEMBERS PRESENT: Vice Chairman John Carey, Secretary Velma Austin, Henry Schiffer, Sol Lomerson, Daniel Barry, Clarence Durbin, James Reid and Thomas Dillon. COMMISSION MEMBERS ABSENT: Chairman Frances Clark and Frank Richardson ALSO PRESENT: Kenneth L. Van Natta, Director, and Mr. Zimmerman The minutes of the March 25, 1969 meeting were discussed. Moved by Mr. Durbin, supported by Mr. Schiffer that the minutes be approved as written. Motion carried. Mr. Zimmerman presented his request to purchase Addison -Oaks for commercial recreation, retirees' home and home for mentally retarded children. The commission explained to Mr. Zimmerman that the property was not for sale as it had been purchased for the people of the county as a recreation site. Discussion followed concerning the National Campers and Hikers Association Jamboree. Mr. Van Natta explained the need for intensive public relations to prepare the area for this Jamboree. Mr. Van Natta also explained the amount of effort and the speeding up of the development program that would be necessary. Mr. Van Natta cautioned that if we proceed the commission should be aware that it may be a controversial use. Also he is working with the township to clear the zoning for campers. A report will be submitted to the commission following the April 29, 1969 meeting with the N. C. H. A. Mr. Van Natta reviewed a meeting with the Bicycle Institute of America. The Institute would like to develop bicycle trails connecting county, city, and Huron Metropolitan parks. Page 2. (April 22, 1969 meeting) These trails would be laid out by the Parks and Recreation and the Road Commission and then reviewed by the Bicycle Institute for scenic and safety factors. The commission endorsed the program. Mr. Van Natta reported to the commission that the resolution supporting the Bond issue was sent to the Board of Supervisors. The board passed a resolution supporting the 30% - 30% - 40% split, and a report on this action has been sent to all counties in the state. Progress report was presented for Springfield -Oaks, Groveland- Oaks and Addison -Oaks. Springfield -Oaks opened April 1, 1969, and the new golf rates, approved by the commission, are now in effect. Sanitary facility plans for Groveland-Oaks are being completed by the County Engineering Department. A patio area at the concession building has been started. Applications for co -managers at Addison -Oaks are now being accepted. A field trip to Addison -Oaks was set for May 15, 1969. Commission members to meet at Park office at 8:30 a.m. Discussion followed concerning the monthly meeting date. Moved by Mr. Dillon, supported by Mr. Durbin, that the monthly meeting date be changed to the fourth Thursday of each month. Motion carried unanimously.
