October 12, 1973
The meeting was called to order by Chairperson Frances P. Clark
at 10:00 A. M. in the Parks and Recreation Commission Room.
COMMISSION MEMBERS PRESENT:
Chairperson Clark, Vice -Chairman Wilcox, George Kuhn, William
Mainland, Frank Richardson and James Dunleavy.
COMMISSION MEMBERS ABSENT:
Secretary Schiffer, Emil Jawors, Roger Marz and William Richards.
ALSO PRESENT:
R. Eric Reickel, Jon Kipke, Pauline McCormick and a representative
from the Oakland Press.
APPROVAL OF MINUTES:
Moved by Mr. Mainland, supported by Mr. Wilcox to approve
the minutes of September 28, 1973 as written.
Motion carried.
APPROVAL OF PAYMENTS:
Moved by Mr. Wilcox, supported by Mr. Mainland to approve
payments of Vouchers 9-111 through 9-178.
The suggestion was made to contact Michigan Bell for assistance in
reviewing our telephone system and ask for the most feasible way to
reduce costs. Mr. Reickel stated that the Parks and Recreation
Commission administrative telephones are included in the overall
telephone study being conducted by the County.
Betty Guest, Mr. Reickel's new secretary (replacing Sandra Gay),
was introduced.
Motion carried.
NRPA 1973 CONGRESS FOR RECREATION AND PARKS:
Report was given by Mr. Kuhn on the Congress held in Washington,
D. C. and attended by himself, Mr. Reickel and Mr. Kipke.

RESOLUTION:
The City of Oak Park was awarded a Gold Medal by the National Sports
Foundation for being outstanding in the field of Parks and Recreation
for 1973. Mr. Reickel recommended that the Park Commission pass a
resolution honoring Oak Park for this achievement.
Moved by Mr. Mainland, supported by Mr. Richardson to
approve the resolution honoring the Oak Park Recreation
Department.
Motion carried.
OLD BUSINESS:
SPRINGFIELD TOWNSHIP HISTORICAL SOCIETY LICENSE:
In order to continue the remodeling of the Davis Home at Springfield -
Oaks, a new License was forwarded to Mr. Allen, Civil Counsel.
Mr. Allen did approve this License as to form. Mr. Reickel recommended
the Commission enter into the License with the Springfield Township
Historical Society.
Moved by Mr. Richardson, supported by Mr. Kuhn that we
enter into this License with the Springfield Township
Historical Society.
Motion carried.
NEW BUSINESS:
MARINE DIVISION -SHERIFF'S DEPARTMENT:
Mr. Reickel read a letter from Sgt. Scholz, Marine Division,
Sheriff's Department, requesting that Parks and Recreation allow them
to use the building at'the Mill Pond'in Davisburg for winter storage
of Marine Division boats. Period to run from October, 1973 through
May, 1974. Mr. Reickel suggested the Marine Division be responsible
for utilities, etc. Any'improvements to be made on the building
would require approval by this Department. He further recommended
they not be charged rent for the use of the building.
Moved by Mr. Richardson, supported by Mr. Dunleavy to
approve the recommendation allowing the Marine Division
to use the Mill Pond building for winter storage.
Motion carried.
MISCELLANEOUS:
SPRINGFIELD-Y.A.C. BUILDING:
Mr. Reickel reported that he requested a meeting with the Buildings
and Grounds Committee to discuss the improvements for the 4-H

Fairgrounds. Discussion followed concerning the possibility of
using the Fairgrounds as a site for the Oakland"County Bi-Centennial
Exhibition in 1976.
NORTHWEST PARK COMMISSION WORKSHOP, OCTOBER 18--7:00 P.M.,
WATERFORD-OAKS:
Those to attend the meeting: Mr. Reickel, Mr. Kipke, Mr. Jackson,
Mr. Richardson, Mr. & Mrs. Clark, Mr. & Mrs. Dunleavy, Mr. & Mrs.
Jawors, Mr. & Mrs. Kuhn, Mr. & Mrs. Richards and Mr. & Mrs. Wilcox.
Members attending will be billed later for wives portion of the
bill.
RED RUN DRAIN:
Mr. Reickel read Senate Bill No. 130 which was submitted to the
Appropriations Committee stating a site study was to be made of
the Red Run area by DNR. He also reported meeting with Mrs. Solberg
of Madison Heights. He assured her that any plans for the area
would be presented to the City, for their information, so they will
be aware of the program.
SWIMMING POOL-WATERFORD-OAKS:
Mr. Reickel informed Commission members the pool plans were ready
to be submitted for bid by October 20, 1973. Mr. Richardson sug-
gested a presentation be made by the architect, Swanson Associates,
Inc., to the Parks and Recreation Commission to enable them to approve
the specifications for the swimming pool before the bids are let.
These will be presented at the next meeting.
KRESGE FOUNDATION:
Mr. Reickel reviewed the proposal to be submitted to the Kresge
Foundation in anticipation of receiving their support for the
1.4 million dollars necessary to complete the swimming pool project.
Messrs. Reickel, Kuhn and Mainland will make the presentation to
the Foundation.
