Clark at 9:45 a.m. in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairperson Clark, Secretary Schiffer, George Kuhn, William Mainland, Roger Marz, Williams Richards and E. Frank Richardson. COMMISSION MEMBERS ABSENT: Vice Chairman Wilcox and Emil Jawors. ALSO PRESENT: R. Eric Reickel, Jon Kipke, Pauline McCormick and Fred Ellis of Ellis, Ardnt & Truesdell, Inc. APPROVAL OF MINUTES Moved by Mr. Kuhn, supported by Mr. Mainland to approve the minutes of August 10, 1973 as written. Motion carried. APPROVAL OF PAYMENTS Moved by Mr. Schiffer, supported by Mr. Marz to approve payments of Voucher 8-1 through 8-89. Motion carried. PROGRESS REPORT Moved by Mr. Richardson, supported by Mr. Marz to receive the Park Development Progress Report 73-5. Motion carried. OLD BUSINESS Mobile Recreation Vehicle Policv and Slide Presentation Mr. Kipke presented a slide presentation of the various mobile recreation equipment reviewed in New York City and Nassau County, New York by himself, Mr. Reickel and Mr. Schiffer. Page 2 (Commission Meeting 8/24/73) The use of these mobile units could provide a programmed recreation service for the south section of Oakland County and many rural areas where parks are not provided. Staff was requested to proceed with study of a mobile recreation program. The policy for renting our mobile recreation units was discussed. Until the policy is adopted, we will continue renting these units using discretion. Groveland-Oaks Park Office Mr. Reickel asked that this item be deferred until another meeting, as more information was necessary for a discussion. Independence -Oaks - Appraisal 9115 Sashabaw Mr. Reickel reported two (2) appraisals were received for the Loton property on Sashabaw Road. Stoppert's Appraisal Service $ 31,900.00 Equalization Department $ 32,500.00 Discussion followed. Moved by Mr. Richards, supported by Mr. Richardson to authorize the Director to proceed with purchase of the Loton property. Purchase price not to exceed $32,500.00. Motion carried. NEW BUSINESS Independence -Oaks - Acquisition proposal A proposal for acquisition of approximately 388 acres abutting the south of Independence -Oaks along Sashabaw Road was presented. The feasibility of this acquisition was discussed. Mr. Ellis briefed the Commission on Phase I of the development of Independence -Oaks and stated an acquisition of a portion of this property would be beneficial to Phase I development. The Commission directed Mr. Reickel to negotiate with Mr. Stoppert for a portion of this property that would be desirable to preserve. Commission Matches This item was deferred until the next meeting. Additional information will be presented at that time. Page 3 (Commission Meeting 8/24/73) Waterford -Oaks - Soil Test Borings Mr. Reickel reported the necessity for further soils investigation of the swimming pool site. Soils and Materials Engineers, Inc. will complete nine (9) soil test borings at a cost not to exceed $1,300.00. Moved by Mr. Schiffer, supported by Mr. Marz to authorize the expenditure of $1,300.00 for the nine (9) soil test borings at Waterford -Oaks pool site. Motion carried. MISCELLANEOUS Floor Covering - White Lake -Oaks Manager's Residence Floor covering has been placed in the manager's residence at White Lake -Oaks by Marshall's Floor Covering, Inc. Bids were received as follows: Marshall's Floor Covering, Inc. $ 953.50 B & G Tile, Inc. 1,019.00 Karen's Carpets 1,085.00 New York Carpet World 1,187.10 Meeting adjourned at 12:00 noon.
