January 26, 1972
The meeting was called to order by Chairman Frances Clark at 9:45 a.m.
in the Parks and Recreation Commission room.
COMMISSION MEMBERS PRESENT:
Chairman Clark, Vice -Chairman Nick, Secretary Schiffer, Mr. Durbin,
Mr. Jawors, Mr. Mainland, Mr. McGovern, Mr. O'Brien, Mr. Richardson.
COMMISSION MEMBERS ABSENT:
Mr. Richards
ALSO PRESENT:
Mr. Joseph Barakat, County Commissioner.
Moved by Mr. Richardson, supported by Mr. Nick,
the minutes of January 14, 1972 be approved with
the following corrections.
"Moved by Mr. Nick, supported by Mr. Jawors
the minutes of January 7, 1972 be approved.
"Mr. O'Brien nominated Mr. Durbin for the office
of Chairman."
Motion darried.
Mr. O'Brien and Mr. Richardson were appointed to confer with Robert
Allen of Civil Counsel, to form standard rules of procedure for
the Commission meeting - Roberts Rules of Order or a set comprised
by the Commission.
Moved by Mr. Richardson, supported by Mr. Schiffer
that it be the policy of this Commission to be
informed in advance of all National and State
Parks and Recreation conventions, and any member
wishing to go is authorized to do so.
Motion carried.
Mrs. Clark appointed Mr. Nick, Mr. Schiffer and Mr. Mainland to
meet with Personnel Director, John Witherup, on February 4, 1972
for the purpose of drawing up a job description for the position
of Parks Director. They are to report their progress at the next
meeting.

This Commission resolves to initiate an active study,
including land appraisal and overtures looking toward
the purchase of Adams Woods with the understanding thatT-
1. Participation by this Commission will be
conditional upon matching fund raising cooperation
by interested private parties from their own and
Foundation sources;
2. That a public operating agency, other than Oakland
County Parks and Recreation will have to be
identified prior to expending of funds for other
than appraisal or purchase option purposes,
Discussion was held.
Mr. Schiffer and Mr. O'Brien were excused,
Mr. Nick called the question and a roll call vote was taken,
Ayes: Mrs. Clark, Mr. Nick, Mr. Mainland, Mr. JawoTs,
Mr. Schiffer, Mr. Richardson and Mr. VBrien,
Nays: Mr. McGovern and Mr. Durbin.
Mr. Durbin voted no for the following reasons;
This is against the policy of the Commission. Use is already
provided for according to the November letter of our past Director,
Mr. VanNatta. Support of urban parks is not in our realm of
operation. Adams Woods is the fourth specific request to come
before this Commission and all have been denied at past meetings.
The three others denied were seven (7) acres in the City of Royal
Oak; Oakland University; and Royal Oak Township Recreation Facility.
Cost of operation could lead to bankruptcy, cost of acquisition is
excessive. The property should be preserved but not by the Park
Commission.
Motion carried.
Format of the next meeting was discussed,

The building committee is to meet at Addison —Oaks to view the new
Shelter Building and discuss changes that need to be made in the
building structure. They will report their findings at the next
meeting.
Moved by Mr. Nick, supported by Mr. Mainland,
the meeting be adjourned.
Motion carried.
The meeting was adjourned at 12:00 noon.
