HomeMy WebLinkAboutMinutes - 1969.03.25 - 38385PARKS AND RECREATION COMMISSION MEETING March 25, 1969 The meeting was called to order by Chairman Mrs. Clark, at 10:00 a.m, in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Frances Clark, Vice Chairman John Carey, Secretary Velma Austin, Henry Schiffer, Sol Lomerson, Daniel Barry, Clarence Durbin, James Reid and Thomas Dillon. COMMISSION MEMBERS ABSENT: Frank Richardson ALSO PRESENT: Kenneth L. Van Natta, Director The minutes of the February 26, 1969 meeting were discussed. Moved by Mr. Barry, supported by Mr. Carey, that the minutes be approved as written. Motion carried. Mr. Van Natta reviewed, with the Commission, the need for sanitary facilities, additional electricity and a new entrance road at Groveland-Oaks. Moved by Mr. Dillon, supported by Mr. Barry, that construction of the sanitary facilities, a new entrance road off Dixie Highway and additional electricity for Groveland-Oaks, at an estimate cost of $70,000 be started as soon as possible. Motion carried. A drawing, of the beautification plans for the Mill site at Davisburg, was presented to the Commission. This labor furnished by Davisburg Rotary and material furnished by Parks and Recreation. Discussion followed concerning the National Recreation and Parks Association Forum to be held in Washington, D. C., April 23-26, 1969. Moved by Mr. Carey, supported by Mr. Reid, that Mr. Van Natta and one Commission member shall attend this forum. Motion carried. Page 2. (March 25, 1969 meeting) Discussion followed concerning the Commission's support of Governor Milliken's proposed split of the Recreation Bond monies. Moved by Mr. Schiffer, supported by Mr. Reid, that the Oakland County Parks and Recreation Commission support Governor Milliken's proposed 30-30-40 percent split of the Recreation Bond monies and that the Park Commission ask the Oakland County Board of Supervisors, thru our Liaison Committee, to officially endorse this recommended split and that further a copy of this resolution be forwarded to Governor Milliken and to all Oakland County Representatives and Senators asking for their support of the Governor's proposed allocation of Recreation Bond monies, and further that a copy of this resolution and correspondence be forwarded to all other Counties in the State of Michigan. Motion carried. After discussion concerning per diem and mileage for Commission meetings, all members present concurred to conform to the rate adopted by the County Board of Supervisors. These rates are $35.00 per diem and 120, per mile. The booklet "Leisure Time Activities" was presented to the Commission. This is the compilation of data derived from the Recreation Need Study by the Oakland County Planning Commission and University of Michigan. A joint Planning and Recreation Commission meeting will be held April 9, 1969 at 1:30 p.m. All members will be notified. Mr. Van Natta showed a drawing and sample of cedar log material that could be used for future Park buildings. Discussion followed. Moved by Mr. Schiffer, supported by Mr. Lomerson, that Mr. Van Natta proceed with developing plans so the cedar log concept could be carried thru all the parks. Motion carried. Discussion followed concerning Derby Hill at Waterford -Oaks. Moved by Mr. Reid, supported by Mr. Durbin, that the director should proceed with the building of Derby Hill so it can be ready for the July Derby race. Motion carried. Page 3. (March 25, 1969 meeting) Co -manager salaries for Addison -Oaks were reviewed. Moved by Mr. Barry, supported by Mr. Reid, that salaries for co -managers at Addison -Oaks be recommended at a beginning rate of $8,000 but established by Personnel Policy Committee. Motion carried. An estimated cost for immediate renovation at Addison -Oaks was presented to the Commission. Also discussed was the National Trailer Jamboree for 1970 and further development plans for this park. Moved by Mr. Schiffer, supported by Mr. Dillon, that the director proceed exploring the possibility of hosting the Jamboree and to continue with development plans at Addison -Oaks and the immediate reclamation of the property. Motion carried. Mr. Van Natta presented the landscape plans for Waterford -Oaks. An estimated cost of $6,300 was received. Mr. Van Natta felt the landscaping could be completed for an approximate cost of $4,000 by using some of our own material and using time and material labor. Moved by Mr. Durbin, supported by Mr. Carey, that the director be authorized to proceed with the landscaping of Waterford -Oaks at a cost not to exceed $4,000. Motion carried. Mr. Van Natta reviewed his meeting with the Board of Supervisors Local Affairs Committee in regards to the 1970 Sesquicentennial. The committee has requested the Parks and Recreation to make a study for presentation to the Local Affairs Committee on how this event should be organized. The Commission members concurred that Parks and Recreation should act as advisors. Discussion followed concerning distribution of an article, "Salute to Parks and Recreation" that appeared in the Country Courier. Tt was decided these articles should not be reprinted and distributed to the public until the parks are ready for extensive use.
