May 15, 1970
The meeting was called to order by Chairman Frances Clark at
9:45 a.m., May 15, 1970, in the Parks and Recreation Commission
room.
COMMISSION MEMBERS PRESENT:
Chairman Frances Clark, Vice Chairman Clarence Durbin, Secretary
Velma Austin, Sol Lomerson, Thomas Dillon, James Reid, Henry
Schiffer, Frank Richardson, Carl O'Brien.
COMMISSION MEMBERS ABSENT:
Daniel Barry
ALSO PRESENT:
Kenneth L. Van Natta, Director
The minutes of April 17, 1970 were discussed.
Moved by Mr. Schiffer, supported by Mr. Durbin, that
the minutes of April 17, 1970 be approved as written.
Motion carried.
The corrected Park Rules were presented.
Moved by Mr. Dillon, supported by Mr. Richardson,
that the corrected Parks and Recreation Rules be
adopted and published in the Pontiac Press in
accord with Act 261 of the Public Acts of the State
of Michigan.
Motion carried.
Mr. Van Natta advised the Commission that Corporation Counsel had
suggested that key personnel be deputized and bonded and that the
showing of these credentials would identify the personnel as being
bona fide park employees. This will be done as soon as possible.
The one -quarter (4) mill renewal, which has been approved to be
placed on the primary ballot in August, was discussed. It was
suggested by Mr. O'Brien that a committee be appointed to promote
the continuation of the millage program.

Chairman Frances Clark called for a special meeting to be held on
May 22, 1970, to discuss millage promotion ideas.
Mr. Van Natta explained that we are now preparing a residence at
Waterford -Oaks for the park manager. Some questions have arisen
that necessitate establishing a policy for present and future
park manager residences.
Moved by Mr. Durbin, supported by Mr. Schiffer,
that the following policy be adopted.
Motion carried.
POLICY FOR PARK MANAGERS
Residence
The Parks and Recreation Commission shall furnish
carpeting in living rooms, halls and other areas that the
public may enter and use in the transaction of business,
at an installed price not to exceed $8.00 per yard.
Kitchen, bathroom and bedrooms to have appropriate
floor covering, type and cost to be at discretion of
the Director.
Park Manager to furnish all other needs such as
appliances, drapes and other decor that are not perm-
anently affixed to building.
Labor for decorating, maintenance and repair will
be Park Manager's responsibility. The Parks Commission
will furnish paint and other materials for maintenance.
No major alterations will be done without recom-
mendation by the Director, and approval of the Commission.

Utilities for park manager residences were discussed.
Moved by Mr. O'Brien, supported by Mr. Dillon,
that a sum of not over $500 per year be allowed
for utility costs for each resident park manger.
Motion carried.
The recent request from Springfield Township regarding the use
of Davisburg Mill Pond for swimming was presented. Discussion
followed.
Moved by Mr. Richardson, supported by Mr. O'Brien,
that the Director meet with Springfield Township,
draw up an agreement approved by Corporation
Counsel; and proceed to implement the use of the
Mill Pond for a beach on a temporary basis with
Springfield Township.
Motion carried.
Mr. Van Natta reported that he would be attending a public hearing
concerning the Cohn property.
Mr. Van Natta reported the sale of the Groveland clinic building
will be finalized as soon as the County can complete the survey
of the 2.92 acres.
Moved by Mr. Dillon, supported by Mr. Durbin, that
the meeting be adjourned.
Motion carried.
