April 28, 1972
The meeting was called to order by Vice -Chairman Donald Nick
at 9:45 a.m. in the Parks and Recreation Commission room.
COMMISSION MEMBERS PRESENT:
Vice -Chairman Nick, Secretary Schiffer, Mr. Jawors, Mr. McGovern,
Mr. O'Brien, Mr. Richardson and Mr. Richards.
COMMISSION MEMBERS ABSENT:
Chairman Clark, Mr. Durbin and Mr. Mainland.
ALSO PRESENT:
Mr. Whitney, W.F. Whitney Inc. and Mr. Edward Laird.
Moved by Mr. McGovern, supported by Mr. Jawors
to approve the minutes of April 14 and 21, 1972
as written.
Motion carried.
Request for replacement of old golf cart used by White Lake
maintenance crew was discussed.
Moved by Mr. Richards, supported by Mr. Jawors
to purchase new maintenance golf cart for White
Lake. Cost to be $1,190.00.
Motion carried.
Mr. Schiffer voted no, stating this request
should be evaluated by Mr. Reickel.
Bid tabulation for the three bids received on the door replacement
at Waterford -Oaks Activities Center was reviewed.
Moved by Mr. Schiffer, supported by Mr. McGovern
to award contract for door replacement at
Waterford -Oaks Activities Center to Pheney
Glass Company. Cost to be $4,970.00.
Motion carried.
Carpet cost proposals for White Lake -Oaks and Springfield -Oaks,
received from Lewis Interior, B & B Carpet Service and Acme,
were discussed.

Moved by Mr. McGovern, supported by Mr. Richards
to accept the carpet proposal submitted by Lewis
Interior. Cost for White Lake -Oaks, $9,719.20;
Springfield -Oaks, $4,582.35.
Motion carried.
Mr. Whitney presented the proposed food service plans for White
Lake -Oaks, Springfield -Oaks and Addison -Oaks.
Moved by Mr. Schiffer, supported by Mr. Richards
to accept the proposed food service plan for
White Lake -Oaks.
Motion carried.
Moved by Mr. Richards, supported by Mr. Schiffer
to accept the proposed food service plan for
Springfield -Oaks.
Motion carried.
Moved by Mr. Richards, supported by Mr. McGovern
to accept the proposed food service plan for
Addison -Oaks.
Motion carried.
Moved by Mr. Schiffer, supported by Mr. Richards
to authorize Mr. Whitney to put out for bids the
accepted food service plans presented.
Motion carried.
The bids will be opened at 3:00 p.m. May 11, 1972 at the
Administrative office. Members of the Building Committee to be
present for the opening of bids.
Mr. Farnum's acceptance of the Commissions proposal to purchase
the Vantine property at White Lake for $18,000 was presented.
Payment for the appraisal of this property was also discussed.
Moved by Mr. Richards, supported by Mr. Schiffer
to proceed with purchase of the 2.7 acres located
in Waterford Township, Section 18 and 19 and the
payment for appraisal of subject property be
authorized.
Motion carried.
Discussion followed concerning the possibility of purchasing
the home on Pontiac Lake Road, located next to the old school
designated to be used as R.A.P. center.
Moved by Mr. Richards, supported by Mr. McGovern,
the Building Committee investigate the feasibility'
of purchasing the residence on Pontiac Lake Road.

Motion carried.
Moved by Mr. McGovern, supported by Mr. Schiffer,
the staff be authorized to work with the Building
Committee and raze the old house at White Lake -
Oaks.
Motion carried.
Mr. Johnston requested permission to purchase a sweeper for the
park grounds, also a trailer to transport this equipment to
various locations. Mr. Johnston was asked to obtain three bids
for this equipment.
Mr. Johnston reported his progress on the asphalt projects for
Addison, White Lake and Waterford.
Moved by Mr. Richardson, supported by Mr. Richards the
three asphalt projects be put out for bids when
specifications are ready.
Motion carried.
Landscape plans for Springfield -Oaks Clubhouse and Addison -Oaks
Shelter Building were presented by Mr. Laird. A plant list
and planting plan for the two projects was submitted. Approximate
cost of material needed for Springfield -Oaks is $697.00; Addison -
Oaks is $1,161.50. A list of plant material, tagged at Groveland-
Oaks nursery, was presented. This tagged material is for use at
White Lake -Oaks Clubhouse. Mr. Laird reported these projects
could be accomplished by Park personnel with some supervision
from his firm. Approximate cost of supervision to be $150.00.
The side entrance at Addison -Oaks Shelter Building was discussed.
Mr. Laird reported that a change in the step location would be
necessary due to a drainage problem. He also recommended an
asphalt area be considered at the beach entrance on the lower
level.
Moved by Mr. Richardson, supported by Mr. Schiffer
to accept the landscape plans presented by Mr.
Laird, also the two entrance recommendations at
Addison.
Motion carried.
Moved by Mr. Richardson, supported by Mr. McGovern,
to authorize Mr. Laird to evaluate the plant
material around the house to be razed at White Lake -
Oaks.
Motion carried.
Mr. Schiffer excused at 11:30 a.m.

The adoption of revised proposed By -Laws was deferred until next
meeting.
Moved by Mr. Jawors, supported by Mr. O'Brien
to adjourn.
