August 11, 1972
The meeting was called to order by Chairman Frances Clark at
9:45 a.m. in the Parks and Recreation Commission room
COMMISSION MEMBERS PRESENT:
Chairman Clark, Vice -Chairman Nick,Secretary Schiffer, Mr. Durbin,
Mr. Mainland, Mr. McGovern and Mr. Richardson.
COMMISSION MEMBERS ABSENT:
Mr. Jawors, Mr. O'Brien and Mr. Richards
ALSO PRESENT:
Mr. Reickel and Mrs. McCormick
Approval of Minutes
Moved by Mr. Durbin, supported by Mr. Richardson to
approve the minutes of July 28, 1972 as written.
Motion carried.
House Rentals -- Waterford and White Lake
The recommendation to rent the homes at Waterford and White Lake to
park personnel was presented by Mr. Reickel. The recommendation was
to rent to Mr. Flesher, for $100.00 per month, the house at White Lake.
The Waterford -Oaks house to be rented for $90.00 per month to Mr. Huff.
Utilities to be paid by the renters.
Moved by Mr. McGovern, supported by Mr. Mainland
to concur with the Director's recommendation and
rent the houses to Mr. Huff and Mr. Flesher at
rates recommended on the basis that they would
accept additional responsibility in overseeing
park property.
Motion carried.
Independence
Discussion followed regarding the person now occupying the small
house at Independence. Rent is not charged for this building so a
token fee and renter's insurance was discussed.
Moved by Mr. Schiffer, supported by Mr. Nick
authorizing the Director to request a document
from Civil Counsel on the contingency of the
persons occupying the property at Independence
on a month to month basis.
Motion tarried.

Alarm System S ring'field'-;Oaks Youth Activity' Center
Mr. Reickel's recommendation to install an alarm system at the
Youth Activity Center was discussed. Interstate Alarm System quoted a
price of $2,185.00 for complete installation.
Moved by Mr. Nick, supported by Mr. Durbin to
authorize the installation of the alarm system
in the Youth Activity Center.
Motion carried.
Maintenance Building - Springfield Oaks
Mr. Reickel discussed the need for a maintenance building at the
Springfield -Oaks Golf Course. This building was projected in the
1972 development cost.
Moved by Mr. Mainland, supported by Mr. Durbin
that the Director be authorized to work with the
Department of Facilities and Operations drawing
up preliminary plans for a maintenance building
at Springfield -Oaks.
Motion carried.
Development, within two (2) years, of the back nine-'.at'-Spr'_ingfield
was discussed.
Addison -Oaks - Equipment
Mr. Reickel requested permission to purchase a lawn mower for
Addison -Oaks. With a brush attachment the machine could also be
used for snow removal.
Moved by Mr. Schiffer, supported by Mr. Nick
that Mr. Reickel take bids for the new lawn
equipment for Addison.
Motion carried.
Draperies - White Lake -Oaks and Springfield -Oaks
Price quotations received for draperies at White Lake and Springfield
were reviewed. Quotes were from Lewis Interiors, $6.80 per yard for
White Lake and $5.60 per yard for Springfield; Main Drapery, $7.50
per yard for White Lake and $6.50 per yard for Springfield; Curtis
Custom Draperies, $8.25 per yard for White Lake and $5.50 per yard
for Springfield.
Moved by Mr. Durbin, supported by Mr. Mainland
to award the contract for draperies to Lewis
Interior. Price for both facilities to be
$6.80 per yard for White Lake and $5.60 per
yard for Springfield.

Addison -Oaks - 24 hour liquor license
Mr. Reickel reported commission approval was necessary for the
24 hour liquor license at Addison. Serving liquor at our park
facilities was discussed. Mr. Reickel to investigate the legality
and report his findings to the commission.
Mr. Durbin was excused at 10:45 a.m.
Moved by Mr. McGovern, supported by Mr. Schiffer
the approval of securing a 24 hour liquor license
for Addison -Oaks.
Motion carried.
White Lake -Oaks - Dispensing Stem
The Liquor Dispensing bids were discussed. Bids submitted were from
Bar Boy for $9,600.00; National Cash Register for $9,660.00; and
ADS for $10,467,00.
Due to the added food service and inventory control offered by the
N.C.R., Mr. Reickel felt it would be advantageous to purchase the
N.C.R. Electra Bar.
Moved by Mr. Schiffer, supported by Mr. Nick to
concur with the Director's recommendation and
proceed with the N.C.R. System for White Lake -Oaks.
Motion carried.
New Business
Mr. Reickel suggested the Commission become members of the National
Parks and Recreation Association. The yearly membership would be
$350.00 for the organization.
Moved by Mr. Schiffer, supported by Mr. Nick
the Oakland County Parks and Recreation, thru
its Commission, become members of the N.R.P.A.
for the fee of $350.00 per year.
Motion carried.
The director requested permission to send ten key employees to a
seminar on Creative Thinking in October, 1972 which is sponsored
by the North Oakland Chamber of Commerce. Cost to be $40.00 per
person.
Moved by Mr. McGovern, supported by Mr. Schiffer
to authorize the attendance of the seminar by the
division heads at the cost of $400.00.

Moved by Mr. Nick, supported by Mr. Schiffer
to adjourn.
