May 25, 1973
The meeting was called to order by Chairperson Frances P. Clark
at 9:45 a.m. in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairperson Clark, Vice Chairman Wilcox, Emil Jawors, William
Mainland, Roger Marz, Frank Richardson and William Richards.
COMMISSION MEMBERS ABSENT:
Secretary Schiffer, Ted McCullough and George Kuhn.
ALSO PRESENT:
R. Eric Reickel, Jon Kipke, Pauline McCormick, Ted Dziurman
and Dennis Pajot.
APPROVAL OF MINUTES
Moved by Mr. Richardson, supported by Mr. Richards
to approve the minutes of May 11, 1973 as written.
Motion carried.
APPROVAL OF PAYMENTS
Moved by Mr. Richards, supported by Mr. Jawors to
approve the payments of Voucher 5-61 through 5-173.
Motion carried.
OLD BUSINESS
Duplicating Equipment
A request to purchase duplicating equipment was presented.
Prices received were:
A.B. Dick $ 2,902.50
Gestetner
3,378.00
Staff recommended the purchase of A.B. Dick.
Moved by Mr. Mainland, supported by Mr. Marz to
approve purchase of duplicating equipment from
A.B. Dick in the amount of $2,902.50.
Motion carried.

Food and Beveraae Policv - Board of Commissioners
Mr. Reickel reported the Food and Beverage Policy, accepted
and referred by the Buildings and Grounds Committee to the
County Board of Commissioners, was rejected. Discussion
followed.
Federal Grant Reauest - Board of Commissioners
The Parks and Recreation Commission's request to file for a
federal grant was approved by the Board of Commissioners.
NEW BUSINESS
Addison -Oaks - Sewer Svstem - Geoloaist
Mr. Dziurman, Department of Facilities and Operations, reviewed
the sanitary master plan for Addison -Oaks. A sewage treatment
plant was discussed. This would require approximately 10
acres. A report from a geologist would be necessary to determine
the best location should a treatment plant be needed. Cost for
geologist would be $3,000 to $5,000.
Moved by Mr. Richards, supported by Mr. Mainland
to authorize engaging a geologist at the
approximate cost of $3,000 to $5,000.
Motion carried.
Janitorial Service
An additional $640.00 was requested from contingency for
custodial services due to the expansion of the administrative
office. This would raise the monthly custodial service to
$240.00 per month.
Moved by Mr. Jawors, supported by Mr. Richards to
approved the raise for custodial services to
$240.00 per month.
Motion carried.
1973 Capital Program
The capital program was analyzed for priority.
The first phase of Springfield -Oaks Golf Course design in the
requested amount of $100,000 was discussed. It was explained
that the $100,000 was for construction not design.
Moved by Mr. Richards, supported by Mr. Mainland
to approve the proceeding with the capital program
as presented, excluding the $100,000 for Springfield -
Oaks Golf Course design.

Discussion followed concerning Lighting for Springfield -Oaks
Youth Activities Center, Midway grading to be completed by
staff and would not go out for bids, and the entrance signs
which will be taken care of by staff.
Motion carried.
Resolution - Arlo Flesher
The recent action of Mr. Flesher crediting him with saving
the life of Mr. Frank Hudson by administering mouth-to-mouth
resuscitation was discussed.
Moved by Mr. Richardson, supported by Mr. Wilcox
to present Mr. Flesher with resolution of
commendation for aiding in saving the life of
Mr. Hudson.
Motion carried.
MISCELLANEOUS
Meetings
Mr. Reickel reported the two -meetings scheduled.
Dinner meeting with legislators on Tuesday, June 5, 1973 -
6:30 p.m. at Tarpoff's, Lansing.
Luncheon meeting for Board of Commissioners on Thursday,
June 7, 1973 - 1:00 p.m. at Addison -Oaks Conference Center.
Senator Bill 229
Discussion followed regarding the recent action of the Board of
Commissioners regarding Senate Bill 229.
Mrs. Clark reported a letter was being prepared to forward to
Represenative Phillip Mastin.
Moved by Mr. Jawors, supported by Mr. Marz to
adjourn.
Meeting adjourned at 11:30 a.m.
