November 22, 1972
The meeting was called to order by Chairman Frances P. Clark at
10:00 a.m. in the Parks and Recreation Commission room.
COMMISSION MEMBERS PRESENT:
Chairman Clark, Vice -Chairman Nick, Secretary Schiffer, Mr. Durbin,
Mr. McGovern, Mr. Richards and Mr. Richardson.
COMMISSION MEMBERS ABSENT:
Mr. Jawors, Mr. Mainland and Mr. O'Brien.
ALSO PRESENT:
Mr. Reickel, Mrs. McCormick,and Mr. Kipke.
Approval of Minutes
Moved by Mr. Durbin, supported by Mr. Richards
to approve the minutes of November 10, 1972 as
written.
Motion carried.
New Business
Persian RuR - Addison -Oaks
Mr. Reickel reported an appraisal of $5,000.00 was received for the
Persian rug stored in the attic at Addison. Permission was re-
quested to proceed with sale of the rug. Discussion followed.
Mr. Reickel will consult with Civil Counsel to see if Parks have
clear title to the rug and report back to the Commission with
more information on the rug.
Golf Course consultant - Springfield -Oaks
The proposal, received from Mark DeVries and Associates Landscape
Architect - golf course designers, was reviewed. Mr. DeVries
proposal was for design and preparation of plans for new nine
holes and renovation of present nine holes at Springfield -Oaks.
Cost to be $1,000.00 per hole and construction with Forced
labor.
Moved by Mr. Durbin, supported by Mr. Nick to
authorize the Director to continue negotiations
with Mr. DeVries for Golf Course plans of
Springfield -Oaks.

Fish and Game Division request - Independence -Oaks
Discussion followed concerning the recent request from D.N.R. to
develop a Northern Pike Propagation Pond on 22 acres of marsh
at Crooked Lake now owned by Mr. Erwin Cohn. Mr. Reickel
recommended either the acquisition or lease of this property
from Mr. Cohn for development of an environmental center.
Moved by Mr. Richardson, supported by Mr. Nick
that the Director proceed with negotiations for
price on the Crooked Lake Property.
Motion carried.
1973 Budget
A work session to review the 1973 proposed budget was requested.
Date set was December 6, 1972 at 9:30 a.m.
Old Business
Glass Collection Site - Springfield -Oaks Mill Pond
Mr. Richardson reported a request from the "Bottles For Building"
committee to use the Mill Pond Site as a drop off location for
collection of glass for recycling. Discussion followed.
Moved by Mr. Durbin, supported by Mr. Schiffer
to authorize the Director to work with the
Committee for glass collection and set up
conditions for the group to operate under.
Motion carried.
Revenue Resources School
Mr. Reickel requested permission to send 3 members of the staff
to attend the Revenue Resources School in Wheeling West Virginia
in March, 1973. Three to attend would be Mr. Reickel, Mr. Lacey
and Mrs. McCormick.
Moved by Mr. Schiffer, supported by Mr. Durbin
to authorize the attendance of the staff members
to the Revenue Resources School.
Motion carried.
Scott Lake Road Property - Waterford -Oaks
Mr. Reickel informed the Commission that an agreement for purchase
in the amount of $51,550.00 has been made for the 6 acres of
Scott Lake Road property.
Country Western - Springfield
Tickets are now available for the Country Western Show to be held
December 10, 1972 at the Springfield -Oaks Youth and Activities
building.

Fencinz - Groveland and Springfield
Bids for fencing at Groveland-Oaks and Springfield -Oaks will be
recieved on November 30, 1972, 2:00 p.m. at the Administrative
Off ice.
Park Brochure
The new Park Brochure was presented to the Commission. Possible
ways for distribution to the public was discussed.
Moved by Mr. Richards, supported by Mr. McGovern
to adjourn.
