October 13, 1972
The meeting was called to order by Chairman Frances P. Clark at
9:45 a.m. in the Parks and Recreation Commission room.
COMMISSION MEMBERS PRESENT:
Chairman Clark, Secretary Schiffer, Mr. Durbin, Mr. Jawors,
Mr. Mainland, Mr. McGovern and Mr. Richardson.
COMMISSION MEMBERS ABSENT:
Vice Chairman Nick, Mr. O'Brien and Mr. Richards
ALSO PRESENT:
Mr. Reickel, Mrs. McCormick and Mr. Joachim, Swanson Associates.
Approval of Minutes
Moved by Mr. Richardson, supported by Mr. Mainland
to approve the Minutes of September 22, 1972 as•
written.
Motion carried.
Mr. Durbin abstained.
ADDroval of Pavments
Moved by Mr. Richardson, supported by Mr. McGovern
to approve payments of Vouchers 9-75 thru 9-185.
Motion carried.
August Statement of Operations
Moved by Mr. McGovern, supported by Mr. Durbin
to accept the August Statement of Operations as
submitted.
Motion carried.

Waterford -Oaks - Pool Program Statement
Mr. Joachim of Swanson Associates presented the revised program
statement for the Waterford -Oaks pool facility. The addition of
a diving tower, seating capacity of 3,000 persons and an
alternate plan to place an "ell" to the main pool for diving was
incorporated in the program. Estimated cost of project is
$ 1,875,000. The alternate diving "ell" estimated cost
$140,000.
Moved by Mr. McGovern, supported by Mr. Mainland
to accept the program statement and refer to the
Director for analysis and presentation to the State
along with his recommendation on how the Commission
should go with the 10 meter tower.
Motion carried.
Master Plan - Waterford -Oaks
Mr. Reickel reported the preliminary Master Plan for Waterford -
Oaks is ready for review.
Discussion followed. It was suggested the County Building
committee, Mr. Daniel Murphy and Mr. Harold Martin be invited
to review the plan. Date for review will be November 1, 1972
at 9:30 a.m.
Waterford -Oaks - Roof Repair
The following bids were received for the Waterford -Oaks
Activities Center roof repair.
Hartford Roofing and Siding Company $ 4,389.00
Price Roofing 4,395.00
The Grumwell-Cashero Company 6,650.00
Moved by Mr. McGovern, supported by Mr. Jawors
to award contract for the Activities Center roof
repair to the low bidder, Hartford Roofing and
Siding Company, cost to be $ 4,389.00.
Motion carried.
Siding - Groveland and Addison Farm House
Bids received for siding of the Groveland-Oaks residence and
the Addison -Oaks residence on Walker Road are as follows.
Groveland-Oaks:
L & C Home Improvement $ 2,742.00
Savoie Insulation Company 3,266.00
Hartford Roofing and Siding 3,261.40

Addison -Oaks:
L & C Home Improvement $ 3,383.00
Savoie Insulation Company 4,540.67
Hartford Roofing and Siding 4,909.00
Moved by Mr. Jawors, supported by Mr. Richardson
to award contract for siding of the Groveland-
Oaks and Addison -Oaks residence to the low bidder,
L & C Home Improvement. Total cost to be $ 6,226.00
Motion carried.
ld Business
Janitorial Services - Administrative Services
Mr. Reickel reported on the estimate received from D.F.O.
for janitorial services at the Administrative office. Due
to the extreme cost difference, the Director recommended
retaining our present service.
Moved by Mr. McGovern, supported by Mr. Schiffer
to accept the Director's recommendation for
Janitorial Service.
Motion carried.
Liquor Control Commission Hearin
Mr. Reickel stated at the present there is no information
regarding the hearing in Lincoln Park with the Liquor Control
Commission.
Discussion followed concerning the cost of liquor per bottle
sold at White Lake. It was requested these prices be checked
further.
New Business
Water Conditioner - Addison
The following bids were received for a Water Conditioner at
the Shelter Building.
Culligan $ 750.00
Water Softener Service Company 962.49
Superior Water Conditioning Company 1,004.80
Moved by Mr. Richardson, supported by Mr. Mainland
to accept the low bid of $ 750.00 from Culligan for
the conditioner at the Addison -Oaks Shelter Building.

Deputy Director
Names of the top five candidates were presented to the Commission.
Thomas Chappelle, City of Oak Park Parks and Recreation
Don Smith, City of Muskegon, Recreation and Parks
Jon Kipke, City of Ferndale Parks and Recreation
John Lillie, Grand Rapids Public Recreation Department
Ralph Richard, Waterford Township Parks and Recreation
Mr. Reickel reported he would be interviewing the five candidates
for Deputy Director so he could present his choice to the
Commission at the next meeting.
Fencing Survey
Kieft Engineering is now making the location survey for the
proposed entrance at Groveland-Oaks. Cost not to exceed
$ 1,100.00 and is being done along with the fence survey.
Black Top - Springfield -Oaks
It was requested that Maraldo be authorized to black top the
turn around and cart paths for estimated $3,500 change order
at Springfield so it could be ready for the dedication.
Moved by Mr. Durbin, supported by Mr. Mainland
that the Director be authoirzed to proceed with
the black top at Springfield.
Motion carried.
Park and Recreation Maintenance Management School
Mr. Reickel recommended Mr. Johnston attend this school to be
held in Wheeling, West Virginia, January 28 thru February 1, 1973.
Moved by Mr. Durbin, supported by Mr. Schiffer
the approval of Mr. Johnston's attendance of the
Parks and Recreation Maintenance Management School.
Motion carried.
D.F.O. Charge Schedule
The D.F.O. proposed charge schedule for Parks and Recreation
projects was presented. All future projects will be charged
at the proposed rates.
Food Service - Advertising
Discussion followed regarding the food service at White Lake -
Oaks. It was agreed the facility would remain open for daily
business and advertising the facility should be started in
November.

Old Clubhouse - Springfield
Removal of the old Springfield -Oaks Clubhouse was discussed.
An ad, for the removal of this building, will be placed in
the local paper.
Moved by Mr. Mainland, supported by Mr. Richardson
to .adjourn.
