Clark at 10:05 a.m. in the Parks and Recreation Commission room. COMMISSION MEMBERS PRESENT: Chairman Clark, Secretary Schiffer, Mr. Durbin, Mr. Jawors, Mr. Mainland, Mr. McGovern and Mr. Richards. COMMISSION MEMBERS ABSENT: Vice -Chairman Nick, Mr. O'Brien and Mr. Richardson. ALSO PRESENT: Mr. Reickel, Mr. Kipke and Mrs. Gay. Approval of Minutes Moved by Mr. Schiffer, supported by Mr. Richards to approve the minutes of November 22, 1972 as written. Motion carried. Approval of Payments Moved by Mr. Richards, supported by Mr. McGovern to approve the payments of Voucher 11-1 through 11-143. Statement of Operations - October The Statements of Operation for October 1972 were received by the Commission. Old Business Persian Rug - Addison -Oaks Mr. Reickel discussed the disposition of the Persian Rug. It was decided that Mr. Dumouchelle of the Dumouchelle Auction Galleries be contacted to discuss the disposal of the Persian Rug. New Business Awarding of Fence Bids - Springfield and Groveland The bids for fencing were presented to the Commission for the awarding to the lowest bidder. Discussion followed. Page 2 (Commission meeting 12/8/72) The building committee recommended awarding the bid to the low bidder. Moved by Mr. McGovern, supported by Mr. Durbin that the contract for fencing be awarded to the low bidder, Durable Inc., Sterling Heights, at $80,536.60 recommended by Mr. Reickel and D.F.O. Motion carried. Purchase Aerial Topo - Independence Mr. Reickel reported the need for an aerial topo for our Inde- pendence -Oaks. This park is the only park that we do not have one for. Estimated expense is $1,600.00. Moved by Mr. Mainland, supported by Mr. Durbin that an aerial topo be purchased for the Independence -Oaks park. Motion carried. Master Plan Contract - Independence Mr. Reickel recommended that the firm of Ellis, Ardnt and Truesdell be given the contract for the Master Plan for the Independence -Oaks park. Moved by Mr. Durbin, supported by Mr. Mainland that the Master Plan for Independence -Oaks for the amount of $13,500. be given to Ellis, Ardnt and Truesdell. Motion carried. Master Plan Contract - Addison Mr. Reickel recommended that the firm of Bills and Childs be awarded the contract to do the Master Plan for Addison -Oaks park'for the amount of $11,000.00. Moved by Mr. McGovern, supported by Mr. Durbin that the Master Plan for Addison -Oaks be given to Bills and Childs. Motion carried. Design Agreement - Springfield Golf Course Mr. Reickel recommended that Mr. Mark DeVries be commissioned to design the new back nine and the renovation of the present nine holes. This agreement will be for $1,000.00 per hole and for no less than 2 years. Page 3 (Commission meeting 12/8/72) Moved by Mr. Mainland, supported by Mr. Richards that Mr. Mark DeVries be acquired to design the new back nine and the renovation of the present nine holes for $1,000.00 per hole or a sum total of $18, 000. 00. Motion carried. 1973 Budget The 1973 budget corrections were distributed to the Commissioners. Moved by Mr. Richards, supported by Mr. Durbin that the 1973 budget be accepted as amended. Motion carried. Mr. Jawors arrived at 10:50 a.m. The next Parks and Recreation Commission will be January 5, 1973 due to the holidays. Temporary Lighting - Addison -Oaks Parking Area Mr. Rei.ckel reported the need for lighting at the shelter building and parking lot due to snowmobiling at Addison -Oaks. He read proposal from D.F.O. about acquiring 4 - 1000 watt mercury bulbs. It was requested that Detroit Edison or Consumers Power be contacted about this lighting. Moved by Mr. Mainland, supported by Mr. Durbin that Mr. Reickel be authorized to proceed with the lighting of the shelter building in the most economical and favorable way. Motion carried. Mr. Rieckel requested that the Greenskeepers - Byron Montgomery, Springfield and.Mike Thibodeau, White Lake be allowed to attend the Turfgrass Conference in Lansing, Michigan held at Kellogg Center, M.S.U. in January. Moved by Mr. Schiffer, supported by Mr. Mainland that the Greenskeepers attend the Turfgrass Conference held in Lansing in January. Meeting adjourned at 10:55 a.m. Henry Schiffer, Secretary Sandra L.
