Frank Richardson in the Parks and Recreation Commission Room. COMMISSION MEMBERS PRESENT: Chairman Richardson, Vice Chairman Dunleavy, Velma Austin, Frances Clark, Donald Nick, William Richards, Richard Wilcox COMMISSION MEMBERS ABSENT: Secretary Wint, George Kuhn ALSO PRESENT: R. Eric Reickel, Pauline McCormick, James Galloway, Arnold Johnston, Raymond Delasko, Ted Dziurman, DFO; Fred Ellis, Ellis, Arndt & Truesdell, Inc.; Ralph Kingzett, Oakland Press. APPROVAL OF MINUTES: Moved by Mr. Dunleavy, supported by Mr. Wilcox to approve the minutes of March 22, 1974 as written. Motion carried. APPROVAL OF PAYMENTS: Moved by Mrs. Austin, supported by Mrs. Clark to approve payment of Vouchers 3-91 through 3-181. Discussion followed. Motion carried. ACTIVITIES REPORT: Moved by Mr. Nick, supported by Mr. Dunleavy to receive Activities Report for March. Motion carried. MOBILE RECREATION PROGRAM: A movie of the mobile recreation program, as it is administered in Nassau County, New York was shown to the Commission. Discussion followed on various aspects of the program. Page 2 (Commission Meeting, April 5, 1974) ADDISON-OAKS. WALKER ROAD HOUSE: Slides were shown of the damage incurred by a fire on March 11, 1974 at the Walker Road house in Addison -Oaks Park. Mr. Reickel recommended that anticipated reimbursement from the insurance company be used to finish demolishing the structure. He explained there would be no monetary value or advantage in attempting to restore the dwelling. OUTDOOR PIT TOILETS: Mr. Arnold Johnston, Superintendent of Parks, reported that the following two bids had been received for the construction of four pit toilets; two for Addison -Oaks (required to meet State Health Department regulations); one for Springfield -Oaks and one for White Lake -Oaks: Punjeff Masonary Construction Co. $2500. Raymond H. Bellows, Gen. Contractor $2500. Mr. Johnston recommended the bid be awarded to Raymond H. Bellows because his bid included steel door jambs and cement seats rather than formica, which is superior for durability and stability. The plans were prepared by DFO and structures approved by the Oakland County Health Department. Mr. Reickel stated these monies were earmarked in the 1973 Capital Program. Moved by Mr. Nick, supported by Mrs. Clark to award the bid for outdoor pit toilets to Raymond H. Bellows, General Contractor, in the amount of $2500. Motion carried. INDEPENDENCE -OAKS DEVELOPMENT: Mr. Fred Ellis of Ellis, Arndt and Truesdell, Inc. requested permission to go for bids for development of the First Phase of Independence -Oaks. Mr. Ellis explained that after discussion with DFO, it was felt that bidding of eight separate trades would appear more desirable than having only general contractors bid the total project. A savings of $2000 is anticipated by bidding separate trades. Supervision and coordination of the work would be done by DFO or Ellis, Arndt & Truesdell, Inc. Advantages of this type bidding are quality, quantity and performance by separate bidders. Discussion followed. Moved by Mr. Richards, supported by Mr. Nick to approve Ellis, Arndt & Truesdell, Inc. to go out for bid and draw up separate specifications for each specific item. Motion carried. It will be determined at the next meeting whether or not we go with Ellis, Arndt & Truesdell or the general contractor. Page 3 (Commission Meeting, April 5, 1974) SPRINGFIELD-OAKS GOLF COURSE, PHASE II: Ted Dziurman of DFO reported that a total of six bids were received on March 27, 1974 for Phase II Construction and the Lawn Irrigation System at Springfield -Oaks Golf Course. Phase II Construction consists of construction of the greens, landscaping of the fairways, construction of tees, g6lf cart path- ways, etc. Low bidder was Demmink's Nursery of Byron Center, Michigan in the amount of $105,166.25. Low bidder for the Lawn Irrigation System was Harris Irrigation of Temperance, Michigan in the amount of $54,885.30. Moved by Mr. Richards, supported by Mr. Nick to award Phase II Construction to the low bidder, Demmink's Nursery in the amount of $105,166.25 and to award the Lawn Irrigation System to the low bidder, Harris Irrigation in the amount of $54,885.30. Discussion followed. Mr. Reickel reported that due to intangibles with the market, $200,000. was budgeted in the 1974 Capital Program for Phase II Construction. Motion carried. ADDISON-OAKS SEWAGE TREATMENT SYSTEM: As per previous Commission request, Ted Dziurman of DFO reported that as of March 21, 1974, the estimated construction cost for the First Phase of the Addison -Oaks Sewer Treatment System was $134,000. Mr. Reickel stated that additional soil borings are needed to obtain soil and ground water conditions along the proposed sewer routes in the lagoons. Three proposals were received and estimated cost of project is $1000. It was requested of the Commission to authorize DFO to award a contract for the soil borings. Moved by Mr. Richards, supported by Mrs. Clark, to authorize Soil Borings Testing Engineers Consultants, Inc., in the amount of $1000., to proceed with the additional soil boring work to be done at Addison -Oaks. Discussion followed. Motion carried. SPRINGFIELD-OAKS PROPERTY: Mr. Reickel reported he had received a letter from Lester J. Smith, Chairman of the Springfield Township Park and Recreation Commission, requesting to purchase or lease 8.28 acres of Oakland County Parks and Recreation property to be used as a park for Springfield Township. Page 4 (Commission Meeting, April S, 1974) Moved by Mr. Dunleavy, supported by Mrs. Austin to enter into a lease agreement with Springfield Township for $1.00 per year on a year-to-year basis. Discussion followed. Mr. Reickel stated the proposed lease would be approved by Civil Counsel. Motion carried. SPRINGFIELD-OAKS: Mr. Reickel read a copy of a letter received from the Grand Trunk Railroad wherein they stated the railroad would be billing Oakland County Parks and Recreation Commission for recent damage sustained as a result of Oakland County's grading operation in the vicinity of Dilly Road near Davisburg, Michigan. They claimed it plugged a 24" pipe which ultimately washed out a portion of the track. Mr. Reickel and representatives of DFO were unsuccessful in arranging a meeting between themselves and officials of the railroad to discuss the problem. INDEPENDENCE TOWNSHIP LAND ACQUISITION: Mr. Reickel reported he had been contacted regarding the purchase of 90 acres, at $1300. per acre, south of and contiguous to the boundary of Independence -Oaks Park. Upon concurrence of the Commission, two appraisals would be obtained; one from the Equali- zation Department and one from an outside firm. If the land were purchased, it would be kept in its natural state and possibly be integrated with our naturalist program. The purchase would also help protect the viability of the Clinton River. Moved by Mr. Nick, supported by Mrs. Clark to authorize the director to proceed with the investigation of appraisals for the possible purchase of 90 acres adjacent to Independence -Oaks Park. Discussion followed. Mr. Reickel will pursue the possibility of Bureau of Outdoor Recreation funding if the purchase is approved. UNFINISHED BUSINESS: FOOD AND BEVERAGE: Mr. Reickel reported to the Commission he had reviewed with Jack Hays of Civil Counsel, the preliminary draft of the contract between Oakland County Parks and Recreation Commission and the firm of Laffrey, Werthmann and Fuller Restaurants, Inc. Chairman Richardson and Mr. Reickel will be meeting with Mr. Hays to review the draft and define the perimeters of responsibility. Page S (Commission Meeting, April S, 1974) In order to expedite final approval of the contract at the Commission's April 26 meeting, a Special Meeting of the Commission was called for Wednesday, April 24 at 1:30 p.m. to review the final draft of the document. Mr. Reickel announced we had made preliminary application to the Liquor Control Commission for White Lake -Oaks which informs them of our intent to acquire a co -licensee. SWIM CENTER-WATERFORD-OAKS: Chairman Richardson reported that bids for the pool were opened on April 4 and all bids came in over $3 million dollars. The bids were referred to DFO and the architect for review and they will report back to the Commission on April 26. SNOWMOBILE: Mr. Reickel stated that the Parks Commission had a unique opportunity in cooperation with Oakland University to use their drama program and students to implement a sustaining program for 8 weeks with our showmobile. Discussion followed. Moved by Mr. Nick, supported by Mrs. Clark to provide this unit as a service; to make it available to each community free of charge for the first visit. Motion carried. MISCELLANEOUS: Mr. Reickel reported on the Recreation Bond Hearing he attended in Lansing on April 3, 1974. Meeting adjourned at 12:10 p.m. Lewis Wint, Secretary Betty Guest, Recording Secretary EO
