April 17, 1970
The meeting was called to order by Vice Chairman Clarence Durbin
at 10:30 A.M. at Addison -Oaks.
COMMISSION MEMBERS PRESENT:
Vice Chairman Clarence Durbin, Secretary Velma Austin, Carl
O'Brien, James Reid, Frank Richardson, Henry Schiffer.
COMMISSION MEMBERS ABSENT:
Chairman Frances Clark, Daniel Barry, Sol Lomerson, Thomas Dillon.
ALSO PRESENT:
Kenneth L. Van Natta, Director
The chairman called for one minute of silent prayer for the safe
return and landing of the astronauts.
The minutes of March 20, 1970 were discussed.
Moved by Mr. Richardson, supported by Mr. Reid, that
the minutes of March 20, 1970, be accepted as written
with the following correction: in the fourth motion
the name of Mr. Grba be changed to Mr. Grubba.
Motion carried.
The proposed Oakland County Parks and Recreation rules governing the
use of the parks by the general public were presented. Discussion
followed.
Moved by Mr. Schiffer, supported by Mr. Richardson, that the
Park Rules be submitted to Mr. Robert Allen, Oakland County
Corporation Counsel, for a written opinion of their legality
and any corrective language he may suggest.
Motion carried.
Mr. Van Natta reported on his meetings with Mr. Cohn regarding the
purchase of the 421 acres at Crooked Lake.
Moved by Mr. Richardson, supported by Mr. O'Brien, that
the director be authorized°to obtain an appraisal of the
Crooked Lake property by a qualified A.T.A. appraiser.

Discussion followed concerning the feasibility of trap and skeet
shooting at Addison -Oaks. Mr. Van Natta explained to the Commission
that there was a possibility of selling the equipment at this time,
and if we are not going to have this activity, we should disperse
of the equipment before it is obsolete. Cost of a range, amount
of people served, noise and incompatability to other park users
were discussed.
Moved by Mr. Reid, supported by Mr. Schiffer, that the
skeet shooting plans temporarily be removed from Addison -
Oaks development plan, and the director attempt to sell
the equipment.
The Vice Chairman requested a roll call vote:
Austin - yes
Reid - yes
Schiffer - yes
Richardson - yes
Durbin - yes
O'Brien - No
Motion carried.
Mr. O'Brien requested that a written opinion be obtained from Mr.
Allen, Oakland County Corporation Counsel, if a majority of a
quorum present or a majority of the entire Commission constituted
legal action by the Commission; and that all members receive a
copy of his opinion. Mr. O'Brien further stated that if a motion
needed a majority of the Commission, then the above motion con-
cerning the sale of the skeet and field traps be nullified.
Mr. Van Natta reported that Twin Lakes Golf Course may still be
available, and the approximate price would be $860,000.
Moved by Mr. Schiffer, supported by Mr. O'Brien, that this
matter be referred back to the director for further in-
vestigation.
Motion carried.
Mr. Van Natta explained that the previously discussed luncheon for
the Board of Commissioners should be scheduled for April, as the
Commission would like to host a luncheon for the city mayors and
commissioners at Addison -Oaks during Michigan Week in May.
Moved by Mr. Richardson, supported by Mr. Schiffer, that
the Parks and Recreation Commission host a luncheon at
Addison -Oaks for the County Board of Commissioners on
April 28, 1970.

Sale of the Groveland-Oaks clinic building will be before the
County Finance committee April 21, 1970.
Mr. Van Natta reported that at this date no action has been taken
on the millage request presented to the Liaison committee.
Moved by Mr. Schiffer, supported by Mr. O'Brien, that
a special meeting be called for April 28, 1970.
Motion carried.
Moved by Mr. O'Brien, supported by Mr. Reid, that the
meeting be adjourned.
