HomeMy WebLinkAboutMinutes - 1971.08.20 - 38417PARKS AND RECREATION COMMISSION MEETING August 20, 1971 The meeting was called to order by Chairman Frances Clark at 9:45 a.m. in the Parks and Recreation Commission room. COMMISSION MEMBERS PRESENT: Chairman Clark, Vice Chairman Austin, Secretary Schiffer, Mr. Durbin, Mr. Mainland, Mr. Barry, Mr. Richardson, Mr. O'Brien and Mr. Nick. COMMISSION MEMBERS ABSENT: Mr. McGovern ALSO PRESENT: Mr. Van Natta, Mr. Ed Laird, Mr. Gilbert Savage. Moved by Mr. Richardson, supported by Mr. Barry that the minutes of July 16, 1971 be approved as written. Motion carried. The statements of operations for January 1, 1971 were reviewed briefly and then deferred to later in the meeting. Mr. Barry was excused from the meeting. Mr. Mainland presented a review and condensation of a Federal supported job opportunity program which is a 90-10 match, with the County's 10% being either cash or "soft match." This is a crash program that had to be acted on quickly. Discussion followed on types and amount of openings the Park system could use and stay within the spirit of the program. Moved by Mr. O'Brien, supported by Mr. Mainland that we make application for 20 jobs under this program. Motion carried. gage 2 (Commission Meeting 8/20/71) The Red Run Drain Right of Way Recreation Study and Development Plan was presented by Mr. Laird. Completion of the review was postponed until later in the meeting. Mr. Gilbert Savage, Architect, opened and read all bids submitted for the Addison -Oaks Park Shelter Building at 11:00 a.m. The following bids were received within the deadline time - opened, read and recorded. Hillyer Construction Corporation $ 76,500.00 Dale E. Cook Construction Company 138,444.00 Frank Rewold & Son, Incorporated 74,429.00 Adair-Chaldecott Construction Company 64,425.00 Moved by Mr. Mainland, supported by Mr. Richardson that the bids be accepted and referred to the Director and Architect for analyzation and recommendation. Motion carried. Mr. Laird concluded the presentation of the Red Run Recreation Study and Development Plan. Mr. Durbin was excused from the meeting. Discussion followed concerning the study. Moved by Mr. Richardson, supported by Mr. O'Brien that the Red Run Drain Right of Way Recreation Study and Development Plan be referred to a future meeting for further discussion. Motion carried. The statements of operations were taken into consideration, reviewed and accepted. A special meeting was called for August 27, 1971. Bids will be opened for the Springfield -Oaks Park Building at 2:00 p.m. on that day. Mr. Richardson asked that the balance of the agenda be put over to that meeting. The Chair so ordered.
